Planning and Zoning Commission Regular Meeting – April 27, 2026
The Killeen Planning and Zoning Commission convened a workshop at 4:30 PM followed by a regular meeting at 4:37 PM on April 27, 2026, in the Utility Collections Large Conference Room. The meeting addressed two public hearings: a rezoning request for a hookah lounge and a conditional use permit for a data center. Commissioners voted to approve the rezoning and deny the data center permit.

Public Hearings
PH-2: Rezoning from B-3A to B-C-1 (1103 West Veterans Memorial Boulevard, Suite 105)
- Applicant Shana Bailey, representing Y & J Investments Management, requested rezoning of 0.04 acres to allow expanded alcohol sales for an existing hookah lounge. The adjacent suite 104 was already zoned B-C-1. Staff recommended approval, noting no written opposition from surrounding property owners. No public testimony was offered. The commission voted unanimously to approve the rezoning.
PH-1: Conditional Use Permit for a Data Center (6509 South Fort Hood Street)
- Applicant Ziyad Ziyal Gamel, co-founder and CEO of OnMine, presented a proposal for a 10-megawatt "computing and energy research annex" (described as a mini data center) on 2.615 acres zoned University District (UD). The project, estimated at $30–40 million, would include a closed-loop cooling system (using only 10,000 liters of glycol coolant, no city water for cooling), battery storage, and a fiber backbone along South Fort Hood Street. The applicant claimed grid stabilization benefits, stating the facility could return up to 10 MW of power to Encore within 30 seconds during peak demand, potentially reducing electricity costs by 6% for nearby residents. The project would employ 3–4 on-site technicians and up to 14 total employees, with additional local contractors.
- Staff recommended approval subject to conditions including compliance with noise ordinances, architectural standards, landscaping, and a screening wall along the southern property line. Staff noted that neither "data center" nor "computing and energy research annex" are defined in the city code, requiring a conditional use permit.

The planning is only commissioned to order at four thirty seven PM. I would now turn it over to staff, run through the agenda items. Case Z twenty six zero seven for a conditional use permit to allow a data center on property zoned UD university district, being approximately two point six one five acres out of the MT Martin survey, abstract number nine six three. So the workshop we're going to go over the presentations, but the actual public comment on those items will be during the regular meeting. So we're just going through the two presentations. Thank you. Okay, so this um this case is for the university district, and so the applicant built in engineering inc on behalf of Ford Lazy J properties LLC is requesting approval of a conditional use permit to allow the development and operation of a computing and energy research annex. So it's similar to a data center, but at a much smaller scale identified as the NG research lab on approximately two acres of the property, zoned university district. The subject property is locally addressed as 6509 South Fort Hood Street. The proposed development is described in the applicant's um project narrative, which you guys have attached in your packet as a high performance computing and municipal infrastructure project that is a virtual project plant and a grid shock absorber. The owner estimates a capital investment of around 30 million in this project. And this is a location map, and the red star indicates the location of the subject property, and this is the zoning map, and to the north of the property, you have undeveloped property zoned university district and developed commercial property zone B5, which is business district, and to the south, you have developed property, which is a Tabernacle Independent Baptist Church zoned university district, and to the east, you have undeveloped property, which is uh across the roadway of South For Hood Street. To the west, you have developed property, which is the Encore Electric Substation, and they have a specific uh use permit with an underlying zoning of university district. And this is the aerial, and the pink outlines the subject property, and as you can see to the south, it's where the church is located at, and then the encore substation is to the rear of the property. And this is the view facing the subject property northbound South Fort Hood Street. This is the view of the property located east of the subject site along South Fort Hood Street, and this is the view of the property located south of the subject property, and view of the property located north from the subject property. This is the site plan, the proposed site plan, and as you can see, it has the parking requirements, landscaping, uh, fire lanes, and anything that will be part of the conditional use permit. This is a similar this is a picture of a similar project provided by the applicant, and this is another picture of an example that was provided by the applicant. Staff notified property owners of seven surrounding properties regarding this request, and staff has received one written response in opposition, and we received it today. This is the notification map, and as you can see, the properties that were notified within the 200 and the 400 foot buffer. And if opposition equals or exceeds 20 percent, then a three-fourth supermajority vote for approval would be required by the city council, and so they're working that math out. So this is a term of a conditional use permit. So conditional use permit shall continue in full force and effect until the earliest occurrence of any of the following events of termination at which time it shall be void and shall have no further effect. So the building or premises is not put into the permitted use for a period of one year or more from the effective date of the ordinance authorizing issuance of the permit or the permitted use cease for any one year period. The permit expires by its own terms. The property is rezoned to a different zoning. Another conditional use permit is approved for the site. The building or premises is substantially enlarged or extended. The use of the building or premises is materially expanded or increased, or the violation of any one or more of the conditions of approval. Staff finds that neither a data center nor a computing and energy research annex are defined in our code and therefore not permitted by right within the university district. Therefore, a conditional use permit is required for this proposed use. The subject property is designated regional commercial on the future land use map, which supports a range of commercial uses. The proposed project is consistent with the intent of this place type, especially considering that it would be located right next to an electrical substation in alliance with the comprehensive plan recommendations related to economic sustainability. Staff recommends approval of the applicant's request for a conditional use permit for a computing and energy research annex, which is similar to a data center, but at a much smaller scale with the following conditions. The project shall substantially comply with the site plan that was submitted that any drive aisle and maneuvering area shall have an all-weather surface, asphalt or concrete capable of retaining striping with east to a public street. That the development shall comply with restrictions on decibel level intensity or duration outlined in the City of Clean Code of Ordinances, Section 16-76 through section 16-82, confirmed by an acoustical engineer prior to building permit issuance to prevent disturbing the comfort or response or repose of any reasonable person of ordinary nervous sensibilities within the vicinity. That the development shall comply with the city's adopted architectural standards. The development shall comply with the landscaping regulations and trees shall measure a minimum of one inch and a half caliper inches and six feet in height at the time of planting. Shrubs shall be not sorry, no less than three feet gallon size. A screening wall along the south property line and adjacent to the church property as shown on the site plan shall be required in accordance with section 31-280. All documents required under section 31-456 shall be submitted prior to issuance of a building permit. Approval of the building permit shall be subject to availability availability of the of electricity and approval of the project by Encore. On site sewer septic would be required or would require approval by the city engineer, which would be evaluated at planning and then approval by the Bell County Public Health District prior to issuance of the building permit. Text dot must approve the driveway location, and the applicant shall submit a photometric plan at the building permit stage to ensure compliance with the city's lighting standards to prevent light trespass and excessive lighting. Staff recommends approval of the applicant's request for a conditional use permit to allow the proposed project on the property zone university district with the aforementioned conditions. Hold a public hearing and consider a request submitted by Shanna Bailey on behalf of YNJ Investments Management Inc. Case Z 2609 to rezone approximately 0.04 acre out of lot one, block one Y and J edition from B3A, local business and retail alcohol sales district to BC1, General Business and Alcohol Sales District. The subject property is locally addressed as 1103 West Veterans Memorial Boulevard, suite 105, Clean Texas. And with that, turn it over to staff.
