All Clear LLC is a US-based technology company that develops and operates secure identity and advanced biometric verification screening under the brand CLEAR to confirm uh identity quickly and securely.

Services that CLEAR would provide under this agreement here at INB includes Clear Plus, which uh uses biometric data to verify a person's identity.

Uh Clear plans to install their newest E-Gate technology on both A and B concourse and through a joint initiative with the TSA, which combines Clear Secured Digital Identity and TSA's vetting capabilities.

This will automate and expedite identity identity verification through our checkpoints.

Allow folks here to enroll for TSA pre-check, as well as a new service called Clear Concierge, which is a premium service offering personalized assistance which can for Clear members, which can go from the curve all the way through to the gates.

This will be an airport use permit, and within that permit, it defines our catchment area to 48 counties that surround the airport.

So that will be part of the ways of fees that are paid to the airport are identified based on individuals with residence within those 48 counties.

New enrollments that are at IND, even for out of area passengers, TSA pre-check enrollments and renewals, and concierge service fees.

There will be uh an annual minimum guarantee uh that will be established based on 80% of 2026 gross sales and then adjusted annually.

Uh in addition, uh all clear has committed to pay a one-time launch bonus of 250,000 to the airport authority by getting the agreement signed by March 31, which is what we are presenting to you today, and then having these services up and operating by July 1.

We have worked closely with TSA already in conversations with CLEAR and TSA to incorporate Clear within our I and D security screening process to ensure seamless experiences for all I and D travelers.

Clear for the last 16 years has partnered closely with airports and with the TSA to bring predictability and technology to the passenger experience at no cost to taxpayers and as a revenue generator.

We process over 200,000 passengers a day for TSA checkpoints, and we're a close public-private partner, both to airports, to TSA and to airlines, you know, and especially in this critical moment here where our TSA officers are showing up to work without pay every day.

Clear's teams on the front line, supporting TSA, donating our resources to help ensure that checkpoints can stay open and operating and serving as a critical partner to both enhance security and passenger experience.

But we'll share a couple of quick details about the services that we'll bring here to Indianapolis.

So Clear is, as Marsha mentioned, the secure identity company, and we believe that we exist at the intersection of customer experience and security.

Beyond what we do at the airport, Clear also helps secure enterprises, including here in Indianapolis Community Health Network and Deaconness Health System down at Evansville through our latest and cutting edge identity technology.

We've developed over the past 15 years, obviously starting in our partnership with the TSA, but expanding to be able to help people frictionlessly confirm that you are you, regardless of where you are now and what you need to do.

In our applications here in the airport, over the past six months, we have been launching and deploying the new technology that Marsha referenced, Clear's automated e-gate solution, which allows passengers to be able to come up, take a quick snapshot of their face.

We securely confirm their identity, vetted directly with TSA system.

And if TSA returns a green light to us, the gate opens and that passenger moves seamlessly into physical screening.

Not only does that prevent, you know, give a delightful sort of five-second passenger experience, they almost don't have to stop walking.

It critically allows TSA to help allocate their resources to focus on the rest of the passenger population, both expanding capacity and enhancing customer experience for all travelers across the airport.

TSA Pre-Check is a crucial program to both enhance security and expedite passenger experience.

Today, about 30% of TSA's traffic are TSA pre-check and passengers.

TSA's goal is to get that to 70%.

Or people that are pre-Clear coming into the airport, the higher security we have, the faster the passenger experience is.

Historically, signing up for pre-check has been hard.

You had to make an appointment.

You had to go somewhere.

You had to leave work or take off on your lunch break.

Today we will be able to offer pre-check enrollments, walk up.

It takes five minutes, no appointment needed.

And certainly here with in the middle of the shutdown, we are seeing unprecedented demand for TSA pre-check enrollment.

We signed up nearly 20,000 passengers for TSA Pre-Check yesterday alone.

So we decided to bring that service here.

We also operate a network of retail locations throughout the state of Indiana through our partnership with Staples.

So passengers will have the ability to do it here in the airport or do it closely at their neighborhood local.

As Marsha mentioned, our Clear Concierge Service as well allows passengers to book one of our friendly hospitality trained ambassadors to provide personalized assistance to their family to their traveling group.

I happened to stay downtown last night and see the incredible volleyball tournament that's in town this weekend.

But one of the things that we service are groups coming through who need extra assistance navigating airport lobbies, families who are trying to manage strollers and car seats.

We're in the process of starting to hire a team of local Indianapolis residents who will become embedded in part of the airport community here.

One of the things that I think is key about our partnership is you know, Clear's staff are not just there to support clear members and clear passengers.

They become a horse multiplier and part of your hospitality team, engaging travelers, providing directions, you know, helping to support the TSA integrated throughout the checkpoint.

And with that, you know, we would aim to be live here and operating in June ahead of the July 1st deadline.

Um so have you already looked at how you would um what space you would utilize in those areas?

Yes, we we met with TSA uh early on, and so the the clear team has been on site.

We've had TSA with us, we've had our operations folks together, and we've all uh walked through and identified how that would most seamlessly uh work through the checkpoint process with uh not disrupting standard travelers or other travelers who don't have clear.

So, yes, we are prepared for that.

My question is just exactly how one signs up their clear.

A couple paths, so they can sign up directly here in the airport.

It takes about two and a half minutes.

Um, we capture you know an image of their face and we match that to their document.

Um part of Clear's security process is we actually authenticate their document directly with the DMV, you know, over the State Department to do a really high security digital identity.

But they're also able to do that online, the port they come or via Clear's mobile app.

So you can sign up at home.

You know, we can actually scan your passport remotely and then walk straight up to the port.

So very frictionless.

And then I understand through American Express, you can through that.

Could you explain that?

Yes.

We have a number of partnerships.

So United Delta and Alaska Airlines all provide uh either complimentary clear to certain frequent flyers or discounts as well as American Express to have a long-standing partnership with them, uh certain credit cards from American Express provide a state and credit uh for either partial or full cost of.

I was just curious the uh staff, given it work so close through TSA.

Is you're looking to fill out your staff here in Indy.

Where do most of those people come from?

Do people from TSA switch over to CLEAR?

And I'm just curious where you recruit them.

We certainly some airports have had TSA staff switch over to Clear.

I would say that's more rare than the norm.

Um we tend to go look for staff who have a strong hospitality and customer service background, and then they go through a rigorous month-long training process with us to learn with the security and the technology, but certainly the customer experience functions.

Um and we'll partner closely with the airport to ensure that you know the airport customer service training is embedded directly, sort of within our staff's training so that they're also you know able to speak intelligently.

Maybe more they will particularly curious is the the overall cop structure.

Is it more than TSA, summary TSA?

Less now is trying to sense of the we benchmark our wages between the airlines and TSA.

So you know, our our starting pay is typically you know in the range of what the airline starting pay is for your major carriers here and what the starting pay is for TSA.

So we're we're comparable.

We've got such a good relationship with TSA here, you know, Aaron and this team are top shelf.

Um assumption is that they look at this as an augmentation that's complimentary and uncompetitive, and they welcome this.

We started with the conversation with Aaron and his leadership team, and that was the first call that that we made as we started to work through this partnership with Clear, and they have been they've been great.

Some of the folks that Aaron knows that he used to work with at TSA now work at Clear and have more of a leadership level.

And so, yes, that they have been very supportive.

is a third-party logistics provider specializing in the healthcare sector and is seeking uh our foreign trade zone designation at its facility located in Plainfield.

Um this facility will rec uh represent outsourced business operations, warehousing and distribution.

It's about one and a half acres and uh around 68,000 square feet of warehouse and office space.

Azinta employs 3,000 uh individuals nationwide with 17 full-time equivalent employees in the plain field location and annual payroll approaching $850,000.

Guarantee fees will be paid at 2,500 a month or 30,000 annually, and this comes before you today with the support and approval of the greater Indianapolis Foreign Trade Zone Board.

The life science logistics LSE is a third-party logistics provider specializing exclusively in health care healthcare supply chain operations.

They are a current uh foreign trade zone operator, but they are expanding and growing and have a new facility that they want to bring into our foreign trade zone designation that will be in Clayton, which is out in Hendricks County.

Uh, this will serve as a strategic hub for their business operations, warehousing and distribution for their commercial U.S.

companies.

Uh life science is seeking this designation at just under 38 acres with a facility that is over 1.6 million square feet.

They expect to employ 25 to 30 full-time equivalents at this facility with expectations to grow as their operations increase with a payroll estimated at 8.7 million across their various facilities.

They will pay fees of 2500 a month as well, or $30,000 annually.

And this comes also before you today with the approval and recommendation of the Greater Indianapolis Foreign Trade Zone Board.

Consider for approval change orders number two and number three for a total amount of $95,410 with Virtisoft for implementation services of IAA's payroll systems through Vizia Consulting Services.

You may remember about eight months ago, the airport authority had three different independent software as a service programs to handle our payroll platforms.

Two of these products are operated separately by the same software firm, Ultimus Kronos Group, and the third one by a separate entity that was connected to them.

Two of those products, uh the Kronos Ready platform, apologize.

The platform the IA is currently using is being sunset.

It was sunset at the end of 2025.

They are currently continuing that program for us through this implementation because we were not able to get to it at the end of December 2025.

The entire program is really the effort to realign all three of those separate programs into one.

It has been considerably much more work than they expected it to be for implementation, and there were some additional opportunities to do changes to how we manage our payroll and out of the manual processes.

And during this the um scoping of this implementation, we believe the original hours needed to complete the project by December 31st were underestimated based off of the complications that we have managing our payroll systems.

In addition, one of the original partners in handling some of the technical timekeeping integrations did not complete all of their work in their time.

So Mosaic ended up picking up those pieces and using their man hours to complete those projects.

Therefore, we bring two change orders for you for the work hours needed to bring this project to a finish by the first payroll in April, which is about three weeks away.

Change order number two includes newly identified requirements, which are extended the timeline and additional hours required for two integrations, additional testing and parallel payroll cycles, which is very important to make sure those payrolls go off without major mistakes occurring.

And change order number three includes HR service delivery models, document manager, and people assist, which is essentially bringing all of the data and the historical data and time cards from the old system into the new system so that we are not manually going through paper.

Budget order number two is $50,750.

Change order number three is 44,660 for a total of 95,410 to the Virtusoft contract, bringing the total value of this contract to 623,403, which is within the approved 2026 capital budget implementation service for this program.

The IAA staff recommend the IA board directors consider for approval change order number two and number three for a total amount of $95,410 with Virtisoft for implementation services of the payroll systems through Mosaic Consulting Services.

Ultimate Kronos group is actually one of the top tier personnel and payroll management systems that we can have.

Several years ago, ultimate software group purchased Kronos timekeeping systems and merged.

Over the last couple of years through that merger, they've been sunsetting a lot of the legacy Kronos programs and bringing everything in line to ultimate software group.

So they are now ultimate Kronos Group UKG.

UKG is considered a top-tier payroll system for personnel management.

I'm very happy with the services they provided.

Implementation slow, which is the technical piece of that, not the software service themselves.

So we've been very pleased with what we're going to be able to get from this.

And we're taking several manual processes and making them automated, which is gonna save a significant amount of HR time.

EP2026-3-1. Martial works term. Happy Friday. Consider for approval and airport use permit with all Clear LLC for a five-year term commencing June 1, 2026 through May 31, 2031. All Clear LLC is a US-based technology company that develops and operates secure identity and advanced biometric verification screening under the brand CLEAR to confirm uh identity quickly and securely. Services that CLEAR would provide under this agreement here at INB includes Clear Plus, which uh uses biometric data to verify a person's identity. Uh Clear plans to install their newest E-Gate technology on both A and B concourse and through a joint initiative with the TSA, which combines Clear Secured Digital Identity and TSA's vetting capabilities. This will automate and expedite identity identity verification through our checkpoints. Allow folks here to enroll for TSA pre-check, as well as a new service called Clear Concierge, which is a premium service offering personalized assistance which can for Clear members, which can go from the curve all the way through to the gates. This will be an airport use permit, and within that permit, it defines our catchment area to 48 counties that surround the airport. So that will be part of the ways of fees that are paid to the airport are identified based on individuals with residence within those 48 counties. New enrollments that are at IND, even for out of area passengers, TSA pre-check enrollments and renewals, and concierge service fees. There will be uh an annual minimum guarantee uh that will be established based on 80% of 2026 gross sales and then adjusted annually. Uh in addition, uh all clear has committed to pay a one-time launch bonus of 250,000 to the airport authority by getting the agreement signed by March 31, which is what we are presenting to you today, and then having these services up and operating by July 1. We have worked closely with TSA already in conversations with CLEAR and TSA to incorporate Clear within our I and D security screening process to ensure seamless experiences for all I and D travelers.
