- Resolution No. 3 – Indianapolis Airport Authority 2026 Notes: Deputy Director Karen introduced the resolution authorizing up to $185 million in short-term notes. The facility will serve as interim financing for capital improvements at the airport, including terminal upgrades, a complete replacement of the baggage system (estimated 2.5 years), a south expansion of the parking garage, airfield projects (taxiway work coordinated with the FAA), and a refresh of terminal bathrooms. An RFP process received over 10 bids; Wells Fargo was selected based on rate and covenants. Robert Thompson (Senior Director of Finance & Treasurer, Indianapolis Airport Authority) confirmed the financing approach as the most prudent for multi-year capital projects. The board passed the resolution unanimously.

- Current Projects (Joe Glad): Joe noted that the weekend had been difficult for many Indianapolis neighbors due to flooding and directed attendees to indy.gov for recovery resources and donation information. He reported a successful pricing of the Indy Roads bond issuance, which included a tender refunding and $40 million in new money. Three additional financings are forthcoming:
- $25 million general obligation (GO) financing for an EBW operations facility and a new IMPD north district (to be presented to the Administration & Finance Committee the following week).
- Up to $36 million in facility revenue bonds for parking facilities at the Community Justice Campus (also going to committee next week).
- $20 million in Health & Hospital Corporation GO debt for ambulance bays (expected to come before the bond bank in October after council approval).

Um this is a uh I want to welcome everybody to the August meeting of the board of Indianapolis local improvement bond bank. Uh with notice giving being given pursuant to the Indiana open door law. Uh if you plan on speaking today, make sure you've signed in. And I'd like to call this meeting of the Indianapolis Local Public Improvement Bond Bank Board of Directors to order. The first thing is approval of the minutes of the July 20th, 2026 minutes. Moved to accept the minutes as presented for the July 20th meeting, Mr. Chairman. I always second Alan entertain a motion of approval for the July meeting minutes. Do I have a second? Second. Aye. The motion passes. The July meeting minutes are approved. We are in the approval of resolution number three, which involves the Indianapolis Airport Authority 2026 notes. First, I'm gonna call on Karen to uh call the bond mate. Deputy Director for a summary of the resolution before the board. Okay, thanks, Chair. Um so before you today we have resolution number three, which would approve the authorization of up to 185 million dollars in short-term notes. This is a facility that the airport authority will use as an interim financing vehicle for a number of capital improvements. Um, and so those include um some uh terminal improvements, um, baggage system um updates as a uh a plan for a larger project um and then we would anticipate taking those out before uh January of 2028 for a larger financing into um fully fund all of those projects as well. Um so we did an RFP process um for both a short-term financing as well as a potential refunding of some existing debt that did it make sense, so we've dropped that off. Um we received over 10 different uh solicitations or bids uh from different banks and we selected uh to go with Wells Fargo based on the rate as well as different covenants. Um and so this uh draw facility would be uh we hope to close on it in September, um, and then the authority will be able to draw down on those funds um over uh the next uh year and uh about a year and a half as well.
