2:31

Okay, next up is the budget.

2:34

Um we have extended our dues and memberships.

2:37

So both of our Missouri Preservation and our national trust memberships are paid.

2:43

So we are bona fide again.

2:45

Um I would like to put on your radar some timing issues for our largest line item, which is our consulting fees.

2:54

So the CLG availability for funds is gonna be near the end of our fiscal budget.

3:01

So it'll be to the races for me to make sure we get our app in and we try to get our next project that was highlighted in our goals discussion.

3:12

Um committed in time to stay in this year's budget.

3:17

But because the CLG grants only happen every two years now, we will not have an application for next year's budget.

3:28

So we might want to start thinking about non-CLG funded projects.

3:33

If we were to do a large expenditure of our entire budget, the city really does kind of plan on that being reimbursed 60% when they budget us.

3:45

So let's not plan on trying to spend the whole thing whenever there was anticipated revenue for that line item.

3:51

Instead, we'll keep it more similar to the anticipated expenditure with the you know saying the 40 percent basically.

4:00

Um but otherwise we will have an unexpended budget for the next year.

4:07

Of course, if the timing of the CLG applications do occur where we cannot the agreement with the consultant has to be signed by both parties, this the consultant and the city wrote to be committed and stay under this year, even if we go past.

4:23

So if we fail to hit that, we'll be using a lot of it anyway.

Joplin Historic Preservation Commission Regular Meeting - April 18, 2023

The Joplin Historic Preservation Commission met on Tuesday, April 18, 2023 at 5:03 PM. Members present: Ms. Frankowski, Mr. Fisher, Mr. Brackner, Dr. Maund, and Ms. D Tarr (arrived later). Mr. Huck was excused; Ms. Hahn and Mr. Huff were also excused. The meeting addressed budget updates, conference planning, the Preservation Month proclamation, and the selection of annual preservation awards.

Consent Calendar

  • Approval of Minutes (March 21, 2023): Moved by Mr. Brackner, seconded by Dr. Fisher, approved unanimously without correction.

Discussion Items

  • Budget and CLG Grants: The commission discussed the timing of CLG (Certified Local Government) grants, which now occur every two years. The largest budget line item is consulting fees. The next CLG-funded project is a North Heights survey (three phases, estimated six years if only CLG-funded). Members noted the need to plan non-CLG projects for the next fiscal year. The conference registration process was also discussed: members will email their attendance plans to the chair by the next meeting. The conference is June 7–9, 2023.
  • Preservation Month Proclamation: Scheduled for Monday, May 1, 2023 at 2:00 PM at the Cornell Complex (site of the former Schubert Theater). The mayor will be invited to read the proclamation. The commission will also present preservation awards at that event. Light refreshments will be provided indoors.
  • Annual Preservation Awards: The awards subcommittee (comprising the chair, Chad, Katie, and ad hoc member Gabby Heth; Dr. Jody Jensen could not participate) scored nominations for three awards.
    • Leslie Simpson Award (individual): Top scorer was Chad Stebbins (average 12 points), followed by Jim Beeler (10.75), and the Ellis Sisters (10.00). Motion to accept subcommittee recommendation passed unanimously. Discussion: Some members felt the award language should be clarified to allow groups or individuals.
    • Murphysburg Award (organization): Washington Hope Center scored 9.3; Joplin Arts District scored 4.25. Motion to accept recommendation passed unanimously.
    • Jeff and Carolina Neal Award (commercial/property rehabilitation): Book House Cinema scored 11.5; Scottish Rite Temple scored 11.3. After discussion, the commission voted to accept the subcommittee's recommendation (Book House Cinema), based on the principle that only information in the application should be considered. Motion by Mr. Brackner, seconded by Ms. Frankowski, passed unanimously.
    • Members also discussed the need to clarify award criteria, consider a fourth award category (e.g., “Preserved Joplin”), and contact applicants who were not selected to encourage resubmission in future cycles. The chair will prepare an addendum to the bylaws by the next goals meeting.

Key Outcomes

  • Approved March 21, 2023 minutes (unanimous).
  • Accepted subcommittee recommendations for all three awards (unanimous votes).
  • Preservation Month proclamation set for May 1, 2023, 2:00 PM at Cornell Complex; awards will be presented then.
  • Conference registration: members to confirm attendance by next meeting; chair will coordinate invoicing.
  • Chair will contact award winners (Chad Stebbins, Washington Hope Center, Book House Cinema) and also reach out to non-winning applicants to encourage future nominations.
  • Chair will draft procedural guidelines for awards to be codified in bylaws.
  • Meeting adjourned by motion.
