The Jersey City Planning Board met virtually on August 12, 2026 (the meeting was called to order on August 11, 2026 at 5:31 PM and continued into August 12). The board considered multiple applications including a major mixed-use tower project, several signage variances, a subdivision, site plan amendments, and a redevelopment plan amendment for the Powerhouse Arts District. Public Comments & Testimony
- P2025-0133 (547/555 Summit Avenue):
- Laura Mistretta (Laborers Union) expressed concern that the project offers the “bare minimum” in affordable housing and local jobs, questioned the bonus floor process, and stated that workers on prior Namdar projects have not been fully paid.
- The applicant’s attorney, Charles Harrington, responded that the affordable housing requirements are governed by the redevelopment plan and the city’s inclusionary zoning ordinance, not discretionary board action. He noted that discussions with labor unions are ongoing.
- P2025-0125 (Powerhouse Arts District Amendment):
- Multiple speakers supported the amendment, citing the benefits of a dedicated nonprofit arts space, affordable housing, and traffic improvements. Speakers from Nimbus Arts Center (parents, managing director, board president) emphasized the positive impact of arts organizations but were reminded by counsel that Nimbus is not guaranteed to receive the space.
- Several residents expressed concerns that the additional density (20 stories) is excessive for the neighborhood, that the public benefits are not proportionate, and that cumulative impacts on infrastructure, traffic, and open space have not been adequately considered.
- One resident questioned why the amendment has been presented as benefiting Nimbus when no specific nonprofit has been selected and urged transparent public advertising for any RFP.

- P2025-0133 (547/555 Summit Avenue) – Revised trash circulation:
The applicant presented an interior trash circulation plan that connects both towers via the third floor, eliminating exterior trash handling. This change also freed up ground-floor retail space. The board praised the redesign.
- The planner testified that the project substantially complies with the Journal Square 2060 Redevelopment Plan and that the variances (setbacks, retail depth, etc.) are modest. The applicant agreed to conditions including a reciprocal easement for trash access, a 10-minute pickup limit, and curb extensions.
- Staff recommended approval, noting compliance with affordable housing requirements under the IZO and UH standards. The board voted unanimously to approve.
- P2025-0266 (99 Hudson Street – Just Salad signage): Three variances sought: blade sign projection (3’4″ vs. 15″ allowed), window sign coverage (31% vs. 20%), and two signs instead of one. The planner testified that the signs are needed for visibility due to the building’s 40-foot setback and are compatible with the neighborhood. Approved unanimously.
- P2026-0018 (200 Green Street – Sable building signage): Variances for 38 individual window decals (total 102 sq. ft.) and exceeding the 50 sq. ft. limit. The planning testimony noted the signage is part of a rebranding to attract new tenants and does not impair the redevelopment plan. Approved with conditions.
- P2026-0013 (627 Palisade Avenue) – Minor subdivision: One existing curb cut will be maintained or shared. No variances required. Approved unanimously.
- P2025-0257 (147 Academy Street) – Site plan amendment: Building height reduced by about 9 feet (now 81’10″, under the 85’ limit) due to a change from steel to concrete construction. Interior modifications (relocation of elevator core, bike room, etc.) were also presented. The only variance needed previously (height) was eliminated. Approved with existing conditions.
- P2025-0125 (Powerhouse Arts District Redevelopment Plan Amendment):
- The proposed amendment would allow straight residential use (instead of work-live units), require 15% affordable housing across income levels, mandate at least 4,300 sq. ft. of nonprofit arts space leased for $1/year in perpetuity, and require coordination with the Department of Infrastructure for intersection improvements.
- Planner Charles Height testified that the amendment is consistent with the master plan goals of promoting mixed-use development, reducing automobile dependency, and accommodating population growth in a transit-rich area.
- Staff agreed and recommended the board find the amendment consistent with the master plan. The board voted 8-0 to recommend consistency.
- P2025-0214 (714-716 Grand Street) – Preliminary major site plan: A five-story mixed-use building (44 residential units, ground-floor retail) with a rear-yard variance (approx. 83 sq. ft. per floor encroachment). The irregular lot shape and topography create a hardship. The board approved preliminary approval with conditions, requiring a return for final approval.
- P2024-0195 (74 Tunneli Avenue) – Minor site plan: Rehabilitate an existing duplex into four residential units by converting a cellar to a basement via grade manipulation (no addition). Pre-existing side and rear yard nonconformities are not intensified. Approved unanimously.

This is a Jersey City Planning Board meeting with a scheduled 530 p.m. start time. And in accordance with the Open Public Meeting Act, notice of this meeting has been posted with the city clerk on the city bulletin and the city website on August 6th of this year. This meeting was also posted on the Jersey City Division of City Planning webpage, and all distribution materials made available to the board were published and made available to the public.
