Planning and Zoning Commission Regular Meeting
The Planning and Zoning Commission held a regular meeting on November 10, 2025, following a workshop at 4:30 p.m. The regular meeting began at 5:00 p.m. in the Utility Collections Large Conference Room. - Cameron Cochrane (no address given) questioned whether a commissioner attended a taxpayer-funded conference (American Planning Association, October 20–24) and raised concerns about the PUD amendment: short deadlines for property notifications, possible pre-sales of lots, flooding, and traffic congestion. He stated that the area floods and roads are not fixed.
- Melissa Brown (Killeen resident) addressed commission staff items: she argued that commissioners appointed to the Traffic Impact Analysis (TIA) Appeals Board should be trained on traffic impact analysis; she opposed consolidating various boards of adjustment (fire, construction, zoning, etc.), stating each requires specific expertise and that some are legally required to exist. She also tied her comments to the conference attendance question.

- PH-1: PUD Amendment (Case Z25-36) – A request by Republic Engineering & Development Services on behalf of Hereford Development, LLC and the Sheryl Yowell Anderson 1998 Trust to amend the PUD zoning on approximately 390.72 acres located south of Stagecoach Road and west of East Trimmier Road. The original PUD was approved August 9, 2022 (Ordinance 22058). The proposed amendment adds a new SF2 lot size (45-foot wide, 4,500 sq ft minimum) while reducing the number of R1 (60-foot) lots. Total lots increase from 969 to 1,033 (64 lots, discounting commercial lots), with a net increase of 57 dwelling units. The developer also revised park amenities: three covered pavilions (total 2,700 sq ft) instead of one large pavilion, one consolidated dog park relocated away from the playground, and wildflower preserve still planned. Staff notified 314 surrounding property owners; only one written opposition was received (no reason given). Staff recommended approval.
- Developer (spokesperson): Expressed support, stating the amendment addresses affordability and allows more diverse housing while preserving over 90 acres of green space, three miles of trails, and masonry walls. He emphasized that larger lot sizes (half-acre, one-acre) are retained.
- Public Hearing (Opposition):
- Heather McNeely (Killeen resident) opposed the amendment, citing lack of a new environmental study and traffic analysis, removal of a planned wildflower garden (though developer later clarified it remains), increased erosion and traffic (estimated 115 additional daily trips), and that a citizen survey indicated residents want larger lots. She also noted that road construction on Stagecoach Road is already underway.

Call the workshop workshop to order and discuss half staff come and discuss the items. Tonight we have uh case twenty five thirty-six. We're going from PUD to a PUD amendment. Caruthers survey abstract number one seven seven. The subject property is generally located south of Stagecoach Road and west of East Tremere Road in Clean, Texas. The location map gives you the approximate location of the property we're talking about here. And this is the actual area showing you the current zoning and the zoning around the property. So if you look up on if you look on your screen, what we've got here is the proposal, the amendment to the PUD. What we have is we have R2, we have SF2, we have SF2 with 4,500 square foot lots, SF2 with 5,000 square foot lots. And as you notice, we have a transition going as we get closer to the larger acreage lots, the square footage increases as we get closer to the 15,000 square foot and the one acre lots. So the subject property is located in the intended growth area on the gross sector map and designated as residential mix on our future land use map of the 2040 comprehensive plan. On August 9th, 2022, the city council approved the PUD or plan unit development for the subject property via ordinance 22058. So the PUD lot size requirements lot size and yard requirements currently stand SF2 is a 50-foot single family residential base zoning. This zoning will meet the City of Clean's zoning standard regulations for SF2. There shall be a front yard having a depth of not less than 20 feet. The typical lot size of a base zoning for SF2 is 50 by 120. This for this one, which results in a 6,000 square foot lot, which exceeds the required 5,000 square foot lot requirement. So we're what they're doing is they're amending this PUD and adding a secondary SF2 lot size, and we're going from addition of SF2 with 45 foot lot, single family residential base zoning. So the same thing, it will meet this the zoning regulations, but there shall be a front yard not having less than 20 feet, a side yard not having less than five, a side street not having less than 15, and a lot width of 45 feet with a minimum of 4,500 square foot. The typical lot size for this base zoning is 45 feet by 110 feet, which results in a 4,950 square foot lot area. So to give you a summary of the proposed changes, the PUD has a total increase of 64 lots, discounting the two commercial lots across the entire subdivision, raising the total from 969 to 1,033. Again, this is not considering the two commercial B5 lots. We're adding 284 lots for the 45 foot width. We're going here 0 to 284. SF250 foot, that's an increase of plus 42 lots. We're going from 241 to 283. R1, 60 foot lots has been decreased by 257 lots from 408 to 151. The minor reductions in R2 and SR2 minus 2 and minus 1. And SR1, AR1, and B5 have remained unchanged. When we calculated out the total number of unit increase for the across the entire change, the increase was 57 units total. So this is a view of the subject property from Stagecoach Road. We're looking across to the entrance of the preserve. We're looking down Stagecoach Road towards Cunningham. And now we're looking towards Featherline Road looking down stagecoach. And this one here is looking across at Loop Road, which goes around and ties back into Onion. So the developer has also requested some amendments to the parkland open park and open space area in the PUD. The developer has collaborated with the parks department, and they have modified the amenities as follows. Instead of there having three covered pavilions, thirty by thirty, totaling twenty-seven hundred square feet, uh, that will be more useful than one pavilion, totaling twenty five hundred square feet. So we not only get an increase in square footage, but we also will have more pavilions instead of just one large one. Well, they consolidated two dog parks into one large large dog park as opposed to having two smaller ones. They've also relocated the dog park away from the playground where the kids play, so that the two are separate as to not create any safety issues between the dogs and the children. So this is the uh concept plan. So in the park, you can see we've got a layout with the trail that runs in, and on the west side, the my left, you can see let me zoom in here. Right here. This is going to be the first. This will be your park. Your parking area is approximately right there. The trail continues, goes all the way down, continues along here, comes back around, and the dog park is now situated over here on this side of the subdivision. So staff notified three hundred and fourteen surrounding properties, uh, owners of three hundred and fourteen surrounding properties on this request. As of this date, we have se received one written response in opposition to this request, and they didn't really state a reason, they just said we oppose.
