It's consideration approval of Microsoft Dynamics 365 licensing.

It is recommended at the board of directors.

And amount not to exceed 238,715.

Since May 2022, IPTC has used Microsoft D365 for enterprise resource planning with integration with our enterprise asset management system, Dynaway.

Crow LLP is our D365 configuration, cloud support and maintenance vendor.

The D365 environment is licensed for production use through April 30th, 2026.

D365 licenses are purchased annually.

And the cost and quantity may change due to additional licensed usage usage or individual license costs.

And for financial impact, the the funding for this project will come from the information technology operating budget.

And again, the cost for this year is 238,715.

The cost increase for 2026 was a result of the following factors.

Adjustments to Microsoft's new D365 licensing model, including an additional required license type, a small addition of contingency licenses, and adjustments to required user quantities.

As usual, IPTC will work to identify opportunities to decrease the increasing D35 licensing costs by continuing to the re-evaluation of end-user requirements for access to specific modules within D365 for XBE declaration.

Since this is a this is a software licensing renewal, was completed using local funds as a special procurement request.

Therefore, XBE participation was not available for this procurement.

This is uh action item A3 consideration approval of small PC computer contract, and um our chief information officer Marcus Burnside will present.

And it is recommended that the board of directors authorize the president and CEO to execute a contract for with small PC computer for passenger information display signs and amount not to exceed 532,700.

IPTC uses small PC for its PIDS technology to communicate real-time arrival information for riders and of the red and purple bus rapid transit lines.

Small PC computer specializes in record computing solutions designed for the most demanding environments, waterproof displays, industrial and AI enabled computers.

The PIDs for the BRT red line have been in service since 2019 and have a five-year life cycle.

Uh the this procurement will replace all end of life units along the red line with new small PC devices that include four-year extended warranty.

Additionally, this procurement will establish an inventory of spares units and spare parts to replace future damaged units or malfunctioning units not covered under warranty.

This inventory is expected to meet their system needs through the planned blue line launch in October 2028.

Uh, for financial impact, this project would will be funded from the information technology operating budget.

The cost for the small PC PIDs and the associated service will be $532,700 for fiscal year 2022.

Uh display units are covered by a four-year warranty.

IPTC may incur additional shipping costs in the event of faulty damage or incorrect parts requireing repair, replacement or refund.

These situations will be handled through the typical RMA process with the vendor.

For XP declaration, there is no XP participation for this procurement in it because there are no certified forms.

Hello, good afternoon, directors.

I am Carrie Black, Chief Public Affairs Officer.

Uh, and so today we do want to talk about the um the consideration to extend the fine line or to execute the final option year of our fine line printing contract.

It is recommended that the board authorize the president and chief executive officer to exercise option year two on our fine line printing contract from the amount of six hundred fifty thousand not to exceed 775,000.

That would be effective on April 1st, 2026.

A little bit of background.

So in March of 2022, the Indigo Board of Directors approved a 525,000 uh dollar contract for a three-year contract with two one-year options.

So we are now at that final option year.

Um, the board approved 125,000 for option year number one last year, and we are asking for that same amount for this final year.

Um public affairs is responsible for printing a lot of marketing collateral.

Um, and this last year we printed a lot of information in the education and promotion of uh the fair policy, and then into the new fairs uh and just making sure that our writers and the community uh were properly informed on that, uh, among many other things, including our good vibes writer code of conduct campaign that we just executed uh earlier uh at the start of 2026.

Um moving forward, um, we anticipate the need for printed materials to reflect a number of things, including the continued awareness and and education and outreach of the blue line uh bus rapid transit route with construction, uh new route maps to reflect some significant changes that we will see in June as part of our um schedule adjustments and route changes as well as promotional and educational material for our uh fair moderniz project that's coming up, um culminating with our tap to pay at the end of this year.

Uh the contract is funded through the operating budget.

Uh fine line is a certified MBE committed to using uh several different um several different agencies, um, a three percent VBE participation and an eight percent W BE participation.

Good afternoon, Chair, members of the board.

Justin Burkop, interim CFO for Indigo.

Pleased to present the financial report for the month ending February 28th, 2026.

Beginning with revenue performance, overall revenue for the month of February came in over budget by 13% and year to date by the same.

13% within that total.

Fair revenue for the month came in slightly under budget by 3.8%.

However, it's important to highlight the strong year-to-date brand we saw in February, and that's that fair revenue is up approximately 145,000 or 17% compared to the same period in 2025.

On the expense side, personal services were over budget by 2.9% for the month.

And that was primarily driven by our overtime expenses.

Indigo leadership approved emergency premium pay for hourly operations employees at two and a half times their normal rate.

And because that payroll was processed in February, it's reflected in this month's results and is the primary driver for that variance for the month.

Services and charges were over budget by approximately 1.1 million dollars for the month.

This variance is attributed to a one-time cost sharing payment made to the Indianapolis Department of Public Works for their capital improvement project in converting 29th and 30th streets from one-way to two-way traffic.

And as a reminder, these costs are recorded as operating cost sharing expenses for Indigo rather than capital expenses since the city retains ownership of the asset once the capital project is complete.

As a result, the combined impact of overtime and this one-time payment total operating expenses for February were over budget by 4.6%.

But in all categories, through the end of February 2026, Indigo is under budget by approximately 5.9 million dollars or uh 20 percent.

So we're gonna I've asked Justin to kind of help me track that from month to month so that we can see um where that's going with all of the uncertainty surrounding energy supplies and things going on.

I want to make sure that we're that we don't get in the same problem that we had with fuel a couple of years ago, right?
