The Judiciary and Ordinance Review Committee met on Monday, March 23, 2026, at 5:20 PM in the City Hall Council Chambers. The committee considered a proposed ordinance to allow the sale of fermented malt beverages (beer) by city employees in city parks, initially for the Fourth of July concert event. After discussion, the committee voted unanimously (4-0) to recommend the ordinance to the Common Council.

- City Administrator Rindy provided an overview, noting the ordinance was developed at the request of the Park Board and with guidance from the League of Wisconsin Municipalities. The purpose is to allow the city to sell beer during the Fourth of July concert event at Twining Park, with potential for future events.
- Matt Skibba, Parks and Recreation Director, explained that the Park Board would approve alcohol sales on an event-by-event basis. City staff would serve and handle sales; the city would purchase alcohol from a distributor, and revenue would go to the Park and Recreation budget.
- Committee members discussed the scope: this would not be for every event but could be expanded if successful. The Fourth of July concert would be a trial run.
- Skibba clarified that existing shelter rentals already include an alcohol permit for personal consumption, but this ordinance would allow the city to sell alcohol to the public at large events.
- Staff would obtain bartender licenses; one seasonal employee already holds one. Overtime would not be incurred as salaried staff would work within their schedules and hourly staff would be scheduled accordingly.
- Committee member noted that other communities like Monona and Milwaukee already have similar practices. The mayor had previously directed increased use of the band shell, and this could support that goal.
- The concert is scheduled from noon to 2 PM, but committee member Miller suggested trying 11:30 AM to 2:30 PM. Initial consultation with Police Officer Fultz indicated no major concerns.

- Administrator Rindy informed the committee that the Plan Commission has made recommendations for ordinance changes related to residential zoning codes, which will be presented at a future meeting after further updates.

Here. We are all here. Correction minutes from February 23rd, 2026. They will stand approved as prepared. Business discussion, possible recommendations to come council for ordinance for appealing. We're creating section 3-4-1 and 3-4-9 and creating 3-4-10 of the Monroe City Code. Sale fermented malt beverages by city employees and city parks. This is Administrator Rindi. And so this does come at a recommendation from the park board. Um, and there is some of the um director skip here too if I misspeak or or you have further questions that I can't answer. Um but basically there was some discussion with the Fourth of July event that the parks and rec program host in the last couple of years they've partnered with Main Street in having a band for a couple hours in the afternoon and wanting to um allow for some sale of beer during that, um, just during that concert event. And so kind of looking at it, the city is allowed to um sell beverages within city parks um with sit through the city employees, but we do have to have an ordinance in place that allows and kind of regulates that. So in conversation with the League of Wisconsin, they provided some guidance, including a draft ordinance that other municipalities have utilized. So we took that and kind of modified to what's before you to fit within our realms. Um it does include the park and rec board having kind of the administration and oversight of when there would be um serving of alcohol in the parks to designate kind of the the limitations and areas um and only within park hours as a kind of further detailed on throughout there. Um but so this would allow and that that was kind of the initial kind of thought of why we started to explore this. I think if it does go well, there could be other opportunities that we could potentially explore, whether it's with our downtown opportunity park or other areas. Um but so we'd be looking to have you guys review this if you're comfortable then making that recommendation on to common council where there would be a public hearing as well. Did you say on the 4th of July there was beer or they were just thinking about it? Nope. So the the plan or hope is if this all goes through, then there would be for this 4th of July, but there has not been any alcohol allowed in prior for prior Fourth of July. So this would be parking where could decide what events they would have this at, not just 4th of July, is that correct? Correct, or yeah, and or or at what times in what parks if if the and it would be city, so this is allowing for city staff. Like at any point, the like Lions Club could say we want to with an event serve and be the temporary class issue holder to to serve, but then they can this would allow the city staff, the park and rack department or otherwise to then actually be the oversight and and serving, and then it also becomes city revenue. So city employees would be operating this correct, and uh the alcohol happy purchase would be through distributor, correct, and the city would be buying it, and the city would have what's ever over left over. Correct. Uh so it's they could have for like every baseball game they could do if they decide they could have it open for that. Yeah, maybe let I don't think they would plan they plan or hope to do that, but I guess it could yeah. I guess my understanding is this would need to be approved on an event by event basis, so it's not something that we would be looking to use leftover product from the fourth of July to sell for youth baseball or softball. Um it would really be in my mind right now just a one-off trial run with the fourth of July. It's something that we've gotten feedback for the last couple of years. Um the way I understand it is that park and rec, the park and rec board, the park commission would be the ones to decide what events it have to be approved, similar to what we did with the coffee trucks. Um they have to approve it on an event by event basis or yeah, so it's not something that I'm looking to sell like at the pool or anything like that for sure. So um if this passed, would um if there was an event, would somebody need to get a permit, or they wouldn't need to get a permit. This would just cover everything as long as they went through park and rec for approval. Correct. They would just submit or it would be brought to the park and rec board for approval because it would be city staff that would be preparing and planning for when and where this would be served. Not like nobody else could just come and utilize our license, they would have to do the normal temporary class B license with a special event submittal kind of things if they were to want to do that in the park otherwise. Right now, are people allowed to bring alcohol into the park? And could they have set up a bar themselves before this? Um with the shelter rental comes an alcohol permit. Sales of alcohol is a completely different thing.
