Kearney Planning Commission Meeting – October 17, 2025
The Planning Commission of Kearney, Nebraska, met on October 17, 2025, at 9:00 a.m. in City Council Chambers. The commission considered four related applications for the Ingram Subdivision (6045 East 39th Street) – a future land use map amendment, rezoning, preliminary plat, and final plat – all of which were approved unanimously. A separate set of applications for the Buckshot Addition (119 Central Avenue) were either withdrawn (item 8) or postponed to the November 21, 2025 meeting (items 9–11). Public Comments & Testimony
- Kelly Hardin (neighbor at 6315 East 39th Street, tree farm property) expressed concern about what could be developed on the Ingram property under M-1 zoning, particularly the potential for hazardous chemical storage. She noted that the existing property is cluttered with abandoned vehicles and buildings in disrepair. She stated that if the site is cleaned up and used for storage, that would be acceptable, but she worried that future uses might involve chemicals that could affect her property. Staff clarified that M-1 zoning permits limited industrial uses with limited environmental effects; chemical storage would need to comply with site development regulations and could not have off-site impacts. Hardin acknowledged the explanation and had no further questions.
Discussion Items
- Ingram Subdivision (Items 4–7): Trenton Snow (applicant, land surveyor) presented a multi-step application for a 1.18-acre tract south of the railroad tracks, west of Imperial Avenue, at the end of East 39th Street. The property, originally part of the Wolford family homestead, had long been used beyond its legal boundaries. A strip of land from Glenn Wolford would be sold to the Ingrams to resolve encroachments. The owners plan to clean up the site, demolish dilapidated buildings, and develop storage units. The following actions were taken:
- Future Land Use Map Amendment No. 2025-01: Change from Urban Reserve (UR) to Commercial Mixed Use (MU3). Staff found the amendment consistent with existing development. Motion to approve carried unanimously.
- Rezoning No. 2025-14: From AG (Agricultural) to M-1 (Limited Industrial). Staff recommended approval. Motion to approve carried unanimously.
- Preliminary Plat No. 2025-10: For the Ingram Subdivision. The plat includes individual well and septic details. Motion to approve carried unanimously.
- Final Plat No. 2025-10: For the Ingram Subdivision. Motion to approve carried unanimously.
- Buckshot Addition (Items 8–11): The applicant (Miller & Associates) requested postponement to the November 21, 2025 meeting. Item 8 (Future Land Use Map Amendment) had been withdrawn from the agenda. The commission voted to table items 9 (Rezoning No. 2025-15), 10 (Preliminary Plat No. 2025-11), and 11 (Final Plat No. 2025-11) to the November meeting. The motion carried unanimously.

Um we have a variety of items on our agenda here this morning. I want to point out first if you are here regarding items um eight through eleven. The applicant has requested that this be postponed to our November meeting. Correct. And uh we will not be taking any action in regards to the item that is located at a one-night eleven nineteenth, excuse me, eleven nine central avenue. Uh to let you know initially, so you don't have to sit here and wait for that if that's why you're here. Otherwise, the first item on our agenda is a um a collection of hearings that we'll put together as one to discuss. Uh this is uh first a future land use map amendment uh for property located at uh 6045 East 39th Street. It's an amendment to the land use map of the City of Kearney comprehensive development plan from urban resident urban reserve to commercial mixed use, and that continues with an application for rezoning of that property located at 645 East 39th Street, preliminary and then final plat. Good morning. Good morning. For the record, Trenton Snow Land Surveyor Office at 1309 Central Avenue here in Kearney. And I am here this morning to represent the Ingrams and the Wolfords on this uh little tract of land south of the railroad. Um about a half a mile east of Imper um west of Imperial Avenue on the end of 39th Street. Um this little piece of property um was bought many years ago by the Ingrams from Glenn Wolford's grandpa. That was his home place there, and they bought the house that is in existence. If any of you have been out there, um most of the buildings are in disrepair, along with quite a few uh abandoned vehicles and uh various other objects. The original uh uh acreage that was sold has kind of been encroached on for many years. Uh if you see kind of that yellow line down there on the exhibit, um it does go through that one building, and the original line on the west side also went through that other garage building area. So they've been using more than what they've actually owned for quite a few years to get that cleaned up.
