The Joplin Planning and Zoning Commission met on Monday, March 13, 2023, to hear several rezoning requests and a preliminary plat review. The commission voted on seven cases, with one case amended from C3PD to C1PD and another approved by a narrow 4-3 vote. A training reminder on ex parte contact was also introduced.

Commissioner questions were answered about lot sizes and compatibility. No public speakers. Approved 6-0-1 (Commissioner McCullough abstained).
- Case 016-23 (507 North Wall Avenue): Request to rezone from R1 to R2 to restore an existing building to a duplex. Applicant stated no exterior changes. Commissioner Dr. Rosenberg opposed because the block was predominantly R1 and rezoning would disrupt the neighborhood character. Staff noted R2 districts exist to the south and east. Public comment by Keenan Klein opposed. After a vote count correction, the motion to approve passed 4-3. The case will be forwarded to city council.
- Case 062-22 (Wildwood Ranch Preliminary Plat, West 32nd Street area): Staff requested tabling to discuss adding access to the north (26th Street). The commission voted unanimously to table the case.

Present. Rosen. Present. And do we have a motion concerning the minutes from our previous meeting? So moved. Second. Okay. That's uh moved by Dr. Rosenberg and a second by Miss Steele. All those in favor? Aye. Aye. That passes unanimously. All right. And this begins the part of the public process of our hearing. These are our uh hearing procedures. It is requested that persons wishing to testify before the zoning and planning commission follow these rules. Please state your name and address clearly for the record. Please give your testimony as briefly and completely as possible. Please do not repeat any testimony that has been previously given. We want you to state your facts, but limit your information to only new information. Everyone is invited to speak. However, if you have a spokesperson, please allow him or her to speak. When the public hearing is closed by the chair, no additional testimony is allowed except when invited by the board. Remember that this is a public hearing. All sides have the right to give testimony or state one side of any issue. The zoning and planning commission of the city of Joplin through this introduction accepts into evidence the 2012 comprehensive plan, the development code of the city of Joplin being appendix 29A of the city municipal codes, resources, guides, and industry standards of the city of Joplin, complete street design guide, walkable neighborhood design guidelines, approved tree list, historic preservation regulations, floodplain regulations being appendices A, B, C, D, E, and F of the Joplin Development Code. The written recommendation of the city's staff and all other written evidence presented at today's hearing. Thank you for your consideration and understanding.
