Monroe Police and Fire Commission Meeting - March 18, 2026
The Monroe Police and Fire Commission met on March 18, 2026, at 2:00 PM to discuss the recruitment and timeline for hiring a new police chief. The meeting began with a closed session under Wis. Stats. §19.85(1)(c) to consider candidate qualifications, followed by an open discussion on next steps.
Discussion Items
- Recruitment and Interview Timeline: The Commission discussed scheduling interview panels for police chief candidates. They proposed two interview panels with stakeholders from the community, service providers, and city government. Candidates would rotate between panels, followed by a debrief session to compare notes and seek consensus.
- Proposed Dates and Times: Potential interview dates were identified as Thursday, April 9, or Thursday, April 16, 2026, with a preference for afternoon sessions (1:00 PM to 4:00 PM). Concerns were raised about potential election recounts on April 7 but were deemed manageable. The timeline allows approximately one month for preparation and panel availability.
- Interview Process Details: Each interview would last 30–40 minutes, with additional time for panel briefing and transitions. The Commission planned to circulate stock questions from prior interviews for review and approval; panelists could also suggest questions tailored to their perspectives. Staff were asked to verify that all candidates meet the minimum job requirements.
- Future Considerations: The Commission noted the need to plan for a public announcement of any final decision, which may involve a conditional offer and further conditions. This will be addressed at a future meeting.
Key Outcomes
- The Commission agreed to proceed with scheduling interviews on April 9 or April 16, 2026, in the afternoon (1:00–4:00 PM).
- The administrator was directed to prepare a draft set of interview questions for commissioner review via email and to coordinate with panelists.
- Staff were instructed to confirm candidate qualifications against the job description.
- A motion to adjourn was passed unanimously.
Meeting Transcript
to a number um from internal candidates and uh uh at this point I think the commission is excuse me ready to proceed to uh set up some interview panels uh for the uh candidates uh that have applied um we are going to uh invite some other stakeholders from the community and uh other uh service providers and city government to uh uh augment the commission and the hope would be to have uh two panels of interviews uh where the candidates would uh each face one of the panels and then we'll rotate and the other panel will get uh the opposite candidate and so forth and then we'll all compare notes um the big question is when when can we do this um when would be appropriate we've been uh looking at something probably two to three weeks out sometime in early to mid-April so any thoughts from uh clerk or administrator as to who an appropriate timeline or members uh I know I mentioned I'm not here till af till April first but then I'm free after that any other afternoons possibly more than one of us I don't know uh it it would seem to me if we schedule you know maybe two hours max for the interviews but then some discussion time so it it looks like a more a morning nine to noon or uh you know an afternoon one to four something like that I would uh prefer Mr. Chair if it would could be possible it be in the afternoon although I'm flexible enough to do either so an afternoon well that's just my pre preference are better for me um which on the end of the same words as long as we're going into I was gonna say I know typically it seems like Thursdays tend to be a common day um for you guys that the ninth or sixteenth could be options um for my personal side of things I'm going to be working the election on the seventh but I think either way it shouldn't overly impact the prep that with the other staff and stuff for us to be ready to to still do it at that time okay so proposals are Thursday ninth and Thursday sixteenth and after um the 16th is probably I would hate for there to be a recount for some reason we got it pulled away and do it dealing with all that well that gives us about a month true workable scale. Good point yeah yeah that allows time to connect and give them fair warning for availability I'm supposed to give one that afternoon but I can move that appointment earlier in the and the preference you guys said it's afternoon right so approximately maybe the one to four time frame. Okay and ultimately I guess even talking through that you share having time for debrief um I I'm assuming we also will want some time for the panels to to potentially be briefed and discuss how it's going to flow and the questions and and get connected before the candidate comes right in as well so just but even then I think from if that happens from one to one fifteen and then that should still work within that time frame. Okay. Yeah I was thinking for the interview itself 30 to 40 minutes probably would be sufficient and then a little time for the transition and then leaving time for all what will it be probably 10 12 of us to get together compare notes see if there's a consensus or at least well at least to get the input. Yeah, to get the input, and then we have to talk about it. So yeah. Okay. And the other note of that of questions for that, um, I can circulate kind of some of those stock questions that we've maybe used in prior interviews and and see maybe what you guys you can highlight ones you for sure want included or absolutely don't want included, and then that way I can kind of draft what maybe each panel would ask and get your guys' approval through email, if that makes sense, or the chair, whatever you want to if Chief Kelly has anything from other interviews that he has been in that he felt would be good to ask that might not be on our list. Okay. You may also want to ask like potential panelists name a question because they might he or she may have their own perspective on what you know how this police chief might interact with them or in their and so that might give a different perspective on a question. Yeah, I'm I'm uh thinking just logistically, I would probably try to at least get somewhat of a a good draft of the questions that you guys are okay with, and then I can share that with the panelists to to fine-tune in. Yeah. Okay. Is there anything else that uh anything else that you need at this time from the commission? Or are the commissioners have any questions or other input they want to give to the administrator? I guess one thing to just think about is um we may want to have some conversation even prior to that. Of if a decision is made of, I guess, like will we have some sort of how that announcement will occur and and but I think obviously it following the the interviews if a decision is made of of how that will kind of logistically occur. Um maybe that happens at a future PFC meeting, um, because there may need to be conditions, but those are things I guess, and and because we don't know if if a decision will be made or not, either at that point. That's true, and actually there's some things that have to happen after that, right? Right. Uh it's like a conditional offer. Right. So that that can maybe be kind of the granted, yeah. I think just something I guess we'll want to start putting some thought to as well. Mr. Chair, if I could also ask the administrative strap staff to make sure that each candidate that we are going to be interviewing do, in fact, uh meet the minimum requirements that uh what is what is stated in the job just description is in fact being met by each candidate. Thank you, Mr. Chair. Anything further over there? All right, then a motion to adjourn would be in order. So moved. I have a motion and second that uh this meeting of the uh commission adjourn. All those in favor signify by saying aye. Aye. Any opposed? We are adjourned.
