Uh one is uh someone who's served our community for a very long time, another one who's uh a new a new servant here in our community.

Uh so at this time I'm gonna call up uh one the one only Roger Jasnock to the front of the room here for a proclamation we'd like to present to you.

So uh as a lot of you know, uh which I'll read in the proclamation, Roger is retiring from his uh stint serving the chamber, the visitors bureau over a very long period of time.

But uh so excited that we're one of many groups that are able to honor Rod Roger here in these in these uh final couple months of his service.

So the proclamation, uh, whereas Roger Jasnock has served the Carney community and Buffalo County with dedicated leadership and has played a role in the strengthening and growth of the tourism and hospitality industry for nearly 40 years, and whereas during that time Roger has served on the Nebraska Tourism Commission, brought numerous state and regional events to Kearney and collaborated with local and state entities on projects such as the Carney Area Community Foundation and the Archway, and also played a pivotal role in the new Kearney Welcome Center.

And whereas the impact of Roger's legacy will be felt for years to come in the Kearney community due to his vision, public service, and his continued effort to put central Nebraska on the map as a destination for conferences, sporting events, museums, and numerous other tourist activities that now call Kearney home.

And whereas we greatly appreciate Roger's commitment to the tourism and hospitality industry and his steadfast commitment to Carney, which will have a lasting effect on those who visit Kearney.

Now, therefore, be it resolved that on behalf of the citizens of Carney, Nebraska, we do hereby in honor and gratitude thank Roger Daznock for his immeasurable contributions to the tourism and hospitality industry, and that all he has done to help put our community on the map as a tourist destination.

But Carney's been the same strategy has been a common thread of uh all council members that I can remember that's several different ones.

Well, I know uh a lot of people do know you, Roger, and the community, but not everybody.

I think a lot of ways you're definitely an unsung hero for all the things that make Carney great nowadays, and we all get to see what goes on in South Carney regularly because we get invited to attend some of the events from all the people that come from out of town, and uh, but a lot of people don't understand not only the impact of just people coming in and creating a marketplace for more restaurants or other services, but also the benefit it has on our taxes and things like that.

So you've just had such a huge impact.

And I think about you know, I've I've been state cross-country probably I don't know how many times I've been in state cross country, but 30 times, I don't know.

Uh, but events like that that are such a hallmark in our community that you had such a big part of cementing into our economy and to our culture and to uh you know an annual basis.

Well, uh the pinnacle of my career when I was in Walmart one night, and these two elderly ladies were talking about some event coming up in our community, and one of them says, Ask him, he should know.

Kearney City Council Meeting - June 24, 2025

  • Authorized disposal of a 2008 American LaFrance Condor Sideload Refuse Truck by the method most advantageous to the city.
  • Approved annual renewal of manufactured home court licenses for East Lawn Mobile Homes Estates, Countryside Mobile Home Park, L & M Mobile Home Park, and Cornhusker Trailer Court, and granted an extension until July 16, 2025 for Valley View Mobile Home Court to correct deficiencies.

Speakers expressed strong preference for keeping Keno local, supporting either Kearney Gaming (the incumbent) or Community First Keno (a new consortium of local bar owners). No immediate utility connections exist; development will rely on well/septic until water and sewer become available. The public hearings were opened and closed with no public testimony. All three items were approved unanimously.
  • Keno Operator RFP Discussion: City Manager Brenda Jensen outlined the RFP process that began in 2022. A committee of nine members (four city staff, two council members, three citizens) evaluated three proposals using eight weighted criteria. Scores: Big Red Keno – 36.4; Kearney Gaming – 31.5; Community First – 22.5. Key factors in the recommendation: Big Red Keno's experience (operating 279 locations statewide), a guaranteed 8.75% of sales revenue (compared to the current minimum 5%, with actuals averaging 7.4%), inclusion in a larger Omaha prize pool allowing top prizes up to $250,000 (current max $50,000), a planned Keno app rolling out July 16, 2025, and a $200,000 contribution to the community betterment fund. The city currently receives approximately $850,000–$900,000 annually from Keno. Revenue has declined from $964,000 (FY2022) to $720,000 (FY2024). Council members who served on the committee stated they followed the scoring process objectively and could not disregard it. Several council members noted the importance of adhering to a fair RFP process to maintain integrity for future bids. Concerns were raised about potential loss of handle due to removal of the live ball draw and a less favorable pay table, but the app was seen as a potential offset.
