The meeting included a Star Award presentation, a work session to discuss agenda items, citizen comments, a consent agenda with 13 items, four public hearings, and two discussion items. All votes on the consent agenda and public hearings were unanimous (6-0), with Councilmember Segarra absent.
Star Award
- The Council presented the Killeen Star Award to Sherry Kelly, recognized by Councilwoman Cobb for over five decades of community service, including work with National Night Out, providing food and school supplies, and the "Keep Killeen Beautiful" initiative.
Consent Calendar
- Minutes of the August 19, 2025 meeting approved.
- Quarterly Investment Report for the quarter ended June 30, 2025, approved. The portfolio yield was relatively unchanged; the Federal Reserve was expected to cut rates, and staff recommended locking in longer-term rates.
- Arts Commission Grant Recommendations for FY2026 approved, totaling $125,000 to five entities: Viva R Society ($76,000), Artesanía y Cultura ($4,778), Crossroads to Texas Quill Guild ($5,674), Innovation Black Chamber of Commerce ($11,021), and Songhai Bamboo Root Association ($27,325).
- Appointments to Boards and Commissions approved including reappointments and new members for Animal Advisory, Arts Commission, Audit Committee, Board of Adjustment, Capital Improvement Advisory Committee, Civil Service Commission, Community Development Advisory Committee, Killeen Economic Development Corporation, Killeen Sister Cities, Parks and Recreation Advisory Board, Planning and Zoning Commission, Senior Citizens Advisory Board, Tax Increment Reinvestment Zone #2, and Youth Advisory Commission. Several vacancies were tabled for reopening.
- Aviation Fuel Supply Agreement with Avfuel Corporation for Killeen Regional Airport and Skylark Field approved in the amount of $340,000 (expected revenue $541,724). Citizen Mark Grantham (AEG Fuels) urged council to reject the contract due to a pricing irregularity, but staff confirmed the error was properly addressed.
- HOME Investment Partnerships Subrecipient Agreement with Central Texas Council of Governments for Tenant Based Rental Assistance (TBRA) approved in the amount of $500,000, to assist up to 20 households for up to 24 months.
- Microsoft Enterprise Agreement renewal for 3 years approved in the amount of $1,884,699 ($628,233 per year).
- Fireworks Display Application from Big Dog Pyro LLC on behalf of AdventHealth Medical Center approved for September 25, 2025, 8:15-8:45 PM, contingent on weather and fire marshal approval.

- Stop Loss Insurance Policy with Blue Cross Blue Shield of Texas approved in the amount of $1,356,969.
- Appointment of Assistant City Manager – The Council approved the appointment of Jeff Reynolds, former Executive Director of Public Works, as Assistant City Manager. Mr. Reynolds addressed the public, highlighting his 21 years in the Army, personal ties to Killeen (his son is buried at Fort Hood), and 10 years of municipal service. City Manager Cagle explained the position was needed to support a growing city and split duties: Mr. Reynolds would oversee public works, development services, community development, and solid waste; current Assistant City Manager Wilson retains aviation, animal control, HR, IT, Parks & Rec, and State Cemetery. Citizen Sean Price questioned the $308,000 annual cost.
- Police Department Civil Service Positions amended to increase authorized officers from 218 to 222 and sergeants from 30 to 31, primarily for a downtown unit.
- Fire Department Civil Service Positions amended to decrease fire captain by one, increase battalion chief by one, and add one deputy chief for administration.
Public Comments & Testimony
- Mark Grantham (AEG Fuels) opposed the Avfuel contract, stating the bid price appeared erroneous and recommended a rebid. Staff responded that the irregularity was verified and corrected.
- Sean Price questioned the salary for the new Assistant City Manager, criticized arts commission grants ($76,000 for movies), and objected to the nomination of a specific individual to a board.
- Melissa Brown raised multiple concerns: difficulty obtaining event permits, lack of continuing board member reappointments, online-only board applications disenfranchising citizens, fiscal prudence regarding a second assistant city manager (citing employee numbers compared to other cities), and the need for more community input on thoroughfare plan amendments. She also questioned budget allocations for road projects in North Killeen (Gilmer Street) and debt levels.
- Charles Anderson (applicant representative) requested council questions on the rezoning case (PH-25-055); none were asked.
Discussion Items
- Quarterly Financial Report (third quarter FY2025) presented by Mrs. Tangilan. Key highlights: General Fund revenues at 84% of budget, expenses at 69%; fund balance ending $49M. Water & Sewer Fund revenues 71%, expenses 65%; Solid Waste Fund revenues 76%, expenses 73%; Street Maintenance Fund revenues 75.5%, expenses 63%. The report was well-received for its improved readability.
- Procedure for Nominations and Appointments to Bell County Tax Appraisal District Board of Directors – The City Secretary previewed a new process: the council will nominate up to two candidates by October 7, 2025, and later cast the city’s 218 votes (out of 2,000 total) by November 18, 2025. Councilmember Kendrick asked about coordinating votes with other entities like KISD.
Key Outcomes
- All consent agenda items (8 through 14, plus ordinances) and all public hearings (PH-25-054, PH-25-055, PH-25-056, PH-25-057) passed 6-0.
- The Council voted to reopen applications for several board vacancies (Audit Committee, Board of Adjustment Zoning, Heritage Preservation Board) with a target return in November 2025.
- The Council provided direction to staff to engage other taxing entities regarding tax appraisal board nominations.
- The Council entered executive session at 5:51 PM to discuss pending litigation (agenda item DS-25-046). The meeting reconvened briefly to adjourn.
