Let us pray.
Almighty God, we acknowledge you today.
You are sovereign and omniscient.
We are standing in need of prayer today.
We trust that as we acknowledge you, that you will in turn direct our path as your word declares.
Gracious God, we are so appreciative of the liberties that we have in America, the freedom to pray in public, being one of many.
This wonderful beautiful city adopted the spiritual tradition of prayer before the council meeting in the year of 1995.
Now Congressman Emmanuel Cleaver instituted prayer before the weekly City Council legislative sessions.
Thank you, God.
You tell us in Scripture that if we humble ourselves and pray that you will hear from heaven, and you would heal our land.
Lord, we need that healing.
In the words of Mayor Quentin Lucas, we are proud in Kansas City to stand up for our values, our laws, and all of our people.
Then you mention civil authorities.
That prayer should be made for them.
And God, you tell us in verse three, for this is good and acceptable in your sight.
And so, dear merciful, kind, and loving God, I want to pray for our city and our mayor and the twelve council members represented here today.
All the decisions and policies and legislation and budgets and city affairs and oversight of city departments that will be meted out today.
These officials experience the intense pressures, oh God, and the weight and the stresses of their leadership.
Lord, do not let them buckle or fail, but undergird them and endow each one with strength to press forward.
Lord, give these elected officials wisdom, balance, and direction to make the proper choice for their respective districts.
And as they pour out energy, effort, and intelligence, Lord, please renew and replenish this council board.
I pray peace and health and prosperity over our mayor and his family and the 12 council members and their family.
Lord, we all have the same love and interest, and that is Kansas City.
And because of consistent, committed, dedicated leadership from this council, Kansas City continues to thrive and be a blessed place.
Lord, please keep our city protected and safe, a safe place to call home.
And Almighty God, let honor, truth, and justice continue to rule within these walls.

Well, it's not liquor by the drink.

Mayor, in my uh privileged position as being the eldest uh member of the council, and the wisest.
What?
Oh, I am proud to introduce this uh resolution declaring May 2026 as older Americans months in Kansas City.
May is older American Months, a time for us to recognize and honor Kansas City's Missouri, Kansas City, Missouri's older Americans.
Contributions, highlights, aging trends, and reaffirm our commitment to serving older adults in our communities.
Whereas through their wisdom, our wisdom.
Our wealth and of life experiences, the things we've seen, the, you know, I I have to say I often think about a lot of the people I went through life with, right?
And I'm 30 years old and I meet a 70-year-old.
And now I look back at that and think in 1970, that person went through the 20s and 30s, and I could have had this great information to garner from them, and I just I had something else to do.
So there is some great things that the older people can teach.
Um older Americans are exploring the many opportunities for staying active and engaged, and I think our generation, uh, those of us are living different lives than maybe our parents, where I think we're healthier, we're not eating as much fried food, all those various things.
So I am proud to announce that uh, you know, just because you're 70 doesn't mean you're old.
It just means you're 70.
And uh I'm proud to uh acknowledge this, and I'm I'm grateful to everybody that's bringing this together.
Um this is old uh older Americans month in Kansas City, and I just want you to know I do support it.

I just want to thank all of you for being here.
I've had the privilege to work with each of you as a well, actually going all the way back to the prosecutor's office, Debbie, and you're the public administrator, so it's incredible to see all the good work that you have done, and including my own grandfather who sometimes watches us on TV, and if he's watching today, I say hi.
But I know you've gotten to be great friends with him over the years and done a lot for older Americans, and I could go on and on and on, but I'll just say thank you to all of you.
Any other comments on the resolution?
I will just add, and Councilman O'Neill, I appreciate you bringing this.
This week for the Truman Foundation luncheon, they had Winton Marsalis, the jazz artist as the speaker.
And he in many ways made the exact point that you did.
He talked about how when he was a young man, he got to play with the greats and talking about meeting great traditional jazz artists being here in Kansas City 30, 40, 50 years ago, and encourage everybody in the audience to take the opportunity to listen to somebody with some knowledge, some good stories.
So we will encourage every young person to come talk to you about everything under the sun.
But I want to thank you all.
We know the services that you work in in our community to make sure that every Kansas City is appreciated, is loved, and more than anything to make sure that everybody knows their value to all of us in the community, no matter their age.

Um, it is a journey, it is progressive, and we like to think about longevity.
I'm not sure when we officially become an older adult, but we know the changing demographics and the um the pace at which the aging population is growing.
You've seen the data, you know the dilemmas in housing, transportation, nutrition, and caregiving services.
We learned at a recent gathering that our greatest asset is the human experience.
There's there is a richness in communities who hold the older adults in high esteem.
And in fact, ensuring healthy aging and longevity is at the end of the day, economic mobility for families.
Support um for the growing aging population benefits us all in this great city, and so thank you again for recognizing older Americans month.

We recognize the accomplishments and perseverance of Tracy Russell on her successful completion of Kansas City's second chance reentry program.
The second chance reentry program is a small pilot program made possible through a partnership with the City of Kansas City's Department of Community Safety and other community organizations.
Individuals returning to their communities after jail often face challenges that contribute to the likelihood of being reincarcerated.
But the KC second chance program and restart program make rehabilitation possible.
The second chance reentry program's vision is to reduce recidivism, homelessness, and unemployment by improving access to and delivery of services prior to offenders leaving jail.
And I will tell you there's two reasons.
This is it's close to home for me personally.
Is Judge Corey Carter, who's here behind the mayor, was actually my mentor at the prosecutor's office.
So we prosecuted at the time the most violent offenders in Quake County, and um dealt with some heartbreaking things, and it was a hard way to learn how to be a lawyer, but I was very lucky for the mentorship of Judge Carter, who is a fantastic trial lawyer, now a great judge, and I'm not surprised that he's been involved in such an important program for helping people get back on their feet.
And it's second reason it's important to me is something I don't talk about publicly very often is that um my own dad was a second chance citizen, and it's always incredible when somebody does well.
So Miss Russell today is not about any of that background information.
Today is about you and your accomplishments and um Miss Russell's recently been released to the supervision of the municipal court and a corrections reentry specialist.
She's remained compliant with her prescription medications for almost a year obtain her birth certificate and state ID uh began to receive benefits, been featured in a photo exhibit by Shirley Styles entitled The Road Home, which captures individuals and their unique stories and continues to mend and strengthen her relationships with their own family.
So, Miss Russell, you're an excellent example of the successes associated with this program, and we and for your success and for your achievements.
And we cannot tell you how proud we are of you as a city.
We've got your back, Judge Carter has your back, and and today we get to celebrate you.
So congratulations for your work.

My name is Tracy Russell.
Rolling up in Memphis, Tennessee, I experienced homelessness beginning at the age of 14, following a traumatic family loss.
I endured significant challenges, including abuse and instability, but remained resilient through it all.
After arriving in Kansas City, sometime later, I connected with Shelter Services and the Restaurant Program through the Municipal Court and Corrections Department re-entry program.
Through these supports, I gained access to mental health services, stability, and housing resources.
I successfully earned my GED, and now I'm working towards continuing my education.
I am also a past advocate with KC Tennant, where I supported others facing home housing insecurity.
While I continue to heal from past trauma, I remain focused on building a stable future.
My greatest motivation is my son, and I am determined to create a safe loving home so that we can one day be reunited.

Recognizing honoring Octavio Villalobos for his dedicated service to the Kansas City community, his advocacy for Hispanic and Latinos community, and his retirement from the Kansas City, Missouri Police Department.

This resolution is a bittersweet one.
Probably more bitter for us, more sweet for Chato.
It honors Octavio Villa Lobos, otherwise and endearingly known as uh Chato, after 26 years of service with the Kansas City Police Department, that has included 20 years with the West Side Can Center, where he became a trusted advocate, mentor, and bridge between law enforcement and the community.
I can tell you that in my short time on the city council, he has been an incredible asset to our office and addressing public safety issues, incredible asset to the neighborhood and the folks over there.
It's an example of how a can center can work all based on a trusted relationship between the folks in the neighborhood and with Jotto.
There were conversations that you were able to go and have that no one else could have had.
There were situations that you were able to de-escalate and address that no one else would have been able to do.
Chato has received numerous recognitions for his service and leadership, including the Kansas City Chiefs Hometown Hero Award, the Royals Buck O'Neill Legacy Award, the Guadalupe Center Thomas Purcell Award, Downtown Council Urban Hero Award, and the West Side Housing Community Partner Award.
All are awards that I think we are probably familiar with sitting in the crowd and watching incredible people being honored.
That's amazing that you've been honored that many times with that many prestigious awards, and it speaks to your your your quality, Chato.
Um he's also served as the mayor's uh executive protection detail, and nothing's happened to the mayor, thank God.
I think that's because of Chato and his hard work.
And he's uh partner with the Maddie Road Center, helped develop and coordinate two Spanish language citizen police academies that provide crime prevention education information about KCPD services to Spanish speaking residents.
Um shout out to my friend, my brother.
I don't know what else to say.
Um you are going to be sorely missed.
I think you've probably heard that quite a bit over the last couple of weeks as you as you um come upon your retirement.
I wish you well, I wish you peace, I wish you relaxation and rest.
Um, don't be a stranger.
Please stay involved in the community.
Your presence is also still needed, maybe just in a different capacity now.

I met you during any town, teaching the next generation about the cycle of oppression and how we begin a cycle of liberation.
And you have been such an amazing individual to the community, on duty, off duty.

If we were to look up the definition of community policing, your face would be right there.
And I was just telling him a story as I was walking in.
We were talking about the Eastside Can Center, and we were talking about things, how do we make things better?
And I remember Chato uh when he uh working at the West Side Can Center, he would tell the community don't call the police, call me.

That's community policing.
That's a community guardian, that's uh someone that's you know stepping in the gap and saying that we collectively as a community can be better, and I'm a resource to help you to do that.
I'm a bridge to help you to do that, and so as we're building the Eastside Care Center, I've always said, like, I want a Chato, and the police department says he's like Michael Jordan, so you are the GOAT, greatest of all time.
Uh, and wanted to take the opportunity to say thank you for your service to Kansas City.
Um, you will be missed.

Um, you stood up and said choose me.
And that that is 26 years of a lot of weight that you put on your shoulders.

Yeah, I just I just want to I've known you uh seven years I've been on the forest, you've been the rock.
I mean, you're the guy that you always see, you know.
You you did the uh detail here, you've been all over the city.

I just want you to know that a lot of us really appreciate you and know how how good you are for community relations and other things, and we're gonna miss you.

Uh, but it has been an honor to know you, and just you know, the amount of um security that I would feel, even though you were the mayor's detail, you handled yourself in in such a way that I knew you had all of us under your wings that no matter what was gonna happen when no matter what was uh amiss, I know you had all of our backs, and I just want to thank you for doing that with a smile on your face, and really being someone that others can look up to, and I just thank you so much and wish you all the best.
And I just have to say, could you have waited until the end of July to do this?

Uh, if I may just say a few things about Chato, I won't go too long, although I've spent more hours with him than probably any of y'all.
A little while back, Chato told me about a way that he occasionally will arrest people.
Which you never know where a cop's going when he tells you that story.
And he said, if he actually knows the people and all of that, he says, Look, I'm gonna give you the chance to meet with us.
You can meet us down the street.
I don't want to have to go into your house in front of your kids in front of your family and do it that way.
Is there some other way that we can handle this?
That tells me a lot about who Cho is.
Chaotto always works for the community.
Chato was always about the West side.
He was all about making Kansas City better and taking care of his family.
He's a product of Kansas City Public School, served our country and the United States Army, came back here, worked for KCPD, gave his heart and soul to solving issues well beyond the time that he was at work.
And the other thing, as you noted, Mayor Pro Timmy did it with a smile.
When I was first elected mayor, we went to Fiesta Hispana and the Barney Alice Plaza, and y'all knew that Chato was actually the mayor, right?
Everybody's taking pictures, everybody's coming up to him, they're bringing problems, solutions, food, everything under the sun.
That was to be anywhere with Officer Villalobos.
And I will know, as we all who have been here for the last several years know, it has not necessarily been an easy seven years in law enforcement for a number of different reasons.
But Chato, man, he would just show up.
And whether he was working a protest, working late on the west side, trying to solve issues, doing anything under the sun.
He was coming up professionally, with respect with everybody he was working with, and frankly, as an outstanding example of what it means to be a police officer, not just here, but anywhere in the country.
You are a model police officer, a model veteran, a model father, husband, and we are lucky to have you.
And if I may just say this personally, when I took my first child home from the hospital, Chato was there with me.
And I remember looking at him for a minute and see, y'all mom has usually figured things out better than we do.
I think I looked at Chato for a minute and was like, what am I gonna do?
And he just knew, yeah, you figure it out, you can handle it, and life is much easier as a father in this community, knowing that there are men like him who are mentors, who are friends, who are protecting and serving all of us.
So, Chato, on behalf of this entire city, on behalf of my family, my wife, my kids, everybody.
We want to say thank you.
And you know, the biggest smile I've ever seen.
Uh, one day, so y'all know I make it to the Northland.
I was up at Staley High School for a football game, and Chato's daughter was performing either as a dancer or a cheerleader.
And uh, you know, we're standing there doing whatever, and his daughter comes up, and he's trying to look like he's working, but he's so happy seeing her.
And I'm like, this is why this man is working so much and so hard.
So, as was said, enjoy your time with your family, with your kids, and thank you for all that you've done for us.

It was an honor to serve the city that I grew up in.
My mother came here as an undocumented immigrant when I was three years old, and all I've ever known growing up on the west side with all the numerous nonprofits down there, businesses, small business residences, churches, is that I was very lucky that you brought us here that I could grow up to see what true synergy looks like for people who live in marginalized communities that I've got to witness the city council for the last 15 years as I worked for Mayor Slade James and Mayor Quentin Lucas, and it's been an honor to see how hard you all work for my city.
And there's a saying that says, you know, everybody likes to eat the sausage, and so you see how it's made.
I sincerely from the bottom of my heart appreciate all of you, the mayor's team.
I get to see them in action, and I know and I have faith working with councilman Bunch and Chris Penrea, thank you for your words, brother.
I I've known you for a long time, and just your true legacy to your mother's work, man.

I still have a major influence in that community, but uh just uh I'll keep this short.
But I I want to specifically thank the city of the Kansas City Missouri Police Department.
Over the last 20 years, I've been assigned to the Westside Can Center, and they have allowed me and have had the courage that even though they don't have all the answers on how to work with the undocumented population, they trusted me and every accolade I've ever gotten in my life, every award I've ever won was because of those collaborations with those not-for-profits and those churches, the trust of those residents and those business owners.
So I hope that you continue to support those nonprofits on the West Side and everywhere else in those communities that need it.
You guys are doing a great job.
Um the Westside Cancer means everything to me.
Our leader Coromac had a tough job taking over when Linda left when she left us.
Um, and I hope to still see you guys supporting the centers like that to really put what you guys fight for into action down there.
So with all that from the bottom of my heart, I sincerely appreciate all of you in this honor.

Under and so we we uh when we learned that this there was supposed to be a committee sub committee, uh, but the at the time this the attorney hadn't had a chance to or had reviewed it but hadn't submitted it, didn't have the the sign-off for any of the committee members.
So we were we were up against the timeline, which is why we didn't take it up in committee because we we all we were trying to get as much as we could prior to the 20 minute time frame.
So, add on to information, we were all uh briefed on when we met with them based off this language, but it was uh we had it ourselves because uh okay councilman Rogers the the lawyer from pri for the project is here.
I will say it's important this gets done today.

Why does that matter?
So you would have to have the right to put advertising on the building, and so the owner of how this could be used nefariously is if this is a larger district than just what the applicant owns, and they're able to exclude others who may advertise whatever the heck they want in the same district, and I see that as kind of problematic.
The way I thought this came to us was that they just wanted to put up a big old sign during the world cup.
If all it is is about big signs during the world cup, why don't we just do the non-amended version so they get their sign?
If a neighbor that they don't like wants to put up their own sign, then the neighbor that they don't like and put up their own sign, and that's just the story of how the signage works.

I may just propose why don't we just pass the ordinance that does the thing that the applicant needs, and if we need to go back and keep other people from being able to hang banners, then I don't know why we can't come back next week and restrict people's ability to have commercial banners that are something else.
That's I don't I don't know if this does restrict other people.
That's kind of what I read the amendment to do.
The amendment says these guys can so you can have an advertisement that is based on something sold within the area, but you cannot have an advertising sign based on something not sold within the area.
I don't understand the distinction, and I don't know if this is the fact finding moment to get that distinction, but if can I be recognized?
Uh so I think the issue we have is because we started our meeting 30 minutes early, which not everybody knew that, uh and and in addition to the fact that we only had corn for 20 minutes.
In talking with staff, this is a recommendation on staff's behalf because this is closer to what the CPC recommendation was.
But I think in just in the time constraints that we had, we didn't actually have this information, have everything organized for us to be able to do this.
So if anything, I would just recommend that we do allow staff to provide any clarity if needed.

This is where I almost get confused though to your point.
I believe this was introduced by Councilman Wright or um it was introduced by council sponsor, Rogers.
And Rogers, okay, and so staff doesn't really get a bite at the apple to policy matter, tell us what should be in the ordinance.

Right, because if if I have a business, I can I can I can put a sign up that advertises my business, but I can't put a sign up that advertises someone else's business, and I would like staff to clarify if that is to some extent what this is trying to do is to conform this council approved signage plan to what our policy is.

Would all who are able please stand for the invocation and remain standing for the Pledge of Allegiance. Pastor. Let us pray. Almighty God, we acknowledge you today. You are sovereign and omniscient. We are standing in need of prayer today. We trust that as we acknowledge you, that you will in turn direct our path as your word declares. Gracious God, we are so appreciative of the liberties that we have in America, the freedom to pray in public, being one of many. This wonderful beautiful city adopted the spiritual tradition of prayer before the council meeting in the year of 1995. Now Congressman Emmanuel Cleaver instituted prayer before the weekly City Council legislative sessions. Thank you, God. You tell us in Scripture that if we humble ourselves and pray that you will hear from heaven, and you would heal our land. Lord, we need that healing. In the words of Mayor Quentin Lucas, we are proud in Kansas City to stand up for our values, our laws, and all of our people. Then you mention civil authorities. That prayer should be made for them. And God, you tell us in verse three, for this is good and acceptable in your sight. And so, dear merciful, kind, and loving God, I want to pray for our city and our mayor and the twelve council members represented here today. All the decisions and policies and legislation and budgets and city affairs and oversight of city departments that will be meted out today. These officials experience the intense pressures, oh God, and the weight and the stresses of their leadership. Lord, do not let them buckle or fail, but undergird them and endow each one with strength to press forward. Lord, give these elected officials wisdom, balance, and direction to make the proper choice for their respective districts. And as they pour out energy, effort, and intelligence, Lord, please renew and replenish this council board. I pray peace and health and prosperity over our mayor and his family and the 12 council members and their family. Lord, we all have the same love and interest, and that is Kansas City. And because of consistent, committed, dedicated leadership from this council, Kansas City continues to thrive and be a blessed place. Lord, please keep our city protected and safe, a safe place to call home. And Almighty God, let honor, truth, and justice continue to rule within these walls.
