The Zoning and Planning Commission of Joplin, Missouri held a regular meeting on Monday, April 8, 2024, at 10:00 AM. Commission members present: Dr. Rosenberg, Ms. Warren, Mr. Kimball, Mr. McCullough, and Mr. Landis. Ms. Phillips and Mr. Jackson were excused (Mr. Jackson resigned). The meeting addressed three public hearing cases: two rezoning requests and a proposed amendment to historic district design standards. All three cases were approved unanimously.

- Case 013-24 – Rezoning at 1401 East 33rd Street: A request to rezone from R1 (single-family residential) to R3 (multifamily residential). The applicant, purchasing the property, described the current 16-unit mobile home park with a quadplex on-site. Long-term plans include replacing mobile homes with a 28-unit apartment complex or two eightplexes, keeping the quadplex. The applicant stated the property would be upgraded to A-class standard. No amenities (pool, playground) are planned. Commission asked about unit count and amenities. No public comment.
- Case 017-24 – Amendment to Sunshine Lamp District Design Standards: Thomas Walters, staff to the Historic Preservation Commission, presented a proposal to allow neon signs in the downtown historic district. Currently, illuminated or internally lit signs are prohibited. After a public meeting, standards were developed to permit pedestrian-oriented neon projecting signs on main street facades, with size limits (not exceeding 200 square feet, placement no higher than top of second-story window, minimum 10-foot sidewalk clearance). The aim is to maintain pedestrian orientation while honoring historic neon signage. Commission questions clarified the distinction between pedestrian- and auto-oriented signage (e.g., the Wilder sign). No public comment.

Did he go ahead and take care of all that? That's what we contacted legal about him being at this meeting, and they advise that you could not attend this meeting. So, but as far as a letter of resignation or anything, I would not see that. But legal name. Okay, well, we'll go ahead and have an excuse, excuse him and Ms. Phillips just to make double sure. I'll motion to excuse. Do we we have a second? So it's a motion from Mr. Landis and a second from Mr. Rosenberg. All those in favor? Aye. Anyone opposed? Motion carries.
