The Board of Public Works met on Monday, May 11, 2026, at 5:00 PM in the Council Chambers. The meeting was called to order with all four members present (Heidi Treuthardt, Craig Franke, Matt Sheaffer, Richard Thoman). The board considered two items: awarding a contract for curb and gutter repairs and approving an update to the city's roadway functional classification. Both items were recommended for approval to the Common Council.

2026 Curb and Gutter Repair Contract: Al Gerber, Director of Public Works, presented the bid tabulation for the 2026 curb and gutter repair project, which will be performed in conjunction with street paving projects. Nine contractors were solicited, and four bids were received. The bids ranged from $497,510.76 to $550,834. However, the low bidder, Potrykus Construction LLC (a company new to the city, based near Wausau), submitted a bid of $493,510.74. The board discussed the scope of work (spot repairs on streets being repaved, not full reconstruction) and noted that multiple mobilizations would be required to coordinate with utility work. A motion was made to recommend awarding the contract to Potrykus Construction LLC for $493,510.74.

Roadway Functional Classification Update: Al Gerber explained that the Wisconsin Department of Transportation conducts a 10-year review of roadway classifications. The state recommended changes for 4th Street and 22nd Avenue (near the hospital) and initially proposed downgrading 6th Street (from the jail to Highway 59) and 32nd Avenue to local streets. The city pushed back on the downgrades, arguing that the jail and the new high school require maintaining a minor arterial classification. The state agreed to keep 6th Street and 32nd Avenue at their current classification. The classification affects eligibility for state and federal grants and shared revenue. The board discussed the importance of higher classifications for grant opportunities. A motion was made to recommend approval of the resolution adopting the updated functional classification changes.

Okay, we do have a quorum. Um item B is correction of minutes. Hearing none, they'll stand as uh presented. Um item C is not supposed to be on there supervisor, so we'll go on to item D, Director of Public Works, and the first item under that discussion and possible recommendation to common council awarding contract for the 2026 curve and gutter repair. Okay. Um this is for our curb and gutter repair that we do in conjunction with all of our street paving projects that our city crews pave. Um so there's quite a number of streets. It's kind of just patching curb, uh, bad spots that are around there. Uh we may have longer stretches, you know, maybe half a block or so. Uh we sent the contract out to nine contractors. Uh this year we had four that bid it. Uh prices ranged from 497,000 uh 510 and 76 cents to uh 550, 834 dollars. Uh we would recommend awarding the contract. I'm gonna kill that name. Patricus uh construction for 493,510 and 74 cents. Um we haven't worked with them before. I think they're up right around Wassaw area. So you know it's a fairly substantial clock. Change there's good difference in price on it, so we'll give them a try and and see. Um they are aware that we'll probably have more than one mobilization yet, too. We're not gonna have just one time that they're coming into town, they'll probably be like three because they're timing it with work that the utilities are doing yet, too, so they won't have all the utility work done all at one shot. I have a question now. Do you go around the town looking for curb and gutter that needs to be repaired, or do people just call and tell you that? No, well, these these are in conjunction with our street projects. So we go out and we look at all of them on the streets that we're paving and and itemize which areas that we're doing. Yeah, so these aren't repairs, it's just new streets that are getting paved. No, they're repair, they're repairs on streets that we're paving that we're just repaving, but not a full reconstruction of the street. So, yeah, they could be you know 20 foot stretches, 200 foot stretches, they're kind of all like a spot repair patching around. So they're scheduled, so this company knows exactly right. Okay, thank you. Yeah, I'll make a motion to accept the uh winning bid by Patrichus construction for curb and repair. Okay, we have a motion and a second. Is there any other discussion?
