0:25

I have a resolution authorizing an agricultural lease agreement between the city of Monroe and Monroe weeds and seeds.

0:31

Um whereas the city of Monroe owns approximately 68 acres of vacant property located on the city's northwest side along County Highway N, whereas Major Weeds and Seeds have expressed interest in leasing said property for agricultural purposes, whereas city and madrell weeds and seeds have negotiated terms on agricultural lease agreement for the use of property for the 2026 season, and whereas the proposed term shall commence upon execution of the lease by the lesse and the receipt of the required certificate of insurance and shall terminate on March 30th, 2027.

1:11

Whereas the lease provides an annual rental rate of 150 dollars per acre for a total annual rent of 10,200, payable in two equal installments due March 31st and September 30th.

1:25

Whereas the lease restricts the use of the property to agricultural purposes only and includes provisions related to maintenance insurance, indemnification, inspection rights, and reduct reduction, default and termination, all is outlined in the agricultural lease agreement.

1:44

And whereas the city council finds that entering into this lease in the best interest of the city of Monroe.

1:50

Now, therefore, be it resolved by the common council of the city of Monroe, the agricultural lease agreement between the city of Monroe and Madreau weeds and seeds substantially in the form presented to the council was hereby approved.

10:04

I think if there were a strong feeling from the residents or other council people uh that we do want to experiment, I think they might be open to that, but my sense is um that this discussion has been had which came out of the comprehensive plan engagement with the community, and that it's it's not gonna come up again unless something unless somebody got it has a real bee on their bonnet and wants to see this happen.

10:36

Dan, did you get involved in the liability discussions at all?

10:40

No, no, reach out to me.

10:42

Okay.

10:49

If a you know a private an individual private dog owner's dog attacks somebody on city property that came up.

10:56

I'm not sure if that's more just anxiety of the unknown or insurance live.

11:03

I I'm not entirely sure, but it was clear that there were other reasons that uh the commissioners were not interested in dogs at this point in time.

11:13

Can I say something?

11:14

I thought that at one point Chief Kelly said that as long as you were walking your dog on the road, the street on a leash, that was fine.

11:23

Yeah, so you can you can traverse rec park and twining park on the road with your dogs.

11:28

Okay, but they have to stay on the road.

11:31

Right.

11:31

Good clarification.

  • Judiciary & Ordinance Review Committee – Public Hearing Date: Set a public hearing for April 20, 2026, on an ordinance repealing and recreating sections 3-4-1 and 3-4-9, and creating section 3-4-10 of the Monroe City Code regarding sale of fermented malt beverages by city employees in city parks.

  • Open Session Actions from Closed Session:

The agreement makes the original contract null and void. Approved 9-0.
    • Farm Lease along CTH N: The council approved an agricultural lease agreement with Maddrell Weeds and Seeds for approximately 68 acres of city-owned vacant property on the northwest side along County Highway N. The lease runs from execution through March 30, 2027, at an annual rent of $150 per acre (total $10,200), payable in two equal installments (March 31 and September 30). Use is restricted to agricultural purposes only. Approved 9-0.

Committee Report Outs

  • Alder Thoman – Cemetery Board: Noted that the city’s contribution to the cemetery has not increased for some time and expressed a desire to raise it from $52,000 to $55,000 due to inflation.
  • Alder Wartenweiler – Historical Green County Society: Corrected previous misinformation, clarifying that the Monroe historical walking tour costs $10 per person (not free). Tours are approximately 1 hour 15 minutes on Saturdays at 10:30 AM or 1:30 PM.
  • Alder Sheaffer – Park & Recreation Board: Reported that parks are being prepared for spring. Capital projects include ball field light replacement at Twining Park, pool deck and beach area repairs, and tennis court resurfacing at Recreation Park. The board discussed dogs in parks; there was strong concern about reckless dog behavior and owner responsibility. The board prefers to maintain the current policy (no dogs in any parks except the designated dog park under the water tower), though they would be open to community-driven experimentation. Dogs may be walked on roads/sidewalks within parks on a leash.
  • Alder Franke – Chamber of Commerce: Announced the Chamber Derby fundraising event on May 2, 2026, from 4:00 PM to 7:00 PM at Wegmuller Farm, featuring mini horse races, regular horse races, viewing of the Kentucky Derby, food, and live music. Tickets available on the chamber website.
