4:35They're gonna they're indicated that they will be living leaving the facility by September.
4:41So there's still conversations on that.
4:44But the team is doing a blended job talking to several other tenants that uh will discuss later.

5:43Uh let's start again the first.
5:47Consider for approval and FTZ operator agreement, amendment number two, and the issuance of a grantee sponsorship letter with Eli Lilly and Company to further facilitate access to the federal foreign trade zone program.

6:49The total additional site designation area for all of these facilities is 1,714 acres.
6:57Grantee fees will remain at the maximum amount under the foreign trade zone uh zone schedule, which is five thousand dollars a month or sixty thousand dollars annually.
7:08Uh this request is being made uh following a foreign trade zone board meeting with the approval and recommendation of the foreign trade zone board.
7:16Uh Jeff Gaither's not with us today, but appreciate his uh leadership of that board motion, so second discussion.

7:50We could catching Eric Dozier.
7:53I recruit myself from this from not on this decision, so I'll abstain.

8:39Uh this paper seeks approval of the contract award for paper products and terminal services supplies consisting of hand soap, toilet paper, and paper towels.
8:49Uh requests for quotes or RFQ was out, was uh issued uh on February 6th this year with a submittal deadline of March 5th.
8:58The IA received seven uh bid submittals that determined that acorn distributors incorporated located in Brownsburg was the lowest responsive and responsible bidder.
9:09Uh the IAA budgets annually for this expense through the approved operating budget, and we've been pro we've been happy with the uh service of the uh print better decisions at the airport decisions with that motion discussion.
9:36Um I did have something.
9:39Uh so I just curious about the process.
9:48I assume that's just our total vendors, yes, and but not specifically for this type of product, but then for this specific product, there's 29.
9:56There was there was 29 potential uh uh vendors, and we had seven submittals out of that 29.
10:00Right, but then for this specific product, there's 29 there was there was 29 potential uh uh vendors and we had seven submittals out of that 29 and they're our current provider, so they are the current provider correct and the term is a three-year initial term plus two one-year options that can't go more than five years.
10:16They're also headquartered here.
10:20We appreciate the products they provide.
10:24I appreciate those products.
10:28Any other questions?
10:35You have a first motion by Ryan Goodwin, second motion by Kurt Schlater, Steve Dillinger?
10:39Aye, Mm Powers, aye, Mikey Catching.
10:55Uh unanimous approval.
10:58Capital, we have Drew here on board.
11:02Please consider for approval and award of contract for fuel facility replacement at Indian IA is four reliever.
11:13Plus a 10% construction reserve of 229,500 for a total of 2,524, and 500.
11:21Usure equipment service Inc.
11:23was the lowest responsive and responsible bidder.
11:25This is for the replacement of all the existing diesel and gasoline fuel tanks at our reliever airports.
11:29They've met the uh useful life.
11:32This is within the capital budget and this cash fund.
11:36So a motion the move.
11:43Diesel and gas is this is an airplane fuel.
11:48Yes, airplane fuel used, but no more gas.
11:51Okay, so jet fuel and aviation fuel.
11:54Is there any changes to the capacities at these places?
12:00Uh I don't think so.
12:01I think we're returning the same volumes back.
12:06Any other comments or discussions or questions?
12:10Being none, can we have a roll call?
12:15You have a first motion by Kurt Slater, second motion by Brian Goodwin.
12:39Conservative approval amendment number one with the editor group for roof rehabilitation replacement campus wide at Indianapolis International Airport and amount not to exceed 123,770.
12:49This amendment is for additional work on phase two as far as design is also for phase one construction administration.
12:56Phase one construction administration included the buildings of building number two, airfield maintenance, building number seven, air site cargo, building 147 midfield airfield lighting, and building 620 the icing controls building phase two will include building 146, which is 3730 cargo drive, building 177 and 176, which is 2640 Hoffman Road, and building 603A, 8300 North Service Road, and lastly building 23 6620 Pearson Drive.
13:27This is roof rehabilitation as we roofs have reached the end of their to life and trying to maintain the assets therein by proving the roofs.
13:54So the use you're saying all these roofs have already reached the useful life, or we're just being proactive and combination of both.
14:02We've recognized that some of these roofs are deteriorating before we need to be replaced, but also being proactive at the same time.
14:11I just want to be clear because they've reached the useful life already, then we're I need ball, and we should have been more proactive, but it sounds like for the most part right now, and we've been working on it for the last decade.
14:23The airport has zero deferred maintenance, but this is kind of like a proact approach that we don't continue to have or we don't get into for maintenance cycle like working for.
14:36Any other questions, departments?
14:39Thing none, could we have a roll call vote?
14:44Your first motion by Maiman Powers, second motion by Brett Voorhees.
15:05Vice President, you name it's approval.
15:07Let's switch to staff reports.
15:13Uh members of the board uh I've submitted my reports in writing, but I'd like to point out some of the exceptional executives we have here.
15:25Um that have been one of them has been nominated for a Rose Award, which is a big deal with the kid Thomas back there.
15:34And she's incredibly embarrassed so if you would help me embarrass her Aggie Cunningham is not here at this moment but she was uh she received recognition from junior chief at Central Indiana for all her great work.
15:55And Paul for me over here Marsha Wurster which is difficult to pronounce by the way Marsha received the women's history month she was a women's history month honoree.
16:08So congratulations Marsha and Holly uh you know it's no surprise Holly Harrington and she's an all-star she won the all-star award for the gateway ambassador so thank you Holly last but definitely not least and I I see him out in the community all the time and he's an incredible community leader and he's given so much of his time which he doesn't have to do if he's got a he's got a business to run but maim power the third has been awarded the inaugural Jim Morris of it's a Jim Morris Day of Service and it's B better award by the IBJ.
16:56So you know I can't say enough of about him because I'd seen him out in the community all the time so congratulating and I'm gonna turn this over I'm gonna introduce you to Aaron Bat our federal security director that'll give you a little bit of a briefing on TSA how TSA is doing if they're getting paid if they're not getting paid so feel free to ask them all the questions you want.
17:23Thank you Mario uh thank you for it I think last time I was up here I was thanking the community uh for their help through the first um government shutdown in October through December want to thank the community again uh while we still remain in a government shutdown uh we've gotten a funds uh identified uh and I'm happy to report as of this past weekend uh we've been able to get all of our employees here in the state of Indiana uh paid for their back pay and then of course uh their pay for uh forward the unknown of course is you know how long can that uh those funds be made available um while we remain in a lapse and funding so that's still the uncertainty that exists out there um we have about 500 we have over 500 employees uh here in the state uh a majority of them being here in Indianapolis um you know since October uh through today we've lost about 51 10 of that workforce um we are starting to hire uh back some of those positions um that also puts us kind of in alignment with what the president has forward for the FY27 funds uh budget uh for our agency um so we'll be looking for some ways to increase efficiency through um we've been working with the Indianapolis Airport Authority to figure out how we might streamline uh increase uh the efficiency of TSA pre-check um so hopefully everyone in here uh is signed up for that we also wrote out touchless pre-check uh which is the opportunity to move through the system without having to have uh your document uh ID with you uh it's a separate line um as you enter pre-check down uh at the uh pay checkpoint um it's even quicker than uh the normal pre-check so please take advantage of it uh get the opportunity to do that um and uh again just want to really thank the community um for their help uh during this third shutdown of this fiscal year uh here in Indianapolis um we averaged around a six percent call off uh during that uh this last um shutdown the nationwide average uh was around 11 percent and across um the country some of the largest airports that you saw on TV it range between 30 and 50 percent normal when we're getting paid it's only about four percent uh here so uh our employees I think um you know continue to find uh commitment resiliency be here um and uh we also had the airport uh and uh some other executives many in here um helping at the checkpoint uh during that period of time uh especially uh being spring break and one of our busiest times of the year so thank you very much do you um looking at your crystal ball what do you what do you see for the future part of the uh you're speaking for kind of yeah yeah so you know I think you know funding will have to come uh whether it's a reconciliation or some other uh means there um yeah I think uh it proved out uh you know that uh the community and others will you know only tolerate so much from uh inconvenience and you know putting um the country at risk uh and that you know position so
20:02Part of these days uh you're speaking for kind of yeah, yeah.
20:08So you know, I think you know, funding will have to come, uh whether it's a reconciliation or some other uh means there.
20:14Um I think uh it proved out uh you know that uh the community and others will you know only tolerate so much from uh inconvenience and you know putting um the country at risk uh in that position.
20:29So I think we'll get the funds.
20:31I think uh you know, we'll figure out how to um continue to provide the same level of service, especially here.
20:38What I tell our employees is uh you know we're a family, um, and uh we'll find a way to um get through it.
20:50Bad things you know will happen throughout the system here.
20:52Uh we just don't want them to happen here.
20:54So I I think we'll um we'll get through it.
20:57Well I want to tell you from my perspective at least, uh I've heard nothing but good things about your operation here versus other airports where people fly in, at least from people flying in from Hamilton County, uh the comments they make.
21:12So we really appreciate the effort because it has to be a nightmare to try to navigate through the situations that you have.
21:23And uh it's probably the the only time in which I saw somebody's say they waited uh 30 minutes one time um and was excited about it.
21:31Uh so uh community's patients.
21:36Thank you, thank you, Eric.
21:42Well, thank you, board, for all your leadership and your support, Mr.
21:47Uh that concludes my reports.
21:49Thank you very much.
21:50Are there any other comments from anybody?
21:54If not, our next board meeting will be May the 15th at 8 o'clock.
21:59Is there a motion to adjourn?
