Public hearing.

Today is the public hearing to consider the modification of a previously approved plan unit development for property located at 1879 Conception Street Road.

Today is the public hearing to consider the applications of ground transportation with Travis for a certificate of public convenience and necessity to operate a taxi cab service and the application of raw medical transport for a certificate of public convenience and necessity to operate a shuttle service.

Today is the public hearing to declare the structures at 2602 Wealthy Street, 507 Chin Street, 509 Chin Street, 1332 Congress Street, and 5612 Racine Avenue, public nuisances and order them demolished.

Um, I know I guess, and this is just for Jonathan of the question that um raw medical transport.

Um, that's just strictly a shuttle service, not necessarily a medical shuttle.

Reggie Hill uh wants to request investigations into land deals associated with the Mobile Airport Authority, defamatory practices being made by certain members of the administration, unconstitutional acts orchestrated by Gulf Coast Technology Center.

Amend the rules and process for items being added to the agenda, citizen engagement and inconsistencies, economic development, and public safety.

Estella Trotter, uh due process being absurd and lack of accountability.

Ordinances held over 64021 and 022 are considering the modifications of a previously approved planning approval and a previously approved plan unit development for the property located at 65 Mobile Street.

Consent resolutions held over 03512, except resignations of former board members and appoint Clinton Mitchell, Thomas Cormir, and Michael Albanese to the improvement district of the City of Mobile McGallan Park project.

Um quick question for the administration.

Uh I know that um I know that we we held this over uh last week on this improvement district.

I mean, it it's strictly McGowan Park, I guess.

Um, is there a term like is this a 20-year improvement district?

I haven't heard from the applicant yet, but I am not in favor of waiving the fee.

But as far as the vacation goes, if they want it and are willing to pay the fee, I'm happy to put that there.

If administration um can provide um clarity regarding the PUD modification, as I look at this, it appears that there are seven considerations.

And I'm not, I just want to make sure that I'm not missing something in terms of um the need to bring it forward for modifications.

Good morning.

Um, so this site is a uh plan unit development, and whenever there is a modification to the site, because PUDs are site plan specific, it must come back uh before the planning commission and the council for approval.

For this particular site, it's the Moz uh water plant treatment facility, and they're adding some additional buildings, electrical buildings to for further further upgrades to the site.

And so um the way all PUDs are treated because they're site plan specific, they must come back before the uh planning commission the council for review.

Um previously under PUDS.

Um, any time you had multiple buildings on a site, PUDs were used as a way to accommodate that.

So then they already have maybe uh different facilities there.

They're just adding to their property.

Correct, they're adding two electrical buildings, and that's all to the to that site.

Okay, and because of the way it's set up with the PUD modifications, you have to come back regardless.

Right, it's because PUDs are site plan specific and also they um are not adhering to the specifics of the UDC as it's currently outlined, and so this requires because of that site plan specificity each time that it comes back before these bodies for approval.

Okay, and when you said that they're not adhering to the current UD.

So previously um PUDs were required when you were um developing with multiple buildings on a site under the current UDC.

You you don't have to have a PUD in place um to be able to do that.

Um, the way that we chose to carry that forward is because this was um an overlay essentially with that didn't comply with the previous uh zoning requirements under the new one.

Under the new one, we felt it necessary that we carry that forward so that if the dynamics of the site change, then the public would have an opportunity to weigh in.

This is, I mean, this really consists of 11 areas that have been divided out.

We're taking a big swipe out of out of repaving over there.

So I just wanted to say thank you to them.

And on top of that, because I know he's probably watching, uh watching the Facebook live or the Facebook live of YouTube Live.

Um Area 10, Nollwood Drive is partially in District 4.

And uh Councilman Reynolds um and I also advocated to add this in.

So I do have to give him a plug because again, he won't let me live it down.

So while this uh the the majority of it is in district six, um, there is that Noelwood drive, which is is drastically and direly needed.

Um it will be repaired as well.

So I just want to say thank you guys for all the work that you did to get it across the line.

And um, this is probably the biggest repaving contract and project that the the district six has ever seen.

So thank y'all for all your help on that.

Resolutions being introduced, 0855 approved purchase order to all traffic solutions incorporated for solar powered radar speed signs, $15,243.92 cents.

Um the traffic signs, I guess right now.

And I know that there were some problems with the ones that that we uh previously previously purchased.

Um, I think this is for four um traffic signs.

Um are we are have we identified where those are gonna go yet?

Or is this kind of like a test run of a new a new sign or um I guess um if we're buying four, can we can we buy more?

I guess is my question.

Yeah, I think you'll see us put some more on the more permanent signs.

These are temporary solar powered, um, the more permanent signs talking to Nick Amberger or hardwired electrical.

And so I think they've already deployed a couple on Monterey, and that's until we can get a more permanent solution to slow down speakers.

So these four are just temporary, they'll go into the stock of the traffic engineering, but I think you're going to see us buy an inventory uh probably on the next agenda of some more permanent signage that can be deployed throughout the city.

And I think there was some interest in buying specific with CIP money from certain districts that y'all have areas that you want to put them in.

And so, but these are citywide deployment.

Gotcha.

Because I know just in district six, I know uh white trail, um Gurby right at the school, those are going out.

So I'm I we definitely I know I and I know Councilman Reynolds um definitely interested in uh using CIP funds to do that if we have the stocks.

Yeah, and I think you'll have a traffic calming, isn't that right, Nick, as part of your CIP.

If y'all want to put money in there, then we can get the more permanent size deployed.

These are really to deploy, like when we're doing like when we were doing McGregor, so we had to get in the neighborhoods and try to slow traffic down.

This just temporary.

I think you all took care of Ann Street and Monterey Street, and we know that this is a temporary solution for right now, but just thank you for moving forward on that so that we can have something there.
