1:08

Good evening, council mayor, uh Eric Hellrigal, director of parks.

1:12

Um, one of the things that Amy and I discussed is um we've got a couple of 40-year uh city employees, and that in my world is a pretty significant accomplishment, no matter what your what your occupation is, excuse me.

1:29

So felt like it was was uh a nice gesture to uh acknowledge their service to our community.

1:38

You know, these are these are folks who work in in middle management for us and you know have have very unique and very difficult jobs, and uh they do it with a lot of class, they do it with a lot of effort, and so appreciate city council recognizing um both of them this evening.

1:54

Okay, thank you.

1:57

Uh really not much to add to that except for uh when you're talking about an employee like Roger Peterson.

2:02

Um he makes your job extremely easy and extremely hard all at the same time.

2:10

Pretty sure most of you know him, but um and we all understand what you're saying.

2:16

Roger's a million miles an hour, but extremely dedicated to the city, and I just would like to thank him publicly as well for for uh being part of our team.

2:24

So good.

2:25

And I thought about it, we'd have all brought toothpicks and okay.

2:32

Well, Roger and see if you want to come up.

2:34

You want to say a few words?

2:35

One of you both uh Roger has a whole speech, I think.

2:39

No, I don't know.

2:40

He's got a basketball game you want to get to.

2:42

Uh you know, seriously being here for 40 years, you know, you think about it.

2:46

That's that is a long time, but it is a short time.

2:49

And uh to where I'm at, you know, I'm not educated, I don't have a college education, but I've uh I think I've thrived in the in here, you know, and in uh city of Kearney is number one for me, you know, the the people and stuff, and and I appreciated uh you know being able to do what I can what I've done and it wasn't for the guys that work with me and stuff like that.

3:13

There's no way I could do what I do because um is just unbelievable, and it wasn't for them, I guess it would be more difficult, and and I've got a great crew right now, and especially Dwayne Schmidt, who's under me.

3:26

And uh, you know, if it wasn't for him, it would be more difficult.

3:31

So I just appreciate what they do, and I thank you for backing me and stuff like that, and everybody.

3:38

Well, we appreciate everything that you've done over the years, Roger, and we're glad we didn't lose you and and we're we're glad you're back and get a few more years.

3:45

Appreciate that.

3:46

I don't know about this, you know.

3:49

Yeah, when I started with the city 40 years ago, I thought the job cemetery I'm gonna take this for a year or two, the economy was bad, and I would look for working.

3:56

I'll throw it somebody you're too and go find something better.

3:58

Well, I'm still here.

4:01

It's been very fulfilling career so far.

4:03

I mean, I've really did a lot of improvements and different things out there that I'm proud of.

4:08

Um it's been fun and enjoyable for the most part, and like Roger, I got a crew without it without your staff underneath you, you know, you'd never get your job done.

4:17

And that's same with me with the crew I have right now, the crew I have right now, have been together I think close to 10 years, and they've really worked well together and making my job easier.

4:26

Um I've enjoyed working here uh for the most part.

4:30

It's been a great career, and uh just thankful for the opportunity.

4:34

Thank you.

4:34

And thank you, Stephen.

4:35

And over the years, yes, not many times any have a ribbon cutting at the cemetery for the kiosk and uh you know the time capsule and and people say what's going on out there.

4:45

I said, Don't worry, it'll be done nice, and Steve's got it.

4:48

So on the expansion.

Summary of Proceedings

Kearney City Council Meeting - February 27, 2024

The Kearney City Council held a regular meeting on February 27, 2024, at 5:30 p.m. in City Council Chambers. The meeting included recognition of two 40-year city employees, a public hearing on the half-cent sales tax capital improvement plan, approval of consent agenda items, and adoption of a salary ordinance. The council adjourned into closed session to discuss personnel matters.

Recognition of 40-Year Employees

  • The council recognized Roger Petersen and Steve Baye for 40 years of service with the City of Kearney. Parks Director Eric Hellrigal and others praised their dedication and leadership. Both employees thanked their crews and expressed continued commitment to the city.

Public Hearing: ½¢ Sales Tax Capital Improvement Plan

  • Interim City Manager Brenda Jensen presented the proposed Capital Improvement Plan (CIP) for the upcoming budget year, funded by the half-cent sales tax passed by voters in 2005. Key items for 2024-2025 included:
    • UNMC Rural Health Education Building: $220,000 (second payment of a $5 million gift)
    • Public Safety Radio Project: debt service payment
    • Miscellaneous Street Repairs: $370,000
    • Dump Truck/Plow: $295,000 (ordered but not yet delivered)
    • Bond Payments: $1.6 million for previous paving projects
    • Indoor Sports Complex: $2 million
    • Memorial Field Turf: installation planned fall 2024, funded from next fiscal year
    • 30th Avenue Overpass Repairs: approximately $1.8 million (structural repairs to driving surface, MSE walls, expansion joints, and sidewalks; timeline 2025)
    • Highway 30 Roundabout: total cost $3 million, but city share only $300,000 (20% of standard 5-lane section cost); NDOT (80%) and UNK cover the remainder
  • Discussion included questions about the overpass's long-term durability and the possibility of adding a fourth lane or bike/pedestrian crossing. Public Works staff noted the three-lane configuration currently handles traffic well, and a fourth lane may be needed if an interstate exit is built. Council members requested future CIP documents show only the city's share for projects with external funding.
  • The council closed the public hearing and approved the CIP unanimously on a roll call vote.
