The 70th wedding anniversary of Joe and Joyce Jacobs.

Seventy years of marriage is not just a milestone.

It's a legacy of love, commitment, and family.

Joe and Joyce first met as students at Wyandotte High School and eventually married on April 7th, 1956.

Together they built a beautiful life in the Northland, where they've lived over 67 years in a home filled with laughter, support, and generations of memories.

Joe spent 40 years as a proud boilermaker.

He also served in the Air Force reserves and later gave back to his community as a dedicated school library volunteer for 22 years, earning a volunteer of the year honoree.

Joyce has been the heart of the family, a devoted wife, loving mother, and a homemaker.

Together they raised three sons who are here today, Joe, Jeffrey, and John, and built a growing family that now includes seven grandchildren and twelve great-grandchildren.

Their greatest joy has always been supporting their family, whether it's at volleyball games, basketball fields, or cheer competitions.

If there was a seat in the stands, you could bet Joe and Joyce were in it.

They've also shared many passions over the years.

My name is Sarah Johnson, and I'm a student at UMKC.

My majors are philosophy and political science, and today I'm here to talk about Miss Brianna.

Honoring Brianna Epperson, 2026 world champion and number one ranked youth boxster.

Brianna Epperson began ballet at age four, trained with Kansas City ballet, and studied jazz with friends.

And she ultimately left ballet after facing bullying, found competence in passion and boxing.

At the age of 16, the Boxing Ballerina became the world champion who's won 21 national amateur boxing titles.

On March 4th, 2026, the team left to complete in Bang Bangkok, Thailand, where Brianna went five and oh and brought home gold for the USA and the number one world ranking in the 57 KG women's youth division.

She went over it to Thailand and showed them what Kansas City is all about, right?

So she also has with her her dad, Courtney, and her brother Joshua David Epperson, that known as Champzilla, who is now a five-time national champion, a two-time regional champion, and two-time state champion.

But it is such an honor uh to celebrate her and her brother and her family, especially on today uh being her birthday, and it is my honor to establish today April 2nd, 2026, as Brianna Epperson Day in Kansas City.

Nope, the first Saturday of April is the annual Blue River Day in Kansas City, Missouri.

Today we're gonna talk about water.

So the Blue River is one of Kansas City's most important natural and ecological assets, collect connecting neighborhoods, parks, and communities across more than 40 miles in Kansas and Missouri.

Since 1991, Project Blue River Rescue has brought together thousands of volunteers for one of Missouri's largest single-day stream cleanups organized through the Missouri Stream Team Program in partnership with civic community and corporate organizations.

This effort has removed nearly 2,000 tons of debris, including more than 10,000 illegally dumped tires, while contributing over 50,000 volunteer hours to improve water quality, restore habitat, and strengthen community connected to the Blue River.

Kansas City recognizes the Blue River as a central, as central to environmental resilience, public health, equitable access to nature, and long-term sustainability, as reflected in the city initiatives and planning efforts that support watershed health, green infrastructure, and community investment.

Today we'd like to establish an annual Blue River Day honors and legacy of in in the legacy of Project Blue River Rescue while expanding citywide engagement and environmental stewardship, education, and volunteerism.

So as you know, the Blue River stretches several council districts in Kansas City, and the third district is lucky to have a stretch of the Blue River.

Unbeknownst to me and still several months ago, the Blue River was a fantastic recreational area for people to enjoy outside with kayaking and fishing and even people living near the river.

Unfortunately, policies over the last many years has caused an abundance of invasive species and other bad behaviors like the illegal dumping.

And so people like you are working to restore the river and respect its um importance to the community.

17:42

And so I'm just really thrilled to be a part of it.

Actually, my baby brother came up with this idea, Damon Patterson, and he asked me to pull together a Blue River task force of which many of you are a part of.

And I think collaboration across districts, across boundaries, is really important because that's how the Blue River behaves.

It doesn't know boundaries and it doesn't care where it's headed.

It just goes.

So thank you for all the great work and thanks for those who aren't even here who make some of those recreational opportunities uh a reality for us.

And so many volunteer hours go into those things, not just cleaning up tires and trash, but in fact, building the trails uh that connect along the Blue River and this won't work.

I know um, you know, thank you to to her brother uh to for activating for her interest in it because I think it is so important, right?

It is it should be something that we treasure and that we value, and that requires time and investment.

I just want to rise and say thank you to a lot of familiar faces and friends here that um been involved with uh for many years with the Blue River.

Um environmentalists, environmentalism is to my heart, um dear and near.

So um just all of your work and your volunteerism.

I've been there with you as well, you know, in the past.

I need to do this again very much um in the near future.

But just the the watershed restoration and the green infrastructure, but then it's just as been stated before the the countless opportunities for recreation in a blue, you know, a blue way inside with the the green ways and stuff we talk about.

It's really it really is a blue way, and so just and the more and more we can educate and get the word out and get people out on you know the river and get out there and and see these opportunities, but then able to volunteer and keep things clean.

It's a very you know organic, ever evolving, you know, environmental asset, and so we need to keep that clean, and that's what you guys do day in and day out, and you put in a lot of those hours, and I thank you for that.

And so Councilwoman Patterson Hasley just shared a joke that was too good not to share with the rest of us.

When Councilman Duncan said it was tireless, she said it's far from tireless.

You know, I had coffee with him a few months ago, and he told me a lot about the work you guys were doing.

So I drive between on Truman Road between City Hall and Dog Patch every single day.

And I've driven over that river a thousand times or more, but after our conversation, every literally every single time I cross that river, I think of the potential, and to see you guys here turning potential into what's going to be a real future is really exciting.

So I'm excited about having the annual first Saturday to be of April being Blue River Day in Kansas City, because I I look forward to next year maybe having double the number of people here because of the work that you will you are doing, and because of you, Councilman Patterson Hasley uplifting this work to the greater Kansas City area.

Uh my name is Logan Healy, Executive Director of Heartland Conservation Alliance.

We serve as the Blue River Ambassador as part of the EPA's Urban Waters Federal Partnership uh program that spans 21 different urban waters across the nation.

But um Alliance is in our name, uh, partnership is in our our mission, and it's because of everybody that that's up here and many, many more throughout our metropolitan area who care about the Blue River and our various um streamways uh through throughout the whole region.

Um want to especially thank the Little Blue River Watershed Coalition Stream Team and the Friends of Nature, Friends of Um Lakeside Nature Center uh Stream Team for championing and leading Project Blue River Rescue since 1991, over 50,000 volunteer hours just from that annual uh stream cleanup, and I know there's many other stream cleanups that happen throughout the region as well.

Um this was brought to us uh through the Blue River Task Force that um Councilmember Patterson Hasley initiated, and to our recollection and knowledge it's the first time we've ever had a Blue River Day.

Uh the comments from the the council today.

I I just can't even believe uh how amazing the words that you all shared were.

It's so inspiring.

And um uh this is also now a by-state effort.

It was started with the Blue River Task Force, and within a matter of weeks, we um have gotten jurisdictions on both sides of the state line to do similar proclamations.

So we've got um uh Raytown uh who is already signed on a proclamation.

Jackson County should be uh we we believe uh soon.

And then on the Kansas side, Johnson County uh has done a proclamation, Leewood uh City of Leewood and City of Oakland Park.

So the Blue River watershed spans two states, more than 20 jurisdictions, and we got some of the big the largest ones uh to to do the proclamation this year will aim for even more in future years.

But uh as the Councilmember Patterson Hasley said, the nature watersheds, they do not care about our political jurisdictions and our artificial boundaries.

Um and neither do do our people to a large extent.

They they want to recreate throughout our region.

Uh they want to see beautiful nature in their own neighborhoods in their own backyards in their community, and so I want to thank this council and for the city for all the momentum that you have created for the Blue River watershed, um, all the partners up here who have been working with tires and tirelessly for years.

Um thank you for your leadership because it's one thing for um you know community-led initiatives, it's a whole nother thing when we attract the attention and the resources of our government agencies.

Um this is uh this neighborhood planning development committee yesterday or Tuesday uh heard the update from our fellow uh councilman and uh member of the commission, uh health commission on this the community health improvement plan.

Uh it's a long process and something that we update on a regular basis, and I'm sure that uh Councilman Duncan may have some additions to this, but uh just you know, I think it's important to add the context that the community health plan really guides a lot.

It is a policy document guiding a lot of decisions that that we make.

Uh the health commission makes, uh health health department staff and others make in order to really uh uh um make progress on public health, and I think the thing that really I appreciate about about the work behind it is it's really focused on social determinants of health because so much goes into uh health outcomes that uh we often overlook.

And so uh really good work by the health commission and the health department staff and neighborhood planning development recommended in advance that you pass.

Uh just want to point out a couple uh differences and things that I'm excited about that about this community health improvement plan is that um unlike previous plans, it's much more focused.

So I'm excited uh for this plan, the health department and the steering committee of which uh the six districts very own story downing uh was a part of that.
