Historic Preservation Commission Meeting – May 16, 2023
The Joplin Historic Preservation Commission convened on Tuesday, May 16, 2023, at 5:00 p.m. to approve minutes, review a certificate of appropriateness application, and discuss upcoming conferences and announcements.
Consent Calendar
- Approval of April Minutes: The minutes were approved with a correction to a misspelled last name (Emily's name). Motion by Dr. Fisher, seconded by Mr. Bruckner; passed unanimously.
- Budget Report: No expenditures beyond registration fees for the 2023 Missouri Preservation Conference were anticipated. No travel costs expected. The budget was accepted without questions.
Public Hearings & Testimony
- Case 23-05 – 528 South Main (Sidecars) – Rear Façade Improvements: A public hearing was held for a proposal to add a second‑story recessed patio with non‑masonry materials. Staff explained that masonry walls would require excessive foundation investigation (unlike the adjacent building, this one has framed walls). The applicant proposed a six‑inch fiber‑cement lap siding (HardiePlank) to improve durability. Chad Grier, architectural consultant for the Design Review Board (no quorum), recommended distinguishing old from new with a simple railing design and glass door/window assemblies matching the first‑floor storefront. The deck dimensions are 30 ft 4 in by 20 ft 10 in, with steel‑framed glass railing. A ladder accessing the roof HVAC will remain. Representative: Leroy Donham (214 East 4th Street, Lock 204) spoke in favor, answering questions about materials, railing, egress, and roof access. No public opposition was offered.
Discussion Items
- Missouri Preservation Conference (Joplin, June 2023): Staff reported that registration closes Friday. Approximately 40 people had registered initially. The conference includes keynote sessions in the Scottish Rite Theatre, trade show (only three registrants), and evening events on Tuesday, Wednesday, and Thursday. The Iconic Joplin Awards ceremony is Thursday, June 8. Volunteers are needed for the opening reception (Wednesday, 5:30–7:00 p.m.) and other events. Transportation for the Historic Black Churches tour was discussed; a final count will determine shuttle arrangements.
Announcements
- Banned Camp: A summer movie/book series for teenagers at Book House Cinema (sponsored by Holly Crane). It runs every other Saturday with free books and lunch; fundraising party June 3.
- Local Theatre: Performances at the black box theatre Friday 7 p.m., Saturday 2 p.m. & 7 p.m., Sunday 2 p.m. (family‑friendly show).
Key Outcomes
- Approved Certificate of Appropriateness 23‑05 (528 South Main rear façade improvements): Motion by Mr. Huff, seconded by Dr. Fisher; passed unanimously (all ayes, no opposed).
- Conference Planning: Staff will finalize shuttle numbers after registration closes Friday. Volunteer coordination ongoing.
- Adjournment: Motion by Ms. Frankowski, seconded by Ms. Hahn; carried unanimously.

I will entertain a motion that we excuse Ms. Ditar, Mr. Huff, and Miss Frankowski from today's meeting. So moved. Second. Motion made by Miss Hahn, seconded by Dr. Fisher. All in favor, please say aye. Any opposed, same sign. Okay. Uh so approval of the April minutes. The only thing I noticed what, and I think it's just on the very last page. Emily's last name is misspelled. There's no W. Other than that, I didn't notice. Is it on its signature page? Yes, on the signature page. So I should not sign then. Okay. Do you want to approve the minutes with that correction? Sure. If anyone is going to be able to do that, I make a motion that we approve the minutes with that correction. This is Mr. Bruckner.
