The Planning and Zoning Commission held a workshop at 4:38 PM and a regular meeting at 5:12 PM on February 9, 2026, in the Utility Collections Large Conference Room. Public Hearings (All Approved Unanimously)
- PH-1 (Case Z26-01): Rezone 1.18 acres (six lots) at 1810–2002 Wood Avenue from B-5 (Business) to R-2 (Two-Family Residential). The properties are in the Wanda Park subdivision, annexed in 1951. Staff noted the area includes residential and commercial uses and a religious institution. The request is consistent with the 2040 Comprehensive Plan. Staff recommended approval; 72 surrounding property owners were notified, and no written responses were received. Commission voted unanimously to approve.
- PH-2 (Case Z26-02): Rezone 0.16 acre (Lot 1, Ernest Bridges Subdivision plus a strip) at 1011 Rocky Lane from B-5 to R-1 (Single-Family Residential). The existing single-family home is legal nonconforming. Staff found consistency with the Comprehensive Plan. 43 surrounding property owners were notified; no responses received. Commission voted unanimously to approve.
- PH-3 (Case Z26-03): Rezone 0.99 acres (six lots at 1302–1312 West Jasper Drive) from B-3 (Local Business) to R-2 (Two-Family Residential). The lots are in Bonner Terrace Subdivision, annexed in 1962. Existing duplexes are legal nonconforming. The property owner did not respond to the consent form. 78 surrounding property owners were notified; no responses. Staff recommended approval. Commission voted unanimously to approve.
- PH-4 (Case Z26-04): Rezone 1.16 acres (six lots on Leader Drive and Mona Drive) from B-3 to R-1 (Single-Family Residential). The lots are in Western Hills Subdivision phases 1 and 2, annexed in 1962 and rezoned to B-3 in 1984. Existing single-family homes are legal nonconforming. 93 surrounding property owners were notified; no responses. Staff recommended approval. Commission voted unanimously to approve.

Good afternoon. I call the workshop of the planning and zoning commission to order at four thirty-eight PM. I will turn it over to staff to run through the agenda items. Good afternoon, commissioners. So we did do a brief summary. So which prohibits expansion of nonconforming structures and prohibits its reconstruction in the event of total destruction. The goal is to ensure that the property owners are better positioned to sell refinance and expand their properties in the future, choose should they choose to do so. Hold a public hearing and consider a city initiated request on behalf of six property owners. Case numbers Z2601 to rezone approximately 1.18 acres, being lot one, one through two, four to seven and block one Wanda Park from B5 Business District to R2, two family residential district. The subject properties are locally addressed as 1810, 1814, 1906, 1910, 1914, and 2002 Wood Avenue. This is the location map, and the red star is the approximate location of where the properties are located. All the lots in the Wanda Park subdivision were annexed into the city limits on September 10, 1951. And staff is unable to determine the property zoning date. And so this are the properties, and they're surrounded by the blue line. And so to the north of the properties, they're zoned R2, and then there's B5 to the south, and to the east, there is a um sorry, religious institution, and then to the west is B5. These properties are located within the infield and enhance area on the growth sector map and designated as traditional neighborhood on the future land use map of the 2040 Comprehensive Plan. These properties are located within the City of Clean Development Zone number one, and this development zone is north of Veterans Memorial Boulevard and west of North WS Young Drive. This development zone consists of 66.38 residential uses and 33.17% commercial uses. This is the aerial of the properties, and they're in the pink. And this is view facing north towards Middleton Street from Wood Avenue. All six property owners were notified. Staff notify property owners of 72 surrounding properties regarding this request, and staff has not received any written responses. And so the existing single family and two-family residential structures are considered legal and conforming, and the surrounding area includes residential and commercial properties as well as a religious institution. Staff finds that the request is consistent with the recommendations of the Clean 2040 Comprehensive Plan. And staff recommends approval of the request to rezone from B5 to R2. Any questions. And to the north, there is R3, which is multifamily. To the south, there's B5, and to the east, there's a vacant structure that is zone B5. And to the west, there is uh property that is on B5. The property is located within the in fill and enhance area on the growth sector map and designated as neighborhood commercial on the future land use map. The property is located within the clean development zone number one. This development zone is north of Veterans Memorial Boulevard and west of WS Young Drive. And this development zone consists of 66.38 residential uses and 33.17% commercial uses. This is the view facing the subject property from Rocky Lane. And this is view facing north on Rocky Lane of the surrounding properties. View facing towards West Rancier Avenue. This is the view facing east towards the property across the street. And the property owner was provided with a consent form to authorize the request. Staff notified property owners of 43 surrounding properties. And staff has not received any written responses. And yes, you can see the 200 foot buffer and 400 foot buffer of the property owners that were notified. The subject property is zone B5, and the existing single family residential residential structure is legal and unconforming. And it includes residential, multifamily, and commercial properties are surrounding the property. Staff finds that the request is consistent with the recommendations of the clean 2040 comprehensive plan. And staff recommends approval of the rezoning from B5 to R1 single family.
