2:47Mayor, it is my privilege to introduce everybody to Sam Hennenfett.
2:53I don't have to go very far to give out special actions.
2:56Last year, two years ago, I gave a special action to Emma Nye, who is my next door neighbor.
3:02And Sam lives across the street from my neighborhood.
3:06But I think what more telling is how impactful that neighborhood must be on the young kids.
3:14The Sam is like unbelievable.
3:18This is this is a young man who goes to Staley High School, who is a scholar and an athlete at the same time.
3:32The everything he's done.
3:35He started competitive swimming when you were in eighth grade.
3:39He uh four years as a varsity swimmer at Staley, two-time Missouri State champion in the 500-yard freestyle swimming, set four school records, and has been named a USA swimming scholastic all American three times.
3:54He's maintained a now, this is a school of 500 seniors, right?
3:58He's maintained a 4.75 weighted GPA, number one in his class out of 500 kids.
4:07He was twice the vice president, or he was the vice president of Staley High School's National Honor Society, a national merit semifinalist, and two-time AP scholar with distinction.
4:18This fall, Sam will uh attend Duke University, a little school out in North Carolina, you might have heard of it.
4:27Um, and he plans to pursue it, pursue a degree in biomedical engineering.
4:33Sam has recently named the Kansas City Star.
4:35I don't know if you saw the article in the star about uh two weeks, a month ago, three weeks ago.
4:40Um he was uh named this Kansas City Stars Boys Scholar Athlete of the Year for the for his both his academic and athletic accomplishments.
4:51Now, my wife will tell you the greatest asset or the greatest virtue of this young man is the fact that he doesn't make his parents do the mow the yard, he does it himself.
5:01And uh I I'm just I'm so his parents are great, both of them pharmacists, um uh lived in the neighborhood for a long time, wonderful people.
5:10I I just I can't tell you enough how proud the city is of having a young man like you, and I would only ask that when you do get out of college and you do come back to the city, try to keep your talents here because we love we hate to lose a guy like you.
5:26So thank you very much, and uh I would thank you so much, Councilman O'Neill.

5:36I actually just I like to rise and honor when we see greatness, and I know we have greatness in front of us today, so I I just want to say congratulations, and I echo everything that Councilman O'Neill just said, and we want you to make sure you come back and make Kansas City be your permanent home forever, because I know once you get out there to do it, you'll probably uh have other people that'll try to get you to come to other cities, but congratulations and thank you so much for uh making Kansas City shine the way that you do.

6:12I will just say, on behalf of uh Councilman Bunch, um uh councilman Rogers, all of us, Councilwoman Patterson has a councilwoman Robinson, all of us who have children who are younger than college age, parents tell us the secret.
6:27Uh you have done just an exceptional job with this young man.
6:32Obviously, uh I could tell from talking to him earlier.
6:35Not only is he blessed with wisdom and athletic talent, but also humility, and I greatly appreciate that.
6:41I think we all do, and that's why we are incredibly excited, not just to meet you now, but to see your future success.
6:47Wish you the very very best in college.
6:49Uh, I know that should be an excited endeavor for you and in your future athletic competitions.
6:54Remember not only that we're here to kind of cheer you on, but also that this is a community that cares a lot about your success long term.
7:02So if there are ever any tough days and all of that, know that councilman O'Neill will cook a nice dinner for you or something, or probably gay O'Neill will.
7:13But more than anything, we are just so proud.
7:16I know all of Stalyley High School of the North Kansas City School District is, and we wish you the very best.

8:53Honorable Mayor, uh, this resolution directs the city auditor to perform a review of the city's various boards and commissions to determine whether there is uh redundancy among the functions.
9:03As the city council seeks to improve efficiency or review of quorum issues of boards and commissions, may also provide fruitful and identifying and solving issues of holding regular meetings.
9:12This was brought to us by councilman Rogers.

9:25What I'll just add is this probably the last time we did this was about 2020.
9:29So I thank you, Councilman Rogers, for bringing this up.
9:32I think it's an important topic uh in terms of how we can make sure we're more efficient, not just in the total number of boards, but also are they meeting the numbers, the appointments, all of that to make sure we're being as efficient as possible.

10:01Paterson has a bunch.

10:17Minute chapter 88 zone development called by appeal in section 285, Westport Overlay District, and enacting a little there of new section light number and subject matter for the purpose of amending allow uses within the Westport Overlay District and create any standards for drive-through facilities.
10:30Never committers do pass.
10:33This would be the mayor pro Tim.
10:58Three of the eight intents listed in the overlay encouraged maintaining the pedestrian oriented development to achieve these intense drive-through facilities were listed as a prohibited use within the district.
11:10The proposed amendment require review or rezonings and text amendments as standards for the overlay were codified.
11:21Staff does not believe the amendment meets the required criteria for text amendment.
11:26It does not correct or an error or inconsistency in the code, and it is not within not consistent with adopted plans or stated purpose of the Westboard overlay and is not in the best interest of the city as a whole and does not meet criteria for rezoning.
11:42The property is suitably used and in current operation under the current zoning and overlay standards, and the property is not vacant due to zoning and amending overlay.
11:57Also in the staff report.
11:59So as you can tell by that, the um staff, uh this was not recommended by staff.
12:05The however the neighborhood plan and development committee did review and recommend it do pass.

12:15Um I will just say briefly, um, this is this was actually a somewhat unique um situation where we are amending an overlay district.
12:26Um I did ask a question at the committee because the the criteria that we are using as provided in the code um was such that as if we were um rezoning a property.
12:40And so I think there is an I since um ask staff um you know perhaps that may not be the exact criteria we should be using.
12:52Um but have setting that aside, um it is what is in the code.
12:58Um this is a very narrowly tailored.
13:02Well, I should not use those words because that does have legal meaning.
13:06Um it is a it is not bad to be narrowly tailored.
13:10It is very specific and narrow um changes to the overlay district district.
13:15Why it while it does uh allow for drive-through facilities, it is not your typical drive-through facilities.
13:22It does not allow for um call buttons, it does not allow for screens, it is specifically a um uh drive up window where you can pull um the like a bag from the window.
13:37So for those reasons, I was supportive of this change to the overlay district to allow a special use permit.
13:43The special use permit would still have to go to uh the CPC.
13:49Um, and so this was very limited in its uh change in application.
13:54So uh that's why I was supportive of it.

14:03I apologize for missing committee.
14:05This would allow for a special use permit for a drive-thru in Westport.
14:09Is that is that true?
14:12Um so what this does is it would and I want to uh touch on the drive-thru versus the drive-up.
14:22The it's being referred to as a drive-thru because that's the only definition we have in the development code.
14:27And so this is actually um it's it's more specific than a drive-thru.
14:32So I just wanted to be careful clear on that.
14:34It's not a as Councilwoman Boo pointed out, there's not a call box, there's not a menu board, it is a order order ahead of time and come and pick things up.
14:43Um but what this does is it changes the the base overlay to allow for in very very specific instances, no new curb cuts.
15:11Um and so this is very again, it's very narrow in in what is allowed for and it changes again.
15:18It does not change it for one specific property, it does not draw this property out of the overlay, it simply allows for this process um um under certain circumstances like a drive of uh it has to be pickup window and the curb cut already has to exist.
15:34Um so I hope that answers your question.
15:38Further discussion on the ordinance to say this.
15:42I I will probably join.
15:43I know there was a no vote in committee to I'll join on the no side for a few reasons.
15:48Understanding, I think the work that has been um at least that has been attempted to resolve here.
15:54One, I I do think that we have a number of entities in this business in the greater midtown westport area.
16:01Some of that is just pure adjacency to the state line and the fact that the same product isn't available on the other side.
16:08Um I I think that um granted it's a pickup, so more like going to your CVS pharmacy to pick up of an order that you've already called for, but I do get worried about what secondary effects occur from um just that sort of activity centered in a district where we already have a number of entertainment facilities, alcohol sales, and others, um, and actual um criminal activity uh at times, and so uh I'm just not sure it better the neighborhood necessarily while having the greatest respect for otherwise lawful businesses that I and many other Missourians voted to support their legality.

17:37Authorizing manager of premises over to execute various funding agreements in accordance with this ordinance and authorizing director of housing community development department to expand that amount from funds appropriate in Central City Economic Development Fund.

19:40Mayor, this uh allocates 550,000 within the Capital Improvements Fund to address a remaining funding gap for the Northeast Vivian Road Street Scape Project.
19:49Um I would add that the this was um this was on uh has been on the radar for some time um back when this area was within district one.
20:00We allocated some money towards it, so this has been almost five five six years in the in the in the process, and it's in in need of of the of the landscape project, streetscape project.

21:08Mayor, KC Waters effort to here is to comply with federal and state drinking water regulations concerning lead service lines.
21:17The project pilot study will identify where lead water service lines may exist, create a comprehensive inventory database, provide information to the public, support regulatory compliance and public health.
21:31KC Water is building a citywide database of water service line materials, especially lead lines, by reviewing old records, analyzing the data, and making the results available to residents through a public information tools so the city can comply with drinking water regulations and better protect public health.
