The zoning and planning commission of the city of Joplin, through this introduction, accepts into evidence the 2012 comprehensive plan, the development code of the city of Joplin being appendix 29A of the Joplin Municipal Code, resources, guides, and industry standards of the City of Joplin, complete street design guide, walkable neighborhood designed guidelines, approved tree list, historic preservation regulations, floodplain regulations, and the wireless telecommunications facilities citing regulations being appendices, A, B, C, D, E, and F of the Joplin Development Code.

Kimball Commission, before we get started and hear testimony before uh in favor and against City Staff just wants to take a couple moments to address a few items in the staff report regarding case 003-26 and 004-26.

Um, as some of you may be familiar with, there is an annexation agreement with um Jimber for Wildwood Ranch property out on um West 20th and West 32nd between those two uh east-west corridors.

Uh the annexation agreement was uh uh completed in 2009, and all of the property within this area that's identified within that annexation agreement is supposed to be annexed within the city of Joplin by 2029.

Um there are existing industrial uses uh on this corridor, so West 20th Street already houses Owens Corning and the concrete plant, and then there's a Liberty substation of West 20th.

So uh staff just uh wants to identify that a couple of the existing characteristics for this area are heavy industrial currently.

Um in addition to that, we identified this as a future industrial opportunity area and had future land use plans for heavy industrial uses on the 2018 Wildwood Ranch Industrial Complex Master Plan.

And then in addition to this, um the 20th Street and 32nd Street corridor improvements that the city funded that are 20th Street is currently ongoing and 32nd Street is completed.

And then we do have plans for a Western bypass eventually that will also assist with this.
