He has used his platform as a radio DJ to make a significant and positive impact on the community and to give Milwaukee residents an opportunity to speak up and speak out.

He has always been an outspoken advocate for kids and young people in Milwaukee.

Listen, I have known Homer um for many years.

And you know, when I think about the service he has done for our community, you know, as I was reading over all the things that he was doing, I was just like, oh my gosh, I didn't even know some of the things that he was engaged in.

And when you're a true community member, when you just give, that's just what you do.

That's just who it is that you are.

And Homer has always used his voice and his platform to talk about critical issues and um to you know connect people in our community.

And it was just one of those moments where I was just like, you know what, let's take this opportunity to really honor someone that has been so intro instrumental in our community.

I do want to read, you know, his proclamation because again, as I was going over all the things he was doing, I was just like, oh my goodness, we have such a gem um in this community.

So um I want to just read his proclamation.

Homer Blow was recognized for more than three decades of uplifting the community in conjunction with his 35th anniversary as a radio personality and 32nd annual birthday party for the kids, which took place on June 27, 2026.

If you haven't, uh side note, if you have not gone um to the 32nd, you know, to the birthday parties, please go.

It is an amazing time.

Whereas Homer Blow is a native of Milwaukee who has been a local radio personality for 35 years and has used his platform as a radio DJ to make a significant and positive impact on the community and to give Milwaukee residents an opportunity to speak up and speak out.

Homer Blow started his radio program, keep it real, the next level to not only play popular music but to address local issues and have open discussions about them on the airwaves.

I'm gonna skip down some things.

Homer Blow serve um service, service to the community has been inspiring, marked by his annual Homer Blow birthday party for the kids, which serves thousands, literally thousands, of children's and family each year.

Homer Blow regularly gives back to the community over the years by donating his time to work with multiple charities and organizations such as the Sickle Cell Anemia Foundation, Running Rebels, the Boys and Girls Club, Fathers for Pro Fathers Making Progress, League for League of Martin, Brotherhood of Firefighters, Milwaukee Fatherhood Initiative, Planned Parenthood of Milwaukee, Mental Health Services, the United Way, and many, many others.

And for giving back to our community.

When you do a lot of the things that I do, we don't do it for recognition.

I've had people try to get me to move other places, but Milwaukee is my home.

Milwaukee needs my uh gifts that I've been blessed with.

And so here I continue to reside.

I know Milwaukee has some issues, but if we all do our parts, we can work to get through those issues.

We have some children that may be doing different things, but I like to do that party to show our children that somebody loves you.

We love you, we care about you.

And that's one of the passions that I have when doing this party to be able to see thousands of children and families out enjoying themselves to where they can be kids because we have to guard them so much.

So I want them to be able to understand, like, hey, this is fun.

Uh I just like to try to give, whether I'm trying to tell people where to find food, where I'm trying to help families get book bags, whatever it is that I can do, that's what's in my heart.

I have to thank my wife Cheryl, who is over there, uh, who has just stood by me uh as I continue this journey.

And whenever I receive a year in with whatever I'm doing, I always add thirty-five years and counting because the work is not over.

And with the help of you, as our alder people and the common council, we can try to make sure that some of the things that we don't have, we end up having.

Good morning, all I just want to briefly go over the uh issues that occurred at committee.

Sometimes we have legal objections, and then not a lot to necessarily debate here.

This is a case of equities involving the discretion of the committee based on the incidents that were presented.

That there were no ordinance violations or criminal violations alleged or uh pending for this matter for any incident that occurred in the course of the year.

There were several items on the police report, but none of them involved any actions by the operator.

There wasn't any allegations of any improper behavior.

They were essentially a number of uh troubless subjects where the operator called the police and made the reports.

In some of those instances, by the time the police got there, the person was gone.

Um one of the items is a um uh literally a committee uh community meeting that occurred.

And so uh the meeting actually became one of the items on the police report.

Um another one was a theft complaint.

18:48

Again, the operator calls based on that.

18:50

Another one was a welfare check where a person was laying on the sidewalk in front of the store.

So there was not any activity here alleged that would I believe rise to the level of any kind of suspension for the activity of the operator.

Uh with regard to the incidents, um, a number of the troubless subjects were loitering issues, which were um uh uh results of the police being called uh and there are no loitering signs posted at both sides of the building.

Um I also would indicate that in the testimony it came out that during the course of the last year, the operator met with the residents approximately six times, which is to me a lot of uh meetings and a lot of interactions with neighbors.

We always try to have one or two meetings.

We always try to make sure the neighbors all have the phone numbers, but I think six gatherings to address some of the issues is certainly an indication of the operator's intent uh to comply with um what we believe are is appropriate behavior.

Um I would also indicate that at this business there are three surveillance cameras outside and ten on the inside uh as well as the no loitering signs.

Um the uh Mr.

Singh has agreed as part of this to increase the um cameras on the outside.

Uh I believe obviously 10 is sufficient on the inside, but to add additional cameras on the outside will I think uh help to either deter behavior when people see the cameras or help to determine what happened.

I would also like to address um some uh requests, suggestions and motions by Alder Member Gallus, which I think are at the committee, which were all appropriate and um very well intentioned in terms of getting us to where we need to get to with this uh business.

Uh the security guard um will be added from 3 p.m.

to 9 p.m.

The uh there will be added a point of sale scanner for tobacco and alcohol sales, and there will now be no alcohol sales between 8 a.m.

At the table, the applicant agreed to each of those, and um his motion passed the committee, and we're pleased to implement those.

They're very expensive, and so we would ask that um the the council take into consideration um the uh issues of the um the compliance by the operator.

And lastly, I I'll finish with just stating that there was a concern of the neighbors that there are too many liquor stores uh in the neighborhood, but this liquor store is not the problem.

Thank you all so much for this opportunity. Listen, I have known Homer um for many years. And you know, when I think about the service he has done for our community, you know, as I was reading over all the things that he was doing, I was just like, oh my gosh, I didn't even know some of the things that he was engaged in. And when you're a true community member, when you just give, that's just what you do. That's just who it is that you are. And Homer has always used his voice and his platform to talk about critical issues and um to you know connect people in our community. And it was just one of those moments where I was just like, you know what, let's take this opportunity to really honor someone that has been so intro instrumental in our community. I do want to read, you know, his proclamation because again, as I was going over all the things he was doing, I was just like, oh my goodness, we have such a gem um in this community. So um I want to just read his proclamation. Homer Blow was recognized for more than three decades of uplifting the community in conjunction with his 35th anniversary as a radio personality and 32nd annual birthday party for the kids, which took place on June 27, 2026. If you haven't, uh side note, if you have not gone um to the 32nd, you know, to the birthday parties, please go. It is an amazing time. Whereas Homer Blow is a native of Milwaukee who has been a local radio personality for 35 years and has used his platform as a radio DJ to make a significant and positive impact on the community and to give Milwaukee residents an opportunity to speak up and speak out. Homer Blow started his radio program, keep it real, the next level to not only play popular music but to address local issues and have open discussions about them on the airwaves. I'm gonna skip down some things. Homer Blow serve um service, service to the community has been inspiring, marked by his annual Homer Blow birthday party for the kids, which serves thousands, literally thousands, of children's and family each year. Homer Blow regularly gives back to the community over the years by donating his time to work with multiple charities and organizations such as the Sickle Cell Anemia Foundation, Running Rebels, the Boys and Girls Club, Fathers for Pro Fathers Making Progress, League for League of Martin, Brotherhood of Firefighters, Milwaukee Fatherhood Initiative, Planned Parenthood of Milwaukee, Mental Health Services, the United Way, and many, many others. And for giving back to our community. Homer, I would like you to say a few words. Yeah. To my city of Milwaukee, thank you. To the full common council. Thank you. When you do a lot of the things that I do, we don't do it for recognition. We don't do it for accolades. It really comes from my heart. And I I love my city. I've had people try to get me to move other places, but Milwaukee is my home. Milwaukee needs my help. Milwaukee needs my uh gifts that I've been blessed with. And so here I continue to reside. I know Milwaukee has some issues, but if we all do our parts, we can work to get through those issues. We have some children that may be doing different things, but I like to do that party to show our children that somebody loves you. We love you, we care about you. And that's one of the passions that I have when doing this party to be able to see thousands of children and families out enjoying themselves to where they can be kids because we have to guard them so much.
