Good evening.

0:02

We are going to go ahead and gavel into this agenda meeting.

0:08

It is quiet back in the piano gallery.

0:14

You low level attorneys back there.

0:19

Dylan's like, oh, okay, all right.

0:23

Yeah, you resemble it.

0:25

He's ready to go.

0:27

Oh, I know.

0:28

But he can't leave yet.

0:30

I have a lot.

0:31

I have a couple of town hall meetings I need to hold.

0:33

Uh starting at 8 8 p.m.

0:36

I was like, we can't worry.

0:38

Yeah.

0:39

No, yeah.

0:39

He loves late night town hall meetings.

0:42

Um very north north north side of Jacksonville.

0:48

Um we'll go ahead and get started here.

0:53

Item number one, 2025 630, open continue until 421.

0:59

Item number two, open close move.

1:03

What is this?

1:12

I didn't get one.

1:13

Did you get one?

1:16

Oh.

1:17

So it needs to be deferred.

1:22

The council member uh emailed me earlier today saying that he had asked for the deferral, so I wasn't.

1:29

We'll check on that.

1:31

We can open continue if if that's what we need to do.

1:34

Um and what was the reason?

1:35

Does anybody know?

1:37

Um to the chair.

1:41

I was at the neighborhood meeting last night, to your point of me still loving to go to attending uh neighborhood meetings.

1:46

Um he told the community he just wanted a little bit more details from the applicant uh on what was planned or thought of for this property, and he said he was gonna have another neighborhood meeting on April 20th before the LUC meeting on the 21st.

2:01

Okay, when was the bill filed?

2:04

Gosh, this this has been around for a while.

2:09

Okay, we have we have the request.

2:12

Um so yeah, we'll go ahead and open.

2:15

You want to open continue?

2:16

Is that the technical way to do it?

2:18

Okay, 421.

2:21

Okay.

2:24

All right.

2:25

Item number three, 2026 000 six, open close move.

2:33

We've got conflicting recommendations on that one, followed by the companion 2026 007, open close move.

2:45

And that's council member Johnson's district.

2:48

We're ready to take action on that though, Councilmember Johnson.

2:51

Okay.

2:52

All right, number five, 2025.

2:54

What what yep?

2:56

Is this on number four?

2:59

On number three.

3:00

Okay.

3:00

There is a uh there may be some uh Can you get on the mic?

3:06

There may be some uh proposed language that we'll need to do in the uh amendments uh if presented.

3:13

Um so if that's the case, we'll walk through that in how to do it if it's site specific or whatever.

3:18

There okay, there's gonna be, yeah, Councilman Johnson.

3:20

Go ahead.

3:22

Real quick, uh Terrence, I'm not sure if you were included on that email.

3:25

Um I know Dylan, you were.

3:27

There was a request for some additional language.

3:30

I haven't had a chance to exparte it yet because I just got the call today.

3:34

Um, but there was a piece of language, and we'll forward that over to you so you'll have it.

3:39

Um I'm sorry you weren't included on that, but I think it came from the applicant.

3:43

Am I correct in that, Mr.

3:44

Ryan Gold?

3:45

So through the chair to uh council member uh Johnson.

3:47

So there were two separate issues.

3:49

So with regards to uh 2026, I believe the applicant will be proposing a site-specific policy for the comp plan.

3:57

Yes, that would be an amendment.

3:59

And then we also received an email today from the applicant on the companion zoning, which the applicant had two proposed conditions to the zoning item.

4:08

I will tell you on the second uh condition, the Office of General Council's not comfortable with as it is a restriction on the ability for someone to rent their property.

4:18

We believe that's in conflict with state statute.

4:21

Um, and we'll be happy to talk about that further during the item, but we just I don't think we need to bring it up.

4:25

I don't it it's not compatible with Florida law at all.

4:28

Um the the request was to do uh from the community to do a rental rental only, and by Florida law, you cannot do that.

4:35

So I don't think we need to even bring it up.

4:37

Let's just that first amendment.

4:38

So we're good.

4:39

Thank you.

4:40

Okay, so is there gonna be like a handout or anything for that?

4:44

The applicant would be responsible for it.

4:46

Okay.

4:46

I believe so.

4:47

Okay, and that's on number three.

4:48

On three and four.

4:49

Okay.

4:52

Okay.

4:57

You got some handouts for us.

4:59

We don't need it right now.

5:00

You can just oh wow, okay.

5:06

I don't you can Eric will this amendment uh for the land use amendment.

5:12

There is a proposed site specific policy capping the density.

5:16

I do have a handout for that.

5:18

For the PUD rezoning, um I did email with Illen and Terrence earlier.

5:24

I would like to clarify.

5:25

I am not proposing the conditions.

5:27

I was just uh agreeing upon some language in the event they are proposed.

5:31

But I can write something down if that situation is.

5:39

And Mr.

5:40

Chair, just I know the community brought it up.

5:42

They wanted to say to restrict it to owners only.

5:46

They can't do that, but I did we heard them.

5:48

We put it in, unfortunately.

5:50

That's conflicts with state law.

5:51

So okay, and that's the only one.

5:53

Uh the other one was the other one we're all good with, which is the fact that they know uh there's a tweak in language, no mobile homes if the development comes through, because currently they're mobile homes on there, but they don't want a mobile home development.

6:05

Okay.

6:06

We'll bring it up during the meeting.

6:07

Okay, cool.

6:07

Thanks.

6:08

All right.

6:09

And will the mobile home condition be on number four, the the PUD?

6:13

Proposed and accepted by the applicant and the committee.

6:17

Got it.

6:17

All right, moving on, number five, 2026, uh 0015, open close, amend and move with conditions.

6:26

Anything going on with this one?

6:29

Seeing nope.

6:31

Okay, head shakes, good.

6:32

Number six, twenty twenty-six zero zero two two, open, close, amend and move.

6:38

Item okay, small amendment.

6:42

Uh item number seven, twenty twenty-six zero zero two three, open close move.

6:49

And item number eight, twenty twenty-six zero zero eight seven, open close move.

6:58

Is she gonna be here?

6:59

Was that the applicant that got stuck last time at the airport or something?

7:03

Okay.

7:04

That is correct.

7:04

We haven't heard uh that she would not be here, so we anticipate that she okay.

7:09

All right, number nine, twenty twenty-six one two two, open continue until four twenty-one.

7:26

Umrvey, do you know on going back to six and seven?

7:31

Did the did Mr.

7:32

Herzberg and the community get whatever they needed to do for their deed restrictions and you haven't seen any?

7:40

I know there's been a lot of emails going back and forth, so I think it's resolved.

7:44

Um we'll we'll hear from them tonight, I'm sure.

7:47

Um yeah, okay, number nine, 2026 122.

7:51

We just did that one open continue.

7:53

Number 10, 2026, 123, open continue until 421.

7:58

Item number 11, 2026, 124, open continue.

8:03

Item number 12, 2026, 125, open continue.

8:09

Item number 13, 2026, 126, open continue.

8:14

Item 14, 2026, 127, open continue.

8:18

Item number 15, 2026, 128, open close move.

8:23

That is for Mr.

8:24

Herzberg as well.

8:27

And I think yeah, the companion right behind it, number 16, 2026, 129, open close move.

8:38

And then number 17, 2026, 13, open close amend and move.

8:44

This is for Mr.

8:45

Cockrel's rezoning.

8:48

I think this is for the liquor liability or the liquor.

8:50

Uh yeah, exception.

8:52

Um, it's a PUD.

8:57

For oh, I see, okay, including liquor.

9:00

I got you.

9:01

Um 2026 131, open close amend and move.

9:09

And that one's good.

9:12

All right, number 19, 2026, 133, open close move.

9:21

Item number 20, 2026, 134, open close move.

9:26

Item 21 and 22, 2026, 164, 165, 166, 167, 168, 169, 170, are all deferred.

9:40

And there will be a public hearing next cycle on 421.

9:44

Idem number 28, 2026, 171.

9:51

Ex parte open close move for Mr.

9:53

Yancey.

9:54

Item number 29, 2026, 172.

9:58

Ex parte open close move.

10:03

Item number thirty, twenty twenty-six one seventy-three, open close move.

10:08

Item thirty-one, twenty twenty-six one seventy-four, open close amend and re-refer.

10:15

Oh, because the road frontage is a significant change or something.

10:21

Okay.

10:22

Oh, eighty to twelve, eighty to zero.

10:25

Okay.

10:28

That's all right.

10:30

And then item number thirty-two, twenty twenty-six one seventy-five, ex parte open close, amend and re-refer.

10:37

That's the I guess sort of companion for the AD.

10:41

Item thirty-three, twenty twenty-six one seventy-six, open close move.

10:46

Item thirty-four.

10:49

Twenty twenty-six one seventy-seven.

10:51

This is going to be open continued and not open close.

10:55

So we're going to open continue this until four twenty-one twenty-six.

11:02

And last item on the last item on the agenda, twenty twenty-six one seventy-eight, ex parte open close move.

11:11

So waiver sign waiver.

11:14

And excuse me.

11:18

Okay.

11:18

So thirty-six, twenty twenty-six, two oh eight, two oh nine, two ten, two eleven, two twelve, and two thirty-two are all on second reading.

11:27

Um, for number thirty-five, we might just take we might take that up first so we don't make the applicant sit here for three hours for a sine waiver.

11:37

Um so we might go there first.

11:40

Um what's that?

11:43

Uh I mean, I don't think we're gonna be here three hours, but we're gonna be here for quite a lot quite a while with some of these, but um we'll see.

11:51

Either way, we're gonna offer a nice gesture here to the sign waiver applicant.

11:56

Um so legislative services when he when he gets here, just kind of let them know that we're gonna bring him up to the front.

12:01

Um I'm not familiar with the applicant, but let them know that we'll be doing that.

12:05

Um if he's not here, then it's fine.

12:08

So all right.

12:09

Any other questions, comments from the committee or anything, Mr.

12:12

White?

12:14

Uh yes, sir.

12:17

That is totally fine.

12:20

Uh how many do we got here?

12:24

Leaving me out here.

12:26

What time?

12:32

Okay, I understood.

12:34

We might be done.

12:35

All right, no problem.

12:36

This uh agenda meeting is adjourned.
