Yes, Mayor. Do you want I'll read the item into the record real quick. PH 25064. Hold a public hearing and consider an ordinance authorizing substantial amendment to the Home American Rescue Plan, ARP allocation plan reallocating funds from ARP supportive services to ARP tenant-based rental assistance and the amount of 288,155.15 cents. The caption of the ordinance reads an ordinance adopting a substantial amendment to the allocation of home American Rescue Plan ARP Fund Program funds reallocating 288,155.15 cents from the supportive services activity to the tenant-based rental assistance activity, providing a severability clause and providing an effective date. Thank you. Okay. Um the home art program provides funding to reduce homelessness and increase housing stability through affordable rental housing development, tenant-based rental assistance, which I'll be calling Tibra, supportive services, and the development of non-congregate shelter. The city originally uh was uh awarded one million seven hundred seventy-eight thousand six hundred and forty-one dollars. Um in May of 2025, we was received an additional 1,993 for an administrative error on the part of HUD, which brought the total to uh 1.780,634 dollars. The additional funding did not meet the requirement for a substantial amendment and was just added to the supportive services activity via a regular amendment. Uh CDAC met uh in August of 2027. There was a meeting date of August 20th, where they didn't have a quorum. When the quorum was met that following week, they did uh receive a presentation from staff and they recommended the substantial amendment to the home ARP allocation plan reallocating 288,155.15 cents from ARP supportive services to ARP TEBRA. This table shows where the money was shifted from supportive services to tenant-based rental assistance, uh showing the full amount at the 1.780,634. Citizen comment period was held September 22nd up till today at five o'clock. Uh comments were accepted in person in writing and via email. We had the draft amendment available for view at five city locations, city hall, community development department, two public libraries, and the uh Lions Club Senior Center, and it was also available online. If approved, staff will submit the substantial amendment to HUD no later than November 30th. And staff recommends that the City of Clean Council approve an ordinance for the substantial amendment to the home American Rescue Plan allocation plan, reallocating 288,155 dollars and fifteen cents from ARP supportive services to ARP TEBRA with no additional changes to any other funding categories. Uh this benefits the community by uh allowing funding to be made available to support the qualified populations. Um, those are homeless at risk of homelessness, fleeing or attempting to flee domestic violence, uh sexual assault stalking, other populations who are at risk of homelessness and any veteran family or family member that meet those qualified uh populations. Yes, ma'am. Thank you, Ms. McNair. As always, you do an excellent job. You and your team, and I want to commend you for your hard work. Uh there are no questions of you. Um question. I know we we had two other T Brews, one went to families in crisis, the other one went to SICCOG. Where would this go? This is to uh allow us to move the money to either enter into a new agreement because it's a different funding source. Those were regular home dollars. Uh so we would either enter into a new agreement with those partners or a new partner may be identified and we could work with them on the home ARP TIPR. Okay, will this be an RFP or will it just we're gonna just open it up any um we could do an RFP but for the sake of time and getting the money out, we will probably uh have conversations with these partners that are already working within the program and meet the guidelines that we need for her to be compliant, which is um outside of just holding the money, identifying the families, they need to be able to negotiate with the landlords, provide some type of counseling to the participant, and um additionally they need to be able to inspect the units.
