1:32

Communication for the approval of classification reports as submitted.

1:37

Good afternoon, Commissioner Sarasinski of Compensation Services.

1:41

We have six reports for you today.

1:43

The first report is a reallocation request from the Department of City Development.

1:46

Duties and responsibilities were compared to similarly situated positions within the Department of City Development.

1:52

And this report finds that this position is comparable to that of classifications of commercial property disposition manager, neighborhood business development and administrator, and residential property disposition manager.

2:04

As such, this report recommends reallocating one position of housing programs manager in pay range one JX to pay range 1 KX with a recruitment rate of 111,899.

2:18

The second report is a retitle request from the Department of Administration and Community Development Grants Administration Division.

2:25

Based upon a change in grant funding, the basic functions of this position has changed to provide technical communication support to multiple grant activities versus being solely focused on the now eliminated continuum of care grant.

2:38

This report recommends retitling one position of continuum care of care specialist and pay range 2 GX as a technical communication specialist and keeping it in period 2 GX with the recruitment rate of 66,992.

2:55

The third report is a reclassification request from the Department of Administration ITMD.

3:01

Duties and responsibilities have evolved due to the departmental needs, and we are therefore recommending reclassifying one position of ITMD administrative assistant in P range 6KN as an administrative assistant three and pay range 5 IN.

3:17

The fourth report is a reclassification request from the Milwaukee Health Department.

3:22

Due to the duties and responsibilities evolving to meet the needs of the department, this report recommends reclassifying one position of data and evaluation coordinator and pay range 2KX as an information systems project coordinator and pay range 2LX with a recruitment rate of 88,730.

3:43

The fifth report is repurpose of one vacant position of Public Health Nurse 3 in the Milwaukee Health Department.

3:49

The duties and responsibilities of this repurposed position will be the same as the already classified nurse practitioner, so as to meet operational needs within the department.

4:00

This report recommends repurposing one vacant position of public health nurse 3 in K-Range 2IN as a nurse practitioner in pay range 20X with a recruitment rate of 99,897.

4:14

The last report is a citywide market study for human resources and business operation classifications throughout the city.

4:21

The analysis and recommendation process of this report includes a review of positions, duties and responsibilities, impact and accountability, relationship responsibilities, working conditions, as well as minimum education and experience requirements.

4:34

This report is mainly a market study with a handful of reclassification requests due to involved duties and responsibilities and title changes to try to reflect the duties performed of that position and or consolidate titles that were performing the same duties to a singular title.

4:51

I would be happy to answer any questions that you may have.

4:56

Commissioners, do you have any questions or comments for staff regarding the classification reports or the market study?

5:06

Everything looks very thorough, and I recommend approval.

5:12

I second.

5:14

We have a comment, however, that it's since it was exhaustive to read, it must have been exhausting to prepare.

5:23

Well, and for the record, Commissioners, we also received a uh a supplemental listing of some minor revisions to the open market study, and we received that prior to the meeting.

5:39

Um, and that's just for the record.

5:42

Um, it has been moved and seconded to approve the reports as submitted.

5:47

I'll poll the commissioners.

5:49

Commissioner Miller, yes, commissioner Smith.

5:54

Yes, Commissioner Cleary, yes.

5:57

Commissioner Wick Sporl, yes.

6:00

Uh the reports, including the market study are approved.

6:05

The next item, item five, file number two six zero one eight six concerns staff recommendations regarding probationary periods for reclassified positions.

6:20

The classification reports included two filled positions where the employees have been performing the duties for some time, and so staff does not recommend a new probationary period for those two.

6:36

Um the health department data evaluation coordinator and the city development housing program manager.

6:45

But in addition, the we have the large market study that we was mentioned, and within the market study, there were some re recommendations for reclassification.

6:57

Staff, in general, the staff did not recommend any additional uh probation time.

7:09

However, in the health department, they did recommend a new probation period for two human resource assistants because of higher level duties and three accounting coordinator two positions, which are recommended to be reclassified as finance specialists and for the record.

7:28

I'll mention that it's uncertain, at least at the time the reports were provided to us.

7:34

Who will fill these three positions?

7:37

So they the actual humbits have not been determined, but staff is recommending the new probationary periods for these five positions.

7:50

Um, do commissioners have any comments or questions?

7:55

No.

7:56

No.

7:59

Would there be a motion to approve the staff recommendations regarding new probationary periods for the five health department positions?

8:09

I'll make that motion, President Bach.

8:11

Thank you.

8:13

I second it's been moved and seconded to approve the staff recommendations regarding those five positions in the health department.

8:22

I'll poll the commissioners.

8:23

Commissioner Miller.

8:25

Yes.

8:26

Commissioner Smith.

8:33

Commissioner Smith, we did not hear you.

8:38

Right.

8:38

I don't think he hears us.

18:24

If anyone has uh comments that they might wish to share.

18:29

We um our next meeting is the um in a I think it's in three weeks.

18:41

Um, but it's the um it's our annual meeting, if you will, where we uh have the election of officers, and um that would be on Tuesday, July 7th.

18:56

And uh it's um I was reminded by Ms.

I actually have one announcement or one uh reminder.

19:48

You all may have, and I'm I'm thinking of you commissioners may have seen a link or an email from uh for an employee engagement survey that was not an accident.

20:00

Um you all are included on our engagement survey, and we'd like you to uh consider filling that out because it's not mandatory, it's voluntary.

20:09

If you would consider filling that out from your commissioner perspective, um we would appreciate that.

20:15

We are in the middle of an engagement survey and we've uh partner with a third-party consultant, Gallagher.

20:22

They are collecting those responses on our behalf, so anything you say will be anonymous.

20:28

I will not take it personally.

20:29

Uh, the team will not take it personally, but we really want to understand where folks are.

20:34

So we're doing that with all employees, but several commissions have also been included.

20:38

Included this one, the City Service Commission.

20:41

Um, so you should have gotten an email either from admin at AJG Surveys.com or and I sent an email last week.

20:49

So if you look for an email from me, the link to that survey will also be in that message.

20:54

But if you if you don't see either one of those, please reach out and I'll make sure you get that information.

20:59

And if there are any city employees listening, I'll take this opportunity to encourage you to take it as well because we really want to use this survey to understand how we're doing, where we're doing well, where we need some improvement, so that we can target those areas and begin to try and make better decisions about how we serve our employees.

21:18

So thank you, President Bach.

21:20

Well, thank you.

21:21

Um I guess uh I guess I should ask for a motion to adjourn.

21:32

Well, I would just like to note that Lori already completed her survey.

21:36

I think that's pretty good.

21:38

And I would move uh that we adjourn.

21:41

Thank you.

21:44

Thank you, Commissioner Smith.

21:50

Did we have a second?

21:52

I second, it's been moved and seconded to adjourn.

21:57

I'll pull the commissioners.

21:59

Commissioner Miller, yes, commissioner Smith, yes, Commissioner Cleary, yes, Commissioner Wick Sparl.

22:09

Yes.

22:12

Yes.

22:13

Uh we are adjourned.

22:15

Thank you, ladies and gentlemen.
