Marion County Commissioners Meeting - August 18, 2026

The Marion County Commissioners met on August 18, 2026, at 2:00 p.m. in Room 221 of the City-County Building. The meeting was called to order by the President, with Commissioners Barbara Lawrence (Treasurer), Milo Aldrich (Secretary), and Joseph O'Connor (Assessor) present. The agenda included approval of prior minutes, transfer of surplus parcels to abutters, a nonprofit surplus update from Aspire House, and a nonprofit tax sale update from the Indianapolis Neighborhood Housing Partnership (INHP). All votes were taken unanimously.

Consent Calendar

  • Approval of Minutes: The minutes of the May 19, 2026 meeting were approved by a unanimous voice vote following a motion and second. No corrections or additions were offered.

Discussion Items

  • Abutting Landowner Program (Ryan Capshaw, Staff): Three parcels were presented for surplus declaration and transfer to the highest-bidding abutting landowners. The parcels (109-2646 and 1032058 at 2817/2815 Raeder Street, and 1013041 at 3053 North Only) had gone through the tax lien sale without being purchased, owners did not redeem, and contiguous landowners were current on taxes. The minimum bid was $600 for the first two combined (small/undevelopable lot) and $900 for the third. The Board approved the motion unanimously.
  • Nonprofit Surplus Update – Aspire House (Lori Purdue, Co-Director, Community Canopy Alliance): Ms. Purdue reported on the development of 1006 Udell Street, a vacant lot transferred to Aspire House in December 2025. The site is now approximately 60% complete as a food forest, with 14 fruit trees, 2 nut trees, an outdoor classroom, and sculptures from Heron School of Art. Over 400 volunteers have participated, including corporate sponsorships from Train Life Sciences and Divergent Incorporated. The project serves a neighborhood identified as the city's second-largest food apartheid area. Fresh produce will be distributed through Aspire House's commercial kitchen and weekly food pantries. A rain catchment system grant from Earth Charter will be installed. Commissioners praised the project and committed to visiting during the October 10th Community Harvest Fest (2–6 p.m.).
  • Nonprofit Tax Sale Update (Ryan Capshaw & Jeff Hassard, INHP): Ryan Capshaw outlined parcels transferred from the 2022, 2023, and 2024 nonprofit tax sales, including updates from INHP. Jeff Hassard presented progress on INHP's redevelopment: 520 North Gray Street (completely rehabbed, under purchase agreement, sale price $225,000 with down payment assistance for 80% AMI buyers); 2128 North Delaware (converted into a duplex, each side ~$230,000, using community land trust for long-term affordability); 3209 North Priscilla and 3212 Bolton (vacant lots, planned single-family homes with budgets ~$300,000 and sale prices $210,000–$200,000, construction starting August 2026); 3612 North Only (demolished, planned new home at $300,000 cost, $160,000 sale price, awaiting funding from Federal Home Loan Bank); and 2611 Adams Street (gut rehab budget $200,000, sale price $120,000). One parcel, 1326 West 26th Street, remains in litigation. Commissioners commended INHP's work, noting the program's effectiveness in redeveloping properties that would otherwise degrade.
  • Next Meeting: The next regular meeting is scheduled for September 15, 2026, at 2:00 p.m. The agenda will include parcels for the 2026 nonprofit tax sale and bidder registration. As of the meeting, no registered bidders were ready for board presentation.
