Consolidation failed the old city limits.

And the heavy lift to undo that is to get every white collar worker.

And the issue for me is that we need more impact fees.

Through the chair of the committee, um, the nature of the emergency is that the contractor is currently on site working on the railroad, and um it requires an extensive length in front of the railroad in order for them to work.

In order to continue on down the path, they need authorization to enter into this agreement um to access CSX's right of way.

If they do not do this and it does not get passed as an emergency, it's a possibility that the contractor will have to vacate the site and then remobilize, which could potentially result in additional cost to the city.

The Transportation, Energy & Utilities Committee of the Jacksonville City Council met on Tuesday, May 19, 2026, at 9:30 AM in the Council Chamber. Chair Lahnen and Councilmember Gaffney Jr. requested to be added as co-sponsors.
  • Item 2 (2026-0325): Public hearing to close and abandon an easement for potential residential development (District 7). Chair Lahnen opened the hearing; Mr. John Nooney spoke. Chair Lahnen closed the hearing. The bill was approved 4-0.

  • Item 4 (2026-0328): Public hearing to close an unnamed alley for a family-style restaurant (District 9). Mr. Nooney spoke but was ruled out of order. Two support cards submitted but no speaking. The bill was approved 5-0.
  • Item 5 (2026-0329): Public hearing to close a road right-of-way for Fairview Estates, a 50-home development on 70-foot lots (District 8). No public comment. Approved 5-0.
  • Item 6 (2026-0330): Public hearing to close a 5-foot drainage easement for a garage (District 4). Mr. Nooney spoke but was ruled out of order. A scrivener’s correction was made (strike "140543-000" insert "140543-0000"). Approved 5-0.

Chair Lahnen confirmed the bill relates to the previously approved Cosentino Group economic development agreement. But how communities are represented as about the power of the people. For a lot of foundational black Americans, we've been walked over. And a lot of those problems go back to the 1960s. Consolidation failed the old city limits. And the heavy lift to undo that is to get every white collar worker. Every corrupt politician to understand. And I know that it's hot in here.
