The Planning and Zoning Commission met on August 25, 2025, at 5:00 PM in the Utility Collections Large Conference Room. All commissioners were present except Commissioner Sabree and Commissioner O'Brien. The meeting covered a public hearing on a Future Land Use Map amendment request and a public hearing on a proposed ordinance establishing commercial site plan review regulations. Both items received unanimous votes.

- PH1 – Future Land Use Map Amendment (FLUM#25‑05): A public hearing was held on a request by Republic Engineering on behalf of the Philip Boghosian Living Trust & Howard Sagaser 401K Plan, and Phillip Boghosian Living Trust & Sagaser Watkins & Wieland 401K to amend the Comprehensive Plan’s Future Land Use Map from ‘Industrial’ to ‘Residential Mix’ for approximately 122.64 acres located east of Roy J. Smith Drive and North Roy Reynolds Drive. Staff presented that the property is within the controlled growth area and would reduce land available for future industrial development from an estimated 510 acres to 388 acres (a 24% reduction). Staff recommended disapproval, noting the reduction would diminish the economic productivity of Tax Increment Reinvestment Zone (TIRZ) No. 2. Two written responses opposing the request were received from surrounding property owners. During the public hearing, Michael Reinhardt, owner of Triple R Auto Salvage, spoke in opposition, expressing concerns about existing drainage issues from a prior development and potential exacerbation of flooding on his property. The applicant had requested another postponement, but the commission proceeded with the public hearing and then voted.
- PH2 – Commercial Site Plan Review Regulations: A public hearing was held on an ordinance amending Chapter 31 (Zoning) of the Killeen Code of Ordinances to establish a formal commercial site plan review process. Staff explained that the new process, effective October 1, 2025, will require a site development permit for new non‑residential and multifamily developments, with fees based on acreage: $1,000 for 0–5 acres, $2,000 for 5–15 acres, and $2,500 for over 15 acres. The review will ensure compliance with building setbacks, parking, drainage, fire protection, landscaping, lighting, and solid waste requirements. Pre‑development meetings will be encouraged to streamline the process. Staff recommended approval, noting that permits in the North Killeen Revitalization Area are exempt from fees. No public testimony was offered.

Hold a public hearing and consider a request submitted by Republic Engineering on behalf of Philip Boghawson Living Trust and Howard Cigar 401K Plan and Philip Bog Hussen Living Trust and Cigar Watkins and Wheelin 401K Flume number 25-05 to amend the comprehensive plan future land use map Flume from its industrial designation to a residential mix designation for approximately one point or 122.64 acres out of the Vincent Ill Evans survey abstract number 288. Subject property is generally located east of the intersection of Roy J. Smith Drive and North Roy J. Smith Drive, Colleen, Texas. And I'll turn it over to staff. So this case is 2505 industrial to residential mix. Out of the Vincent uh L. Evans survey, abstract 288. The subject properties are generally located east of the intersection of Roy J. Smith and North Roy Reynolds Drive in Killeen, Texas. If approved, the applicant intends to submit a subsequent request to rezone the property from M1 Manufacturing District and R1 single family residential district to a PUD plan unit development with a mix of 40 to 50 foot wide lots and 60 foot wide two-family lots. The subject property is located within our controlled growth area on our growth sector map, and it's a designated as industrial on the future land use map in the 2040 comprehensive plan. The controlled growth sector, this includes areas inside the city limits, uh approved MUDs, uh areas that have access to infrastructure that are in close proximity. Development proposed in this sector uh will be evaluated for adherence to the big ideas and recommendations of the plan, uh particularly those related to housing and neighborhood options and anything that improves the physical health and sustainability of the city. So this is the uh uh exhibit. This gives you an overlay of the proposed change with a uh proposed layout of the uh lots on the ground. Uh gives you a dividing line of the uh thoroughfare going through it, splitting the residential from the industrial along with the floodplain. Uh there is a uh floodplain going through the middle on the left hand side and another one on the right hand side of the property. This is the uh approximate location of this property. It's uh just on the north boundary of the city limits line between us and Harker Heights along North Roy Reynolds Drive. This shows you the area intended to change on the left. We have the existing future land use map, and on the right, we have the proposed change showing you the uh part of the going from industrial to residential mix. So this is a view facing the subject property from North Roy Reynolds Drive looking uh east, a view towards the Kaleen Business Park facing north along Roy Reynolds Drive, and this is a view to the south. Uh the city limits is right there. So the properties are located in the Nolan Creek and Leon River watershed. Uh, there are portions of all three parcels are actually located in uh the flood hazard. Uh so you have the uh annual chance of flooding on 531 and 399, 685 and 74 and 1943. So staff notified 32 surrounding property owners regarding this request.
