Uh so today we're we're gonna declare June the 15th as World Elder Abuse Awareness Day in Kansas City, Missouri.

Older adults deserve to be treated with respect and dignity to enable them to serve as leaders, mentors, volunteers, and vital participating members of our communities.

In 2006, the International Network for the Prevention of Elder Abuse in support of the UN International Plan of Action proclaimed a day to recognize the significance of elder abuse as a public health and human rights issue.

The National Center on Elder Abuse in Kansas City, Missouri recognize the importance of taking action to raise awareness of prevent and address elder abuse.

As our population lives longer, we are presented with an opportunity to think about our collective needs and our future as a nation and as a city.

Ageism and social isolation are major causes of elder abuse in the United States.

Preventing abuse of older adults through maintaining and improving social supports like senior centers, human services, and transportation will allow everyone to continue to live as independently and as possibly and contribute to life and vibrancy of our communities.

So today, June, June the 15th, is Elder Abuse Awareness Day.

And I can go on and on and on about these ladies in front of me and how much they do for older people in Platt and Clay counties.

And I've gotten to work with them for years and years and have seen all of the great work that they do.

And this is the most bittersweet conversation we've had since we've been doing this.

And that I believe half of you are retiring in 2026.

So Debbie and Tina, I just thank you so much for everything you've done for our entire Northland for the last literally decades, and um I'm I'm excited for the future too, but sure gonna miss you guys.

So anyway, thanks for bringing this important day to our attention.

We come together to raise awareness about a pressing issue affecting older Americans.

Did you know that in every year an estimated five million or one in ten older Americans experience elder abuse neglect or exploitation this shocking statistic underscores the urgent need for action in education.

In Missouri in 2025 Department of Health and Senior Services reports almost 20 thousand cases open for elder abuse it's estimated that for every case of elder abuse or neglect as many as 23 cases go unreported.

In Jackson County there were over 3,000 cases received for elder abuse.

So on behalf of our local area agency on aging and with the Mid-America Regional Council Bethany we have Celia here with Platt County Senior Services and Debbie with Platt County Senior Services I'm Tina Yurige with Clay County Senior Services all of our partners we work to raise awareness through education training and programs that help seniors stay engaged and nourished such as through some of our programs such as senior centers, meals on wheels and caregiver support programs.

Everyone has a role to play the public can watch for signs of elder abuse learn how to get help and report abuse older adults can stay connected with family and friends learn more about their rights use professional services support where available and make sure their financial and legal affairs are in order family and informal caregivers can lower their risk of committing abuse by learning ways to cope get help from family or friends take breaks get support from local health and social services.

So together we can make a difference and ensure that every older American receives the care respect and dignity they deserve thank you.

Thank you ma'am council uh councilman Duncan thank you honorable mayor uh it is my great honor to rise um and recognize uh leaders and organizers with SIU local one um in their appeal for job protections and better working conditions um for folks that we see often um but I don't think many Kansas cities recognize um these are our traffic control officers at the Kansas City Airport those are the folks that make sure you don't get run over when you're trying to uh cross the street um those are the folks that make sure that we keep traffic moving um they're the folks that are making um increased traffic right now at at the airport possible during the World Cup um and what SEIU is advocating for and what those what those workers are advocating for um is a seat at the table the right to organize um they're asking for uh better working conditions they're asking for simple things like um their sticks to light up so that when they're moving traffic um around that people can see them.

They're asking for simple things like communication equipment so they can talk to one another um because it is a dangerous job uh we're talking about folks who are um dealing with people who are probably not at their best um and they deserve um the right uh to organize, they deserve to be recognized.

Um, and it is my great honor to honor them.

The traffic control officers performing this work face high turnover, driven by a lack of job protections, dangerous working conditions, outdoor work during prolonged periods of inclement weather, and very little paid time off.

They're essential workers and have worked continuously to keep the airport safe, functional, and for public use.

These essential workers will play are playing an essential role as we continue to welcome visitors from all over the world to Kansas City for the World Cup, and they deserve um to have safety protections as they keep us safe and they keep pedestrians safe.

So it is my great honor to recognize um SCIU Local One and the uh traffic control officers as they move to organize and become a union.

The reason this comes to legislation for us is actually related to a several years ago Supreme Court decision relating to flag raising and making sure that we have some affirmation of city policy through I think these necessary steps that's why we bring it to you today and uh we'd ask your support.

It will uh increase the indigenous care funding and amount of 140,000 dollars for swope health services uh as a part of the um the 2627 budget analysis.

The it directs the city manager to add those additional dollars, and if the funds were not available, it'll do this in the first quarter.

Um, just rising to say, you know, the reason that uh SWOP did not receive additional health levy dollars is because they received over $9 million of health levy funds out of cycle.

Um so I I will be a no on this ordinance.

Not because SWOP doesn't do good work, but we've set a terrible precedent by uh awarding a safety net provider eight million dollars out of cycle for capital improvements out of the health levy, which is currently being reduced.

All safety net providers and current contracts are receiving 2.5% less dollars because the health levy is in danger.

As we move forward and uh the work requirements for uh Medicaid uh will will wreak havoc on our health care system.

People will continue to look to the city of Kansas City to say, can you support us?

I believe we have uh an ordinance on the docket for first reads today in Platt County, uh, because Platt County did not decide to fund their Meals on Wheels program.

Um the City of Kansas City is being asked to help subsidize that, and at some point in time we're gonna have to say when when do we step in to fill the gap for the federal government?

When do we step in to fill the gap for counties that are not paying their fair share to support their people?

We have a health levy that is in crisis, and we need to be judicial with how we use those dollars.

And in my opinion, we were not judicial how we use those dollars to give eight million dollars out of cycle to a safety net provider that already saves health levy dollars, and so I will be a no on this.

I will note that a health levy dollars have been used for debt service in capital projects.

That's in the um the resolution.

And secondarily, uh, if we want to be a entity that people can trust, an entity that has transparency, the time to vote no was when they ask for the money to build the facility that we're in desperate need of building.

Don't make them the uh, don't punish them based on our previous decisions, and we were not transparent with them.

We did not say to them that if you move forward with this ask, it's going to impact your ability to help individuals who are indigent.

Swap health services, they see the most sickest of the sickest patients, and we did not put them on par as it relates to them seeing patients, and so let's not mix apples with oranges, and let's be transparent in our dealings, and let's make sure that people know what to expect when they're dealing with the city government.

So as we increase the budget for all of our FQACs to ensure that their contracts were not um reduced.

SWOP deserves the same thing, and I appreciate my colleagues and I appreciate the neighborhood planning and development committee for seeing it that way and asking for a recommendation to advance this one hundred and forty thousand dollars, by the way, which we shouldn't be squibbling over.

Um honorable mayor, Kansas City is the home to newcomer, immigrant, and refugee residents whose full participation in civic life strengthens the city and its neighborhoods.

The mayor's commission for new Americans conducted community engagement and developed recommendations concerning how the city can better serve immigrant and refugee communities, and the city council desires to build upon that work by establishing an advisory body to provide ongoing resident-led input regarding inclusive service delivery, civic participation, language access, emergency communications, and neighborhood inclusion.

The January 2026 certified welcoming audit identified the need for a formalized and active advisory body to sustain the city's welcoming efforts.

The city council finds that the welcoming Casey Commission will provide an ongoing forum for residents, community-based organizations, and city departments to identify barriers to city services and recommend improvements.
