The Killeen Planning and Zoning Commission held a regular meeting on July 14, 2025, at 5:00 p.m. in the Utility Collections Large Conference Room. The meeting included a workshop at 4:30 p.m. to discuss agenda items and receive staff updates on City Council actions related to commission items. The regular meeting addressed six public hearings concerning future land use map amendments and rezoning requests. All votes were unanimous except for one item that passed with two commissioners opposed.

- PH2 – 5500 Rose Garden Loop (FLUM#25-04):
- Juanita Gayona, resident of 5114 Rose Garden Loop, spoke in opposition. She cited serious traffic issues at the intersection of Rosewood Drive and Central Texas Expressway, including multiple fatalities and near-misses, and argued that adding 40–50 more cars from 22 new two-family units would worsen congestion. She also noted that the HOA is not managing the existing subdivision effectively, with 80% of townhomes being rentals and many vacant lots, and urged the commission to require single-family homes instead of duplexes.
- Glenn Zivallos, co-owner of properties on Rose Garden Loop, spoke in opposition, citing concerns over increased traffic, congestion, noise, and safety.
- Mary Majors, resident of 5102 Red Rose Crossing, spoke in opposition, echoing traffic concerns and noting potential flooding in the area.
- PH6 – 909 Bellaire Drive (Z25-24):
- William Richard Graham, resident of 906 Bellaire Drive, spoke in support of the rezoning back to single-family residential, praising the neighborhood.
- Clark Butts, resident of 902 Bellaire Drive, spoke in support, noting the area has seen increased traffic and that reverting to residential use would be safer. He said the neighborhood has been there for almost 50 years.

PH1 – 108 & 110 West Elms Road (FLUM#25-03): Staff presented a request by National Logistics Training Center Inc. on behalf of the Catholic Diocese of Austin to amend the Future Land Use Map (FLUM) from Residential Mix to Regional Commercial on 13.7 acres. The applicant intends to build a vocational trade school affiliated with Fort Hood. Staff notified 77 surrounding properties; zero responses were received. Staff recommended approval. The applicant, Christopher Grimpler, confirmed the purpose. The public hearing had no speakers. The commission voted unanimously to approve the FLUM amendment.

PH2 – 5500 Rose Garden Loop (FLUM#25-04): Staff presented a request by Quintero Engineering, LLC on behalf of SS Springs, LLC to amend the FLUM from Regional Commercial to Residential Mix on 7.2 acres. The applicant intends to develop an additional phase of the Rosewood Springs subdivision with two-family homes. The property is currently zoned B-3 and undeveloped. Staff noted that access from Rose Garden Loop is not suitable for commercial development. Staff notified 32 surrounding properties; seven written responses were received in opposition. Staff recommended approval. The applicant, George Mesa, answered questions. After public testimony in opposition, the commission debated the traffic and infrastructure concerns. A motion to approve as recommended by staff passed; Commissioners Sabree and Purifoy voted against, citing traffic issues and the incomplete existing subdivision.

PH3 – 3413 Old Farm to Market 440 (Z25-21): Staff presented a request to rezone 0.67 acres from R-1 (Single-Family Residential) to B-5 (Business District) to make zoning consistent across the lot. PH6 – 909 Bellaire Drive (Z25-24): Staff presented a request to rezone 0.19 acres from B-1 (Professional Business District) to R-1 (Single-Family Residential). The property was rezoned to B-1 in 2016 for office use, but the owner now wishes to sell it as a residence. The property is in a neighborhood infill area with a Residential Mix FLUM designation. Staff notified 36 surrounding properties; one written response in support was received. Staff recommended approval. The applicant, Amr Abdelazeem, stated he wants to keep the neighborhood residential. Two neighbors spoke in support. The public hearing had no opposition. The commission voted unanimously to approve the rezoning.

And the roll call, let the record reflect that Commissioner Minor and Commissioner Pluckman is absent. Excused absence. And at this time we have the approval of agenda. Hold a public hearing and consider request submitted by National Logistics Training Center incorporated on behalf of Catholic Diocese of Austin. Flume number 25-03 to amend the comprehension plan future land use map from a residential mix designation to a regional commercial designation for approximately 13.7 acres out of the GW Fair Survey Abstract Number 306. The subject properties are locally addressed as 108 and 11 West Elms Road, Colleen, Texas. And I'll turn it over to staff. Good evening, Commissioners. The National Logistics Training Center submitted this request to uh amend the future land use map uh with the intent to uh subsend a they're gonna submit a subsequent rezoning for the property to go from single family residential district to before uh because they want to build a uh vocational trade school that's affiliated with Fort Hood. So the subject property is located within the attended growth area on the growth sector map and designated as residential mix on the future land use map of the comprehensive plan. So this is the location map to give you approximate location of the property. This shows you the before and after on the left hand side. We have the residential mix. On the right-hand side, we'll be going to regional commercial. This is the view of the subject property facing south with the adjacent developed commercial properties to the west. This is a view from the subject property looking across West Elms Road. You have an existing uh commercial property on the right-hand side and a residential mobile home park on the left-hand side of your screen. This is a view of the subject property facing west, looking down West Elms Road, uh towards the uh mobile home park and towards South Fort Hood Street. And this way we're looking east more towards Ellison High School. Uh you can see the uh commercial uh business on the left-hand side. There are no surface waters or wetlands listed on the national wetlands inventory map for these properties, and there's no visual evidence of environmental impediments uh apparent on the properties at this time. Staff notified 77 surrounding properties regarding this request, and to date staff has received zero responses. So this gives you the notification area that was sent out. That's 400 foot notification boundary.
