City Council Priority-Setting Discussion - June 10, 2026
City Council Priority-Setting Discussion - June 10, 2026
The meeting was a brief discussion between a departing council member (in their eighth and final year) and the council president-elect regarding the departing member's top priorities for the upcoming year. The council member outlined two key initiatives and requested support from the incoming leadership.
Discussion Items
- Normandy Boulevard Four-Laning: The departing council member identified this as the top priority on Duval County's list of unfunded projects. It is a state-level project, and the member noted strong support from Tallahassee representatives, including Sam Garrison. The council member requested to remain on the Transportation Planning Organization (TPO) to help advance the project.
- Mounted Patrol Relocation to Equestrian Center: The council member had previously secured $3.5 million three years ago to move the mounted patrol from the wet soil at Peak Farm to the city-owned equestrian center. The cost has since increased to an estimated $8-9 million. The project is expected to be a Capital Improvement Plan (CIP) budget item. The council member mentioned that Mr. Weinstein supports the project and believes it will be an easier lift.
Key Outcomes
- The council president-elect agreed to support both priorities and confirmed the mounted patrol relocation will be treated as a CIP item.
- The council president-elect indicated the departing council member could remain on the TPO to assist with the Normandy Boulevard project.
- The meeting concluded with thanks and adjournment.
Meeting Transcript
to discuss uh what priorities you have in the final year of your um two terms you're going on year eight of eight yeah and count former council president carlucci thank you again appreciate it mine's pretty easy I think uh president to be uh one of them has no city we don't have a dog in the fight is uh trying to get four uh Normandy Boulevard four lane and that's top of the list county of unfunded projects and I think we're gonna get some help out of Tallahassee but what I will need some help on and hopefully some support is uh about three years ago I started and it got three and a half million dollars for the uh mounted patrol to move to the equestrian center where everything's going on that's where they need to be they're out at the peak farm now and I don't know a whole lot about the horses but that soil out there so wet it's bad anyway not that the city is slow on things but since the three three and a half million is not enough anymore. It's gonna be eight or nine. To move them to to get the property in water to get everything done. Be in public safety I don't think it'll be a big list but that's really what I've got on top of the list of are those is that a CIP item since we own uh I've got Mr Weinstein I've met with him the other day and uh he's in favor of the project and he's looking I think it's gonna be with it make it an easier lift. I bet that's a CIP item we own we own the equestrian center so yeah yeah no it's it's it should be so anyway that's all and anything else I've already got under control hopefully all right and noted Normandy Boulevard four lanes and move mounted patrol to the equestrian center. Love it that's great. What what can I do to help you with those uh the I think the equestrian center project will be a CIP budget item and then Normandy Boulevard maybe too. No that'll be state. Oh that'll be state yeah that's okay it's uh and it's on top of the for Duval County me being on TPO probably me being on TB got it the top of the top of the list for Duvall County for unfunded projects. Yeah. But I've got some good support Tallahassee this coming up year with Sam Garrison and are you on TPO right now? Yeah and you'd like to stay to get this probably need to this year probably need to if that works out unless you got somebody else no if that's your priority and that will help you get it done let's make that happen. Okay that's about all I got. All right thank you sir um and I mean you'll get kudos in the next 12 months considerably for just what a remarkable uh eight years I think seven so far and an eighth left that you've had in the impact you've made on the city so not just now but even well before you're in city council.
