- "North Stars" (Draft Goals): Growing the economy, connecting neighborhoods, strengthening housing choices, expanding parks, promoting equitable investment, shaping growth strategically, preserving heritage and natural resources, building resilient infrastructure, and creating a clear development process.
- Underutilized Land Analysis: Approximately 15% of parcel acres (excluding single-family zoned land, steep slopes, floodplains) may be underutilized based on lot coverage and land value criteria. Councilmember Lloyd questioned whether this seemed low given corridors like Kingston Pike.
- Council Discussion:
- Councilmember Adams asked for geographic breakdown of survey respondents.
- Councilmember Honeycutt praised the process and emphasized preserving history and managing change.
- Councilmember Fugit stressed communicating trade-offs to avoid unrealistic expectations.
- Councilmember Lloyd highlighted the concept of "complete communities" and the need for walkability.
- Councilmember Thomas asked about state law constraints (e.g., short-term rentals) and was assured these are factored in.
- Next Steps: Summer 2026 – share "What We Heard" report, draft vision and goals, and continue data analysis. Fall 2026 – second engagement wave with draft ideas. Early 2027 – draft plan released for adoption process.

Like to call the um this workshop to order. Um thank you, colleagues, for coming, and thank you, uh planning and um our consultants for preparing this for us. So um I think how I would like to start today is first of all, um, you've got a packet of your of the slides. Um they'll be projected there for those watching at home. There's been difficulty in getting the slides, so they're gonna try to train the camera on this screen behind us so that you can that the slides will always be up for folks watching. And what's our okay? I'm sorry thank you. I'm just given all the rules, and now Will wants to do the it wants me to actually start the meeting the right way. So um I'm so excited to hear the presentation. We just skipped that. So um I'm supposed to call this meeting to order, and then we will be led in the pledge by councilwoman Debbie Helsley. Please rise if you are able. A pledge of allegiance. And to the Republicans, one nation under God, indivisible with liberty and justice for all. Okay, let's see if I can go back mid-stream uh in my thought process. So um we're gonna start today. Like I said, it's gonna be quite a um quite a lot of slides. So it would probably be best for us if we can be patient to let them get all the way through the presentation, make notes of questions that you have as they go along, because often they're answered in following slides. But if you have a burning desire to know something and you cannot wait, turn on your light and I'll call on you, but we'll try to get through all the all the slides um and presentation at one time. Okay, take three. Now, Miss Brooks, would you please come forward and um introduce our presentation and the consultants? I believe we've all met them throughout the process, but just for the record, let's do this the right way. Certainly, thank you. Amy Brooks, Knoxville Knox County Planning. Thank you so much for inviting us tonight to talk about this exciting effort that we are undertaking on behalf of the city. Um, today we do have our lead consultants here. We have they're from Interface Studio, um Stacy Chen and Scott Page, and we also have Kevin Hiverly from Ninigret Partners, um, as well as some of our project staff, both city um staff as well as planning staff. And so our consultants are gonna give you all an overview of the feedback and activities that have been occurring during this first round of community input. Hopefully, I think you all have participated in some form or fashion over the last few months. So thank you so much for that.
