The first one is for the Elks Lodge 984.

And the proclamation, the benevolent and protective order of Elks was designated, has designated May 1 through 7, 2024 as Elk's National Youth Week to honor America's junior citizens for their accomplishments and to give fitting reception to their service to the community, state, and nation.

And whereas Carney Elk's Lodge number 984 will sponsor an observation during that week in tribute to the junior citizens of this community.

And whereas no event could be more deserving of our support and participation than one dedicated to these young people who represent the nation's greatest resource, and who in the years ahead will assume their responsibility for the advancement of our free society.

And whereas our youth need the guidance, inspiration, and encouragement which we can give in order to help or to develop those qualities of character essential for future leadership and go forth to serve America.

And whereas to achieve this worthy objective, we should demonstrate our partnership with our youth, our understanding of their hopes and aspirations, and a sincere willingness to help prepare them in every way for the responsibilities and opportunities of citizenship.

I mean, this is one of those things that we do every year, but it's one of the things that we love to do in the Alks nationally.

This year was our best year of donating, giving money back to the community.

We work with law enforcement on our drug take back, both the sheriffs and the city police.

That's coming up here in a couple weeks.

This was the first year we had three youth from Kearney that made it to the regional hoop shoot out in Colorado Springs.

And uh Ali Seba will be representing Carney, Nebraska, the whole state of Nebraska at the national hoop shoot April 18th through the 21st.

Kearney City Council Meeting – April 9, 2024

Oak Park Center Fourth (Public Hearings 1-3)

  • Applicant Craig Vennett (Miller & Associates) for Sorensen Acres, LLC requested rezoning from AG to C-2, final plat, and annexation of 2.65 acres at the southwest corner of 2nd Avenue and 56th Street. The preliminary plat was from 2012. Infrastructure (sanitary sewer, water, storm sewer) already exists or will be extended. Council asked about traffic stacking on 2nd Avenue; Vennett estimated about 14 cars stacking distance. No public opposition. The council voted unanimously to approve all three items: Ordinance 8662 (rezoning), Resolution 2024-35 (final plat), and Resolution 2024-36 (annexation).

Arbor View Fourth (Public Hearings 4-8)

  • Requested postponement to April 23, 2024. Council voted unanimously to postpone.

Clinch Storage (Public Hearings 9-10)

  • Applicant Jestin Clinch (Clinch Storage, LLC) requested rezoning from AG and C-2 to C-3 (General Commercial) and a conditional use permit for enclosed warehousing on a 3.4-acre parcel east of 625 East 1st Street. Plans include indoor RV storage with six buildings, paved entrances, and landscaping. Council member noted that Autumn Blaze maples are not suitable for local soil; city forester will advise on tree selection. No public comment. Council voted unanimously to adopt Ordinance 8665 (rezoning) and Ordinance 8666 (conditional use permit).

Code Amendments – Accessory Buildings (Public Hearing 11)

  • Melissa (planning staff) presented proposed amendments to Section 47-105 of the City Code regarding accessory buildings. Changes include reorganization, removal of repetitive language, updated tables, and clearer subsections. Council member asked about minimum permit size (120 sq ft). No public comment.
