0:38

Here Bushcutter.

0:39

Yeah.

0:39

Moore.

0:40

Schmidt.

0:40

Here.

0:41

Stratman.

0:41

Here.

0:42

There are no oral communications, no unfinished business.

0:44

So we're going to move right to public hearing one, which pertains to the new Class D liquor license and manager application for Speedy Mart 2766 located at 3913 Adams Avenue.

1:05

And they didn't find anything concerning.

1:08

So don't know if there's anybody here to speak about it.

1:11

But we come on up.

1:13

Yeah.

1:16

I'm Andy.

1:17

I am with Western Oil Operations Manager.

1:21

This will be our third convenience store in Carney, Nebraska.

1:26

And our 50th overall retail location.

1:32

If you have any questions, I'd be happy to answer them.

1:34

Sure.

1:35

So I mean, everyone that's staff will get trained, follow the training procedures for this sort of so for all of our locations, we do a one-hour tobacco and alcohol training video that they're sat down before they're even allowed to touch the register.

1:49

And then in Lincoln and now Kearney also there's additional requirement for training.

1:55

I'm sure you're aware of the additional requirements, but we do put them through both training.

2:00

Um the state training and then our own training.

2:03

Okay.

2:03

Thanks, Andy.

2:04

Anyone else have any other questions?

2:06

Uh what is your policy in terms of um carding people?

2:08

Do you card everybody like old people like me, or do you use you say under 30?

2:14

Uh the federal government is anybody under 27 gets carded.

2:18

Um, so that's the FDA rule.

2:19

We try to follow that.

2:20

Okay.

2:21

Um that's how we're training.

2:23

Um, so we don't card everyone.

2:26

Um guy like you probably wouldn't get guarded.

2:29

Um it is you I'm a fan.

2:31

No, I'm okay with that.

2:32

It is up to the cashier though.

2:34

We have had some cashiers who will just card everybody and we leave that to them if they want to do that, they're perfectly capable of doing that.

2:41

So we won't restrict them and tell them they can't do that.

2:44

Do you have any policies for um uh if if someone catches a minor trying to to purchase is there you guys have a reward system?

2:52

Yep, we do have a hundred dollar bonus for um either passing a sting through a sheriff or a state patrol or a city police sting.

3:00

Um, or if they catch someone and call the police, as long as there's a um some kind of proof or even surveillance video, we would take that.

3:10

So and then they get a hundred dollar bonus check in their mail.

3:13

All right, thank you.

3:15

Um when are you gonna open?

3:18

Uh May 1st.

3:19

May 1st, okay.

3:20

Yeah.

3:22

Contractors running behind.

3:23

So we're hoping for mid-July.

3:26

I was starting to do the math on May 1st.

3:28

So I was like, I feel like we ran past that already.

3:30

Yes, we ran straight past that, straight past June 1st, too.

The meeting included public hearings on a new liquor license, a utility easement vacation, a rezoning and final plat, postponement of two items, approval of a consent agenda, and two open account claims. Council members present were Mayor Jonathan Nikkila, Vice-President Randy Buschkoetter, Council Members Tami James Moore, Kurt Schmidt, and (per the transcript) Council Member Stratman – the agenda lists Pete Kotsiopulos instead; this discrepancy is noted. The meeting lasted approximately one hour.

No public opposition. Council closed the hearing and approved Resolution 2026‑65 (5–0).

  • Public Hearing 4 – Utility Easement Vacation: Craig Bennett (1111 Central Ave, representing StoneFlex, LLC) requested vacation of a 10‑ft utility easement along the south property line of Lot 1, Butler Second Subdivision (5508 Chase Ave). Council closed the hearing, suspended the three‑reading rule, and passed Ordinance 8807 unanimously (5–0).
