- Case 013-25 (Carrie Clark): James Fly Shaker (2402 South Indiana) expressed concern that rezoning to R3 (multi-family) could lead to a multifamily development that would cause parking overflow into his congregation's lot across the street. He was pause when told the commission ultimately recommended R1.

The lot is awkwardly shaped; the applicant plans to combine two lots for a single home with two addresses. Discussion covered lot sizes, compatibility, and envirnmental concerns (Eagle Pitcher smelter area). Unanimous recommendation for approval.
- Case 013-25: Application by Carie Clark, executor of the estate of Gary Gregory Beeler, to rezone 707 South Sergeant Avenue from C3 (commercial) to R3 (multi-family). The property is a single-family home; the current commercial zoning prevents a sale. Staff recommended R3 for compatibility with surrounding lot sizes. After discussion, the commission moved to amend the request to R1 (single-family). Unanimously approved.

Do we have a motion to accept into the record our meeting minutes from our previous meeting? I move to accept the amendments. That's a motion from Ms. Warren. Do we have a second? I'll second. The second from Ms. Clue Michael. All those in favor? Aye. Aye. Anyone opposed? Motion carries. These are our public hearing procedures. It is requested that persons wishing to testify before the zoning and planning commission please follow these rules. State your name and address clearly for the record. Please give your testimony as briefly and completely as possible. Please do not repeat testimony that has been given previously. We want you to state your facts, but limit your information to only new information. Everyone is invited to speak. However, if you have a spokesperson, please allow him or her to speak. When the public hearing is closed by the chair, no additional testimony is allowed except when invited by the board. Remember, this is a public hearing, and all sides have a right to give testimony or state one side of any issue. The zoning and planning commission of the city of Joplin, through this introduction, accepts into evidence the 2012 comprehensive plan, the development code of the city of Joplin being appendix 29A of the Jopulin Municipal Code. Resources, guides, and industry standards of the City of Joplin. Complete street design guide, walkable design guidelines, approved tree list, historic preservation regulations, floodplain regulations, and the wireless telecommunications facilities citing regulations being appendices A, B, C, D, E, and F of the Joplin Development Code.
