0:05

We'll call the public safety or we'll call the uh salary and personnel committee meeting to order.

0:10

Older Frankie?

0:11

Uh here.

0:12

Alder True Hart.

0:13

Here.

0:13

Alder Whartonweiler?

0:15

Here.

0:15

And Alder Vestine.

0:17

Here.

0:20

Are there any corrections of the minutes from the March 23rd 2026 meeting?

0:28

Hearing none, they will stand as presented.

0:31

Item C, or business open.

0:34

Item C one discussion and possible action to add a position to the miscellaneous wage resolution for 2026.

0:41

A bathhouse slash slide attendant at the outdoor poll.

0:52

Okay, perfect.

0:54

So I am really struggling to get lifeguards this year.

1:01

And I have hired nine.

1:03

But in order to have our full rotation, I'd like to add a slide and bathhouse attendant position for people that just aren't quite ready to do their full lifeguard certification per state code.

1:18

They just have to be 16 years old.

1:19

They don't have to be lifeguard certified.

1:21

But this will just kind of help to alleviate some of my lifeguard shortage by being able to have non-certified staff that they'll still be certified in first responder, CPR, AED, first aid, so that they can still be a part of our emergency action plans at the pool.

1:39

But they don't have to go through the in-water portion.

1:41

So just hoping to add this on.

1:45

It should also help our budget because we're going from nine lifeguards on duty where the minimum starting pay is 12 an hour to six lifeguards on duty with two of the bathhouse slide attendants on duty at a time at $11 an hour.

2:04

Do you guys have questions?

2:06

I have a question.

2:08

Yes.

2:09

Is this a trend that you're seeing with not being able to hire lifeguards in the past few years?

2:16

And if so, any thoughts as to maybe why?

2:25

Yeah, it definitely kind of comes in waves.

2:29

So this year, where my struggle is coming from is I certified 12 lifeguards three years ago that were all freshmen.

2:35

They are all seniors now this year.

2:38

Um and the high school has a CNA program now.

2:42

Um that all of them are kind of going into and they can get paid a lot more to be a CNA.

2:47

Um they are coming back as subs and things like that, but it is I think you know, for $12 an hour, you can be in charge of a bunch of kids' lives watching the pool, or you could go work anywhere else and make the same.

3:01

So the kids that are choosing to do it really want to do it and really care.

3:07

Um, but it's it's definitely not kind of the appeal that it used to have.

3:12

I know when I was in school, like this was one of the highest paying summer jobs you could get, and so that was a big draw for me.

3:18

Um, and that's just not the case anymore.

3:20

So the positive is is the kids that I'm getting are really dedicated and really excited about it.

3:26

Um, but definitely the drawback is there is just not as appealing.

3:30

Um it's a lot of pressure for a lot of the kids, so thank you.

3:38

Yeah, do you know of some kids that are available for this interested in this bathhouse slide position?

3:50

Yes, so um, like I said, it does have to be 16 years or older.

3:54

Um so I've spoken with a lot of my day camp staff that are 16 years or older.

3:59

Um, and I do have four or five that would be interested in picking up some shifts that I'll just help them get more hours then throughout the summer.

4:06

So um thankfully not concerned about filling that role.

4:10

Um thankfully.

4:13

Thank you.

4:14

Yeah.

4:25

So do you just any are there any more questions?

4:27

Do we just make a motion to move this to council?

4:32

So I'll make a motion to move the uh resolution approving um the slide the right slide attendant position.

4:46

Second.

4:48

We have a motion and a second.

4:49

Uh will the clerk call the roll.

4:51

Alder Frankie, aye, older true heart, aye.

4:54

Alder Whartonweather, aye, and older Vestine.

4:58

Uh aye.

City of Monroe Salary and Personnel Committee Meeting - April 27, 2026

The Salary and Personnel Committee met on April 27, 2026, at 5:27 PM in the City Hall Council Chambers. The primary business was a discussion and unanimous vote to recommend adding a new seasonal part-time position of "Bathhouse / Slide Attendant" at the Outdoor Pool to the 2026 Miscellaneous Wages Resolution. The committee also approved the minutes from the March 23, 2026 meeting as presented.

Consent Calendar

  • Approval of Minutes: The minutes from the March 23, 2026 meeting were accepted as presented without correction.

Discussion Items

  • Add Bathhouse / Slide Attendant Position: Alyssa Eberle, the individual requesting the item, explained the need for the new position due to a shortage of lifeguards. She noted that she has hired nine lifeguards but needs additional staff to maintain full rotations. The new position would be for individuals aged 16 or older who are not required to hold a full lifeguard certification but must be certified in first responder, CPR, AED, and first aid. The starting pay is $11.00 per hour, compared to the lifeguard minimum of $12.00 per hour. The proposed staffing model would reduce the number of lifeguards on duty from nine to six, supplemented by two bathhouse/slide attendants per shift. Eberle stated that she already has four or five interested candidates from the day camp staff. Discussion included the reasons for the lifeguard shortage, including competition from a high school CNA program offering higher pay and the decreasing appeal of the job for the pay offered.

Key Outcomes

  • Motion to Approve: A motion was made by Heidi Treuthardt and seconded by Corrine Wartenweiler to approve the addition of the bathhouse/slide attendant position to the 2026 Miscellaneous Wages Resolution and recommend it to the Common Council.
  • Vote: The motion passed unanimously by a vote of 4-0 (Craig Franke, Heidi Treuthardt, Corinne Wartenweiler, Christopher Vestin all in favor; no opposition, abstentions, or absences).
  • Adjournment: The meeting adjourned at 5:33 PM.
