Good evening, everyone, and welcome to the informal meeting of the Joplin City Council on this Monday, August the 4th, 2025.

0:08

We're gonna have two items on the agenda for the informal.

0:11

We're gonna begin with the review of the Joplin Area Chamber of Commerce contract.

0:16

Good evening, Mr.

0:17

Edwards.

0:17

Yeah, thank you, Mayor.

0:18

Good evening, Council.

0:19

Uh this item is on the agenda uh to follow up on a council request.

0:23

I believe it was a meeting or two ago.

0:25

There was a question asked about uh how does the uh reimbursement or how is the chamber paid uh for economic development services?

0:34

So in your material, you should have the uh chamber uh contract.

0:39

Um if you want to go over that.

0:42

I should have already mentioned uh you also see a lot of our chamber uh folks here, so they might be able to help answer some of your questions.

0:50

Um I won't read uh this to you, it's fairly straightforward.

0:55

Uh the uh city uh obviously contracts with the chamber for economic development services.

1:02

Uh the reimbursement for that uh occurs monthly.

1:06

Uh we reimburse for actual expenditures, so if there's uh budgeted expenditure, say vacancy or something like that, uh that's not included in the reimbursement for those uh actual uh expenditures.

1:21

Um the rest of the the uh contract uh really kind of sets forth uh some performance measures and some defined activities that the chamber performs.

1:32

I'll say that uh you know, each month uh myself and uh city staff, uh believe also the mayor, mayor pro tem we'll meet with the chamber uh to go over uh economic development activities.

1:46

All those are coordination meetings.

1:48

They kind of uh share with us the different things that they're working on, the leads that they might have, um, you know, any big changes in our local economy here.

1:58

We kind of work on those things together and uh kind of stay abreast of those performance measures.

2:04

So with that, I'll stop and see what questions you might have.

2:09

Council, Mrs.

2:11

Carlin.

2:14

Sir, when reading over the contracts, it says that the JACC shall provide a written report to the mayor and city council on a monthly basis.

2:26

So do you see that?

2:27

Because I've never been given a monthly report.

2:31

Ms.

2:31

Carlin, yes.

2:32

Uh we'll we do have a uh monthly report.

2:36

I I wouldn't say it's a uh formal uh report.

2:41

Uh looks a lot a lot like the quarterly report that the council uh receives from the chamber.

2:48

It's kind of just a running list of those items that are uh presented to you each quarter.

2:53

It says here it should outline the task accomplished and include statistics for each performance measure outlined.

3:02

Yes, ma'am.

3:03

We do you see that, Mayor?

3:05

I do, and I've read through that contract.

3:08

And uh again, the only thing I would add is we do have a monthly meeting with the chamber, the economic development team, MoCann comes over, gives us all the leads that they're working on and things that are happening.

3:20

Um again, that uh for me has been relatively informal to this point.

3:27

They keep us posted and updated on all that.

3:29

We do have a loose agenda that we follow during those things, but um I don't know if that information has been disseminated down uh from that meeting.

3:41

It would be nice to know.

3:44

Agreed.

3:51

Any other questions for Mr.

3:53

Jackson?

3:55

Nick, one of the questions I've had asked among amongst the members of the community is um directly how the reimbursement for the chamber contract works.

4:04

So it's my understanding that we do fund certain operations, certain salaries for the economic development services they bring to the community.

4:13

But with one of those positions being vacant at the chamber right now, are we still funding that portion even though that's empty, or I mean are we paying are we paying for a person who's not there doing the service?

4:24

Uh Mr.

4:24

Jackson, my my response is no.

4:26

We reimburse based on actual expenditures.

4:30

So uh the chamber has appointed an interim uh who's helping with some of those economic development activities.

4:37

We will reimburse for that, but it's not like we're uh reimbursing for the position that's not paid or is vacant.

4:48

Something else I wanted to ask about.

4:49

I know you and I have talked about this, Nick.

5:00

Um have we looking at the uh I I think the chamber does a great job in terms of you know uh the networking side of the community, business to business, business to community members, um, organizational um programming.

5:09

Um I've been a volunteer there for a number of years, and I think there's a lot of things to do really well.

5:14

But on the economic development side, have we ever looked at soliciting um kind of an RFQ to see about a long-term contract, long-term partnership?

5:26

And it's not to say that it wouldn't be the Joplin chamber.

Joplin City Council Informal Meeting - August 4, 2025

This informal meeting of the Joplin City Council on August 4, 2025, covered two agenda items: a review of the Joplin Area Chamber of Commerce contract and an update from the city's Marketing and Communications Department. Council members discussed contract performance, reimbursement structures, and potential future directions for economic development services, as well as the department's metrics, achievements, and future plans.

Discussion Items

  • Joplin Area Chamber of Commerce Contract Review: City Manager Mr. Edwards presented the item to follow up on a council request about how the chamber is reimbursed for economic development services. He explained that the city reimburses based on actual monthly expenditures, not budgeted amounts. Council Member Carlin noted that the contract requires a monthly written report to the mayor and council, but she had not received one. Council Member Ryan asked about funding a vacant chamber position; Mr. Edwards confirmed the city does not pay for vacant positions. Ryan also raised the possibility of issuing an RFQ for economic development services or bringing the function in-house, citing examples like Carthage. Mr. Edwards said no RFP had been done for economic development, but the city could do so if directed. Council Member Shaw cautioned against abandoning the chamber relationship, noting past successes and the risk of overburdening city staff. Council Member Copeland opposed adding in-house services due to current ARPA workload and budget constraints, and noted that chambers have fewer restrictions than municipalities. Copeland also suggested a co-director model to balance economic development and member services. Council Member Ryan also questioned the arrangement where the city contracts with both the chamber and MoCAN, and that MoCAN pays rent to the chamber, which he found counterproductive. The mayor noted that the chamber contract will be reviewed again during the upcoming budget session.

  • Marketing and Communications Department Update: Mr. Drew presented an update on the department's mission, team, metrics, and future plans. The department's mission is to ensure accurate, timely, coordinated information to citizens, visitors, and potential residents. Key metrics: 160-175 press releases annually, over 5 media requests per week, quarterly print newsletters to 24,000 addresses, monthly email newsletters to over 18,000 subscribers, 2 million Facebook reach in 18 months, 2.2 million website page views over two years (63% mobile), 27 videos produced since October 2024, and a staff newsletter. The department is planning a website redesign (RFP in August, goal to go live May 2026), a staff portal (December 2025), a PAFR document, and a state of the community event (January 14, 2026). Future projects include brand storytelling, voter education, expanded community engagement, standardized social media, and a monthly video newscast. Council Member Douglas thanked Mr. Drew for the report and expressed support.

Key Outcomes

  • No formal votes were taken during the informal meeting.
  • The council will revisit the chamber contract during the budget session in September.
  • The marketing department update was received, with no specific directives, but the department's RFP for website redesign is expected to be issued in August 2025.
