- Challenges identified include property ownership (private and railroad), ADA access, and a daylighted storm culvert that must be addressed.
- Commissioner feedback was largely positive. Suggestions included:
- Incorporating historic elements (e.g., salvaged Carthage brick from the old depot, reclaimed rail).
- Adding a concentrated trash plan and dog waste stations.
- Ensuring green space is welcoming but not too welcoming.
- Considering power access for potential future events/food trucks.
- Staff noted this is a conceptual phase; next steps include discussions with property owners, especially Dr. Joseph and the railroad.
Union Depot Update
- Staff reported that a Solicitation of Interest has been posted on the city website, with a deadline of May 28, 2024. An open house last week drew two viable interested parties. A committee of state and local representatives will review submissions.
Preservation Training and Workshops
- Staff is working to schedule realtor training on historic preservation; Elizabeth Rosen is unavailable for a few weeks.
- A meeting is scheduled for Thursday at 5 p.m. in the fourth core conference room to plan training and procedures.
Old Business
- The neon sign standards update is recommended for city council approval at the first meeting in May (later moved to May 20).
Announcements
- May is Historic Preservation Month; a proclamation will be presented at the May 20 council meeting.
- Annual Loft Tours will be held June 1 from 2–6 p.m., with tickets at $25. The Tip Top Toast rooftop event will follow from 7–9 p.m. at $75 (includes loft tour ticket).
- Other community events were announced, including a poetry day, free performances, and a world music festival.

I will entertain a motion that we excuse Ms. Hahn and Mr. Huff and Mr. Breckner from today's meeting. So moved. Seconded. Motion made by Dr. Fisher and seconded by Miss Ditarr. I know you already introduced yourself to us, but um if you would just like to go ahead and do that again so we can include it in the minutes. Okay. My name's uh Jeff Millard. Uh I'm an architect.
