1:07

But Buck, would you uh please come to the podium here?

1:09

We have something to read to you, and then I'd love to chat with you a little bit.

1:16

So I'm gonna read a proclamation first, and then after it, Buck would love to hear just um some thoughts from you about your time here in Kearney and and uh over the years and reflect a little on that.

1:28

So our proclamation is whereas uh Buck Mahoney has faithfully served the people of Kearney as a sports writer for 41 years, capturing the triumphs, heartbreaks, and unforgettable moments that have defined our community's athletic spirit, and whereas through his dedication, fairness, and passion for storytelling, Buck has chronicled the accomplishments of countless student athletes, coaches, and teams preserving their achievements for future generations, and whereas Buck Buck has become a trusted voice and beloved figure at Carney High, Carney Catholic, UNK, and numerous other schools with his insightful coverage, keen eye for detail, and deep appreciation of the role sports play in bringing our communities together, and whereas his work has not only informed readers but also inspired pride, unity, and sportsmanship throughout central Nebraska.

2:14

And whereas after 41 years of distinguished service, Buck is retiring from the Kearney Hub, leaving behind a legacy of professionalism, integrity, and an enduring contribution to the civic life of our community, and whereas Buck has been recognized for his distinguished service by being named to the UNK Sports Hall of Fame and the Nebraska High School Sports Hall of Fame.

2:32

Now therefore be resolved that the Kearney City Council on behalf of the citizens of Kearney wishes to express our deep gratitude to Buck for his years of service to the sports community, both in Kearney as well as surrounding schools, dated this day, the 12th day of November 2025.

3:00

Like what are some good bio points?

3:02

And Randy wrote that and I just thought it was summed up you and the the contribution of uh the writer of sports uh contributors so well, so I really appreciate appreciate that.

3:13

So yeah, Buck, so Randy's a good writer, he wasted his time being first of all, thank you very much.

3:23

I really appreciate this.

3:26

And let me tell you, it's been a fun 41 years.

3:30

I've enjoyed almost all of it.

3:32

I've worked with some of you.

3:34

I've worked with Randy, I've played golf, and I've yelled at Kurt.

3:41

Sometimes Kurt doesn't make the right calls.

3:45

It happens.

3:47

But you learned to live with that.

3:48

And it's it's been a fun time with a lot of good people, a lot of good athletes, and I've really enjoyed every minute of being here.

3:58

And that's why I stayed around.

4:01

Carney's a great town, and your body has been a great part of why it is a great town.

4:08

4:10

Thank you for the this honor.

4:14

So Buck, uh, tell us like I we were talking a little bit about the game the other night.

4:18

Like, how have you what were the biggest changes you've seen from when you started as a writer to now and to sort of terms in in high school sports and area sports?

4:26

The biggest change has been just the amount of teams, sports.

4:34

You know, when I started, we didn't have hockey.

4:37

We didn't have girls wrestling.

4:39

We didn't have high school soccer, college soccer.

4:43

We didn't have not every school in the area had cross-country or wrestling.

4:52

And those teams are just every year, it's like there's new opportunities, new sports, softball no high school softball came in not that long ago.

5:00

of teams sports you know when I started we didn't have hockey we didn't have girls wrestling we didn't have high school soccer or college soccer we didn't have um not at not every school in the area had cross country or wrestling and those teams are just every year it's like there's new opportunities new sports softball no high school softball came in not that long ago and you know it's it's just been the amount of kids get involved and teams that get involved and it's always been enjoyable to watch them develop um the other the big thing is internet social media um you know you can you can find results almost everywhere um that made it made it both harder and easier I think we lost some contact with coaches but because it was easier for them just to post it somewhere and not call us they used to call us every night talk to us the way we did business you know fax machines came and go they came and they went we did you know it was great well we could do it this way and then now it's gone nobody has a fax machine anymore so it there's papers curled up somewhere yes still you know just there were a lot of changes in the way we did the job uh changes in the way schools did sports and it's it was all right it wasn't you know you live with the changes you roll with the changes and you know it was funny it's it still comes down to what the kids do between the lines and a lot of kids get the job done that you don't think will get the job done and they it's fun it's fun to celebrate with them what's your favorite game is there a game that stands out after 41 years oh you got to go through those three games of the 2003 college basketball season with UNK the comeback by the UNK volleyball team against uh Concordia St.

7:29

Paul five sets and um there have been several high school games that state tournament games the games that stood out during the year which games that stand out because they're played in the coldest weather you could possibly believe or rainy weather or snow you know cover games and in every kind of weather and some of them some of those games stand out I remember being at Greeley when it was pouring rain and Todd knows because he was at Wall back and same night we were only about you know 10 miles apart and it was a challenge just to see through you know the rain to see who had the ball but we got it done and it was fun to overcome challenges sometimes for 41 years.

8:55

Thank you.

8:56

Appreciate it.

8:57

Well Buck would uh be okay to have a photo with the council with your proclamation sure okay well we won't step on your foot we'll be probably safe as we want to do a pouring down right in the middle yeah all right thank you one of my little funny golf of her no we we uh played night golf in community old appreciated program nice job on the proclamation thanks again Buck I know uh a lot of people I I think I said before including a lot of people have scrapbook clippings in their scrapbook from articles you wrote including me and all of us as kids and so a lot of great memory

10:00

No, we we uh played night golf community buck appreciated Buck.

10:18

I know uh a lot of people I I think I said before including a lot of people have scrapbook clippings in their scrapbook from articles you wrote, including me and all of us as kids, and so a lot of great memories that you left for all of us to remember about our own lives, so it's pretty amazing.

10:34

So thank you.

10:36

All right, we will move on then to um there's no unfinished business.

10:41

Um so we're gonna go to public hearings one through three.

10:44

Um they can be discussed together but voted on separately.

10:46

They pertain to the application submitted by Trent and Snow for Kevin Ingram, Jeff Ingram Jeffrey Ingram, and Glenn Wolford, president of C VRG for the property located at 6045 East 39th Street Planning Commission recommended approval.

11:01

Trent Snow.

11:03

Good evening, Mayor, Council, staff.

11:05

For the record, Trenton Snow Land Surveyor, um address 1309 Central Avenue here in Kearney.

11:12

And I'm here representing um the Ingrams.

11:16

Um there are two brothers and then C V R G Incorporated with Glenn Wolford being the president.

11:23

Um this property is at 6045 East 39th Street.

11:27

Uh when you get that far east of town, 39th Street is uh south of the railroad.

11:33

And so this is about a half a mile west of Imperial, kind of at the end of 39th Street as it wraps around there by the co-op south of the railroad.

11:43

This property, um the house that's on the property is abandoned.

11:47

Um the Ingram's father lived there.

11:50

Um he actually bought the place originally years ago from Glenn Wolford's grandpa who uh lived there.

11:56

And so the house itself is is abandoned and is not livable at this time, um, along with numerous outbuildings that uh kind of are in states of disrepair also.

12:08

The reason um we needed to do this is if you kind of see the yellow line, um it's it is about where the original uh acreage was that the Ingrams purchased, but for many years they have used way more than that with buildings, septics, some different things that they have uh stored on the land.

12:31

Um it hasn't been farmed, um, but it has been used by the Ingrams, and so to clean that up, they are purchasing the ground that they have have been using from C VRG, and to do that we needed to create a subdivision since it's below the 10 acre minimum.

Summary of Proceedings

Kearney City Council Meeting - November 12, 2025

The Kearney City Council met on November 12, 2025, at 5:30 p.m. in City Council Chambers, 18 East 22nd Street. The meeting included a proclamation honoring a retiring sports writer, three public hearings related to the Ingram Subdivision, approval of an 11-item consent agenda, a presentation on NPPD's community energy report, and authorization of a SkyWest Airlines agreement to provide air service to Chicago. All votes were unanimous.

Proclamation

  • Mayor Nikkila read a proclamation recognizing Buck Mahoney, who is retiring after 41 years as a sports writer for the Kearney Hub. The proclamation highlighted Mahoney's dedication and his impact on the community.
  • Mahoney shared reflections on his career, noting the growth of sports opportunities (e.g., hockey, girls wrestling, soccer, softball) and changes in media technology. He expressed gratitude for the honor and praised Kearney as a great town.

Public Hearings — Ingram Subdivision

  • Three related public hearings were held jointly but voted on separately. Trenton Snow, land surveyor, represented the applicants (owners Kevin Ingram, Jeffrey Ingram, and Glen Wolford, President of CVRG Inc.).
  • The property at 6045 East 39th Street is about half a mile west of Imperial, south of the railroad. The existing house is abandoned and outbuildings are in disrepair. The Ingrams have used more land than they own and are purchasing the used portion from CVRG to create a subdivision (the parcel is below the 10-acre minimum). The future plan is to develop a storage facility.
  • No members of the public addressed the council during the hearings.
  • Hearing 1: Amendment to the Comprehensive Development Plan Land Use Map from Urban Reserve (UR) to Commercial Mixed Use (MU3) — Resolution No. 2025-142. Motion carried unanimously.
  • Hearing 2: Rezoning from District AG (Agricultural) to District M-1 (Limited Industrial) — Ordinance No. 8770. The council suspended the three-reading rule and passed the ordinance on final reading unanimously.
  • Hearing 3: Final Plat and Subdivision Agreement for Ingram Subdivision (one lot, 2.4 acres) — Resolution No. 2025-143. Motion carried unanimously.

Consent Agenda

  • The council approved all 11 items on the consent agenda unanimously. Items included:
    • Approval of minutes from the October 28, 2025 regular meeting and the city claims.
    • Resolution No. 2025-144 certifying the annual appointment of City Street Superintendent Brandon Shafto for the 2025 Highway Incentive Payment.
    • Resolution No. 2025-145 approving a Municipality Financial Agreement with the Nebraska Department of Transportation for improvements to US-30.
    • Purchase of a 10-cubic yard dump truck from Truck Center Companies for $263,737.00 for the Public Works Department.
    • Resolution No. 2025-146 approving a Construction Manager at Risk agreement with MCL Construction for Fire Station #3.
    • Three pick-up truck purchases from Sid Dillon Fleet & Commercial: two 1-ton crew cab 4x4 trucks with service bodies at $82,142.00 each, and one with a crane service body at $102,742.00, for the Utilities Department.
    • Resolution No. 2025-147 and Resolution No. 2025-148 approving keno-type lottery operations by Endgame West, LLC (Big Red Keno) at Whistlin Wolf and Paddy O'Mally's Bar & Grill.

Discussion Items

  • NPPD Community Energy Report: Grant Flammig of Nebraska Public Power District presented the annual report. Key points:
    • Nearly $10 million in lease payments were remitted to the City of Kearney, and almost $500,000 in city sales tax was collected. In 2024, $2.1 million in gross revenue tax was paid to Buffalo County.
    • Approximately $125,000 in customer incentives were processed in Kearney.
    • The community solar farm produced 10 million kilowatt-hours, with 5,591 participant shares.
    • NPPD's generation mix is 58% carbon-free, 28% coal, and 9% purchased power, with the remainder from gas and oil.
    • NPPD serves 93,000 customers in 84 Nebraska communities, with 1,900 teammates, 5,400 transmission miles, 2,800 distribution miles, 30 generation facilities, and 3,200 megawatts of total generation. Plans are underway to add 700 megawatts of natural gas generation near Hallam, Nebraska.
    • NPPD retail rates average just under 11 cents per kilowatt-hour, compared to the Nebraska average of just over 11 cents and the U.S. average of approximately 16 cents. NPPD went 11 years without a rate increase, last year had a 2% increase, and is proposing a 3% increase this year.
    • Council members discussed the solar premium pricing and acknowledged NPPD's partnership in attracting a data center to Kearney.
  • SkyWest Airlines Agreement: City Attorney Michael Ty presented a proposed agreement authorizing the City Manager to execute a contract with SkyWest Airlines to provide air service to Chicago. Key terms:
    • One daily round-trip, seven days a week, to Chicago O'Hare, operated under the United Express brand.
    • Service to begin April 30, 2026, and end October 31, 2027, aligning with the existing Essential Air Service contract.
    • Use of 50-passenger CRJ200 aircraft with a minimum of 41 seats available to the public.
    • A maximum city subsidy of approximately $2.4 million over the contract term, evaluated quarterly based on passenger revenue.
    • Staff noted the Denver service has achieved an average load factor of 76% (84% last month) and is on track for 25,000 enplanements this year. Council members expressed strong support, citing the historical success of the Chicago route and the importance of local usage to attract service. The motion to authorize the City Manager passed unanimously.

Key Outcomes

  • The Ingram Subdivision package (land use amendment, rezoning, and final plat) was approved.
  • The City Manager was authorized to enter into the SkyWest Airlines agreement for Chicago service.
  • The consent agenda was approved in its entirety, including vehicle purchases, an agreement with MCL Construction, and keno licensing resolutions.
