Jonesboro Nominating and Rules Committee Meeting – January 6, 2026
The Nominating and Rules Committee of the City of Jonesboro met on Tuesday, January 6, 2026, at 4:30 PM at the Municipal Center, 300 S. Church Street. Four members were present (Chris Gibson, Brian Emison, John Street, and Anthony Coleman), with two absent (Chris Moore and LJ Bryant). The committee elected a chair, approved previous minutes, and discussed re-establishing the Public Services Committee as a standing committee.

- Chris Gibson was nominated by John Street and seconded by Brian Emison to serve as Chair of the Nominating & Rules Committee. All present members voted aye.
- The minutes from the April 15, 2025 Nominating & Rules Committee meeting (MIN-25:034) were approved on a motion by Anthony Coleman, seconded by Brian Emison. The motion passed with 3 ayes (Emison, Street, Coleman) and 2 absences (Moore, Bryant).

Discussion Items
- Chairman Chris Gibson requested that the committee re-establish the Public Services Committee as a standing committee of the City Council and enhance the involvement of the Parks and Recreation Community Advisory Board, so that both bodies actively serve as a structured resource to the Parks and Recreation Department. He indicated he would also bring the matter to the full Council.
- Councilmember John Street commented that the committee had been disbanded because of a lack of meetings and business, but it now appears to be gaining importance and would be worthy of reactivation.
- Councilmember Anthony Coleman asked clarifying questions about whether re-establishing the Public Services Committee would restore Parks and Recreation, JET, and related functions to their prior structure. Chairman Gibson confirmed that it would.
- City Clerk April Leggett asked about meeting frequency. Gibson proposed quarterly meetings and “as needed,” a suggestion Coleman supported. Gibson also said he would ask for volunteers that evening, and the re-establishment would be effective immediately if the full Council agrees.

I'm gonna go ahead and call the nominating and rules committee meeting to order. Um first item of business, please mark your attendance. Next item of business is election of a chair. Nominate Chris Gibson. Second. Any other nominations? Have a motion and second. Do we need to take a voice vote on that? Yes, please. All in favor signify by saying aye. Aye. Any opposed like sign. Next item of business is approval of minutes. I'll give you a moment to review and then I'll entertain a motion. Move that we accept minutes as read unless there are any corrections. Second. Aye. Any opposed like sign? New business we have none. Pending items we have none. Any other business by the committee? I do have one item that I want to. I'm gonna bring this up at the full council as well, but I'm gonna go ahead and bring it up to this committee just because we are in charge of establishing the uh the smaller committees. Um in the interest of clearer oversight, stronger community engagement, and more efficient coordination across our city's quality of life services. I respectfully request that the committee take action to re-establish the public services committee as a standing committee of the city council and enhance the involvement of the parks and recreation community advisory board so that both bodies actively serve as a structured resource to the parks and recreations department. You didn't give me a uh time to discuss because I wanted to. Oh, I apologize. I wanted to ask questions because while I do think that parks and recs is important, we need to talk about it, but you're saying starting back the actual public services committee. Now, would that put parks and recs and then Jet and all of them in the saint back where they were? That's correct, yes. Okay. Well, I mean it makes sense that it was disbanded because that didn't have a lot of meetings going on at the time, and they just thought, well, it's kind of a have people show up and we don't have any business, but apparently it is gaining importance, and there's more stuff. So it's probably worthy of having committee and act again. And if there's no business like the rest of us, you just call the meeting for lack of an agenda item. Will you want them monthly or every three months? I think I think we can do those quarterly at this point and then as needed. I like that idea. Quarterly and as needed. And will um there be an open discussion about who wants to be on it, who I will I will I will ask for those volunteers tonight along with the other committees that we're going to be appointing. Then I guess the next question would be if the full council agrees. When would that start? Uh effective immediately.
