- PH-3 (FLUM Amendment to Regional Commercial): No members of the public spoke. The applicant, Gary Purser Jr., represented the property owner and noted that the adjacent tow yard (already B-5) wants to purchase the site for expansion. He requested tabling to allow the buyer to appear in person.

Did anyone sign up for citizens' comments? No. Everyone's here for public hearing. Okay. Uh next item on the agenda is the consent agenda CA1. Consider minutes of the regular planning and zoning commission meeting for February 24, 2025. Have a motion on CA1. Chairman, move to approve CA1. I have a motion to approve CA one. Hold a public hearing and consider a request submitted by Well Tech's Investments on behalf of EAS Investment Case number Z twenty five-zero three to rezone lot two, lot part three, lot part four, and lots five and seven, block one out of the Southwest Crossing edition from A Agriculture District to R1 Single Family Residential District and R T one Residential Townhouse Single Family District. Good evening, Commissioners. This request was submitted by Well Tech Investments on behalf of EAS investments to rezone approximately six point one six acres from agricultural district to RT1 residential townhouse single family district and approximately 14.91 acres from agricultural district to R1 single family residential district. If approved, the applicant intends to develop the property into single family and town home lots. And here's the aerial of the property of what it looks like right now. And as designated res residential mix on the future land use map. The residential mix place type encourages up to 25% non-residential and 95% residential use mix. This development zone consists of 65.76% residential uses and 34.24% commercial uses. Staff finds that the applicant's request for our R1 single family residential district and RT1 residential townhouse single family district is consistent with the recommendations of the Kleen 2040 Comprehensive Plan. The request supports or further the following comprehensive comprehensive plan recommendations. L U1 use place types and complete neighborhoods as building blocks. LU2 improve the physical productivity of development. LU3 encourage incremental evolution of neighborhoods. To serve these lots, a new wastewater line would need to be extended from either Stagecoach Road or Briarcroft Lane. Access is provided via Stagecoach Road to the south. Wells Fargo Drive to the north and Turkey Trout to the east. Stagecoach Road is a 90-foot wide right-of-way classified as a minor arterial. Wells Fargo Drive and Turkey Trot are 60 foot wide right-of-way classified as rural local streets. A traffic impact analysis will not be required for the proposed development. According to the National Wetlands Inventory maps, none of the properties are impacted by the existing surface waters and wetlands. Staff estimates that based on 70% land use, the applicant could potentially build 154 units. Based on this number, the parkland dedication requirements are as follows. Fees in lieu of parkland dedication 115,500. Park development fees 69,300. And for a total of park fees of 184,800. Staff notify 34 surrounding property owners regarding this request.
