Comlux is an aircraft completion and service center and has been a business partner and operating here at the airport since 2009.

Their main facility for the Comlux uh operation is on South High School Road, located between the Simon Aviation and Eli Lilly hangars.

You may recall in June of last year, we came to you uh and the board approved the lease agreement with Comlux to lease hangar 1B at the Indianapolis maintenance center where they're doing providing up working on a service contract with the NBA uh doing completion work for several NBA team aircraft today.

Comlux is seeking uh an additional lease of hangar 1A uh at the IMC, which will support a variety of aircraft uh work, the Airbus 220, the A320 NEO, and the A321.

Uh the hangar 1A lease includes a total of 44,143.5 square feet again a three-year term, May 1 uh through April 30, 2029.

Annual revenue to the authority uh for this hangar 1A lease is 595,937.50 cents based on a square footage rental of $13.50, and then that lease rental rate will increase by 25 cents per square foot annually.

Consider for approval and FTZ operator agreement, amendment number two, and the issuance of a grantee sponsorship letter with Eli Lilly and Company to further facilitate access to the federal foreign trade zone program.

Eli Lillian Company was first approved uh as an FTZ subzone in July of 1985.

Uh Eli Lilly has continued to expand throughout the state and has requested FTZ designation for four new sites within the FTZ service area.

These proposed facilities will serve further research and development, production, testing, storage, manipulation and distribution of injectable drug products, pharmaceutical and ingredients, and genetic medicines.

The four designated sites are within Boone and Hendricks County.

One is a manufacturing site in Lebanon, the other is a medicine foundry site in Lebanon, a warehousing site in Whitestown and a warehousing site in Brownsburg.

The total additional site designation area for all of these facilities is 1,714 acres.

Grantee fees will remain at the maximum amount under the foreign trade zone uh zone schedule, which is five thousand dollars a month or sixty thousand dollars annually.

Uh requests for quotes or RFQ was out, was uh issued uh on February 6th this year with a submittal deadline of March 5th.

Uh the IAA budgets annually for this expense through the approved operating budget, and we've been pro we've been happy with the uh service of the uh print better decisions at the airport decisions with that motion discussion.

This amendment is for additional work on phase two as far as design is also for phase one construction administration.

Phase one construction administration included the buildings of building number two, airfield maintenance, building number seven, air site cargo, building 147 midfield airfield lighting, and building 620 the icing controls building phase two will include building 146, which is 3730 cargo drive, building 177 and 176, which is 2640 Hoffman Road, and building 603A, 8300 North Service Road, and lastly building 23 6620 Pearson Drive.

This is roof rehabilitation as we roofs have reached the end of their to life and trying to maintain the assets therein by proving the roofs.

Um that have been one of them has been nominated for a Rose Award, which is a big deal with the kid Thomas back there.

And she's incredibly embarrassed so if you would help me embarrass her Aggie Cunningham is not here at this moment but she was uh she received recognition from junior chief at Central Indiana for all her great work.

And Paul for me over here Marsha Wurster which is difficult to pronounce by the way Marsha received the women's history month she was a women's history month honoree.

So congratulations Marsha and Holly uh you know it's no surprise Holly Harrington and she's an all-star she won the all-star award for the gateway ambassador so thank you Holly last but definitely not least and I I see him out in the community all the time and he's an incredible community leader and he's given so much of his time which he doesn't have to do if he's got a he's got a business to run but maim power the third has been awarded the inaugural Jim Morris of it's a Jim Morris Day of Service and it's B better award by the IBJ.

So you know I can't say enough of about him because I'd seen him out in the community all the time so congratulating and I'm gonna turn this over I'm gonna introduce you to Aaron Bat our federal security director that'll give you a little bit of a briefing on TSA how TSA is doing if they're getting paid if they're not getting paid so feel free to ask them all the questions you want.

Thank you Mario uh thank you for it I think last time I was up here I was thanking the community uh for their help through the first um government shutdown in October through December want to thank the community again uh while we still remain in a government shutdown uh we've gotten a funds uh identified uh and I'm happy to report as of this past weekend uh we've been able to get all of our employees here in the state of Indiana uh paid for their back pay and then of course uh their pay for uh forward the unknown of course is you know how long can that uh those funds be made available um while we remain in a lapse and funding so that's still the uncertainty that exists out there um we have about 500 we have over 500 employees uh here in the state uh a majority of them being here in Indianapolis um you know since October uh through today we've lost about 51 10 of that workforce um we are starting to hire uh back some of those positions um that also puts us kind of in alignment with what the president has forward for the FY27 funds uh budget uh for our agency um so we'll be looking for some ways to increase efficiency through um we've been working with the Indianapolis Airport Authority to figure out how we might streamline uh increase uh the efficiency of TSA pre-check um so hopefully everyone in here uh is signed up for that we also wrote out touchless pre-check uh which is the opportunity to move through the system without having to have uh your document uh ID with you uh it's a separate line um as you enter pre-check down uh at the uh pay checkpoint um it's even quicker than uh the normal pre-check so please take advantage of it uh get the opportunity to do that um and uh again just want to really thank the community um for their help uh during this third shutdown of this fiscal year uh here in Indianapolis um we averaged around a six percent call off uh during that uh this last um shutdown the nationwide average uh was around 11 percent and across um the country some of the largest airports that you saw on TV it range between 30 and 50 percent normal when we're getting paid it's only about four percent uh here so uh our employees I think um you know continue to find uh commitment resiliency be here um and uh we also had the airport uh and uh some other executives many in here um helping at the checkpoint uh during that period of time uh especially uh being spring break and one of our busiest times of the year so thank you very much do you um looking at your crystal ball what do you what do you see for the future part of the uh you're speaking for kind of yeah yeah so you know I think you know funding will have to come uh whether it's a reconciliation or some other uh means there um yeah I think uh it proved out uh you know that uh the community and others will you know only tolerate so much from uh inconvenience and you know putting um the country at risk uh and that you know position so
