Consent Calendar
- Correction of Minutes – May 26, 2026: The minutes from the previous meeting were accepted as presented without corrections.
Discussion Items
- July 4th Celebration Special Event (Proposed by Park & Recreation): The committee reviewed the event application and attachments. Topics discussed included:
- Event logistics: Setup at 7:00 AM, cleanup starting at 5:00 PM on July 4, with some garbage removal occurring the next day.
- Facilities: Porta potties would be provided; the committee asked for confirmation that requirements would be met. Food trucks and the Knights of Columbus (concessions at one shelter) were listed as food vendors. The event would have no carnival rides, but games and horse rides were described as a "small children carnival."
- Alcohol service: Beer and wine would be served during a concert from approximately 11:30 AM to 2:30 PM (half-hour before and after the concert). Alder Wartenweiler expressed opposition to allowing open containers throughout the entire park and asked if a designated area could be assigned. Staff clarified that the Parks Board had authority under a recently adopted ordinance to determine alcohol locations; the committee’s role was only to approve the special event application, not to alter the alcohol policy.
- Safety: The Fire Department conducts inspections prior to the event to ensure compliance with cooking regulations.
Key Outcomes
- Motion to Approve and Recommend to Common Council: A motion by Voelkli, seconded by Sheaffer, to approve the July 4th Celebration Special Event and forward a recommendation to the Common Council passed unanimously (3-0). Alder Wartenweiler voted in favor despite expressing general opposition to open containers.
- Adjournment: A motion by Wartenweiler, seconded by Voelkli, to adjourn at 4:58 PM passed 3-0.
Meeting Transcript
It's 450. I'd like to call the public safety committee order if the clerk would call the role, please. Older Schaefer? Yep. Alder Warnweather? Here. And older Vilkley. Here. And three of the four are here. We only have three at the moment. The correction of the minutes from May 26. Any corrections to those hearing none, they'll stand as presented. See business presented by the police department discussion and possible recommendation of common council of the city of Monroe for the City of Mineral Parks and Recreation. So in front of you is the July 4th event that Park and Rec is putting on. Essentially, there's no changes from last year. I I saw a mistake in the is on page on the first page regarding the late fee. If you give less than 45 days notice, shouldn't it be more than no? No, that's for so if somebody submits an application within too short of time. So if they submit it. Right to consider applications. Okay. I thought there was like a delay. It should have been more. Okay. And if I have a few other questions, can I still bring? Oh, is it on? That's okay, sir. Okay. Um page two, the setup is it 7 a.m. cleanup is at 5 p.m. Is that on the same day? Do they do it the same day? Yeah, I think there's some things that they set up kind of ahead of time, but they do clean their staff there early that day, and then there's still some that will happen like garbage and different things later the next day. But and then there was a question on porta potties, how many? I know they you there's a yes, but doesn't say how many they have. I don't know if that would help future people. Maybe not. Yeah, I don't. I guess know the calculation. I know it's something that gets worked out, but we can confirm and that they that they'll meet the requirements. Okay. And is it just the Knights of Columbus that's going to be serving? Or is there another food service? It states that food trucks will be there, and then just the knights are selling concessions at the one shelter. And then it what are they selling? Is it do they have gas or anything with it? Or any that I don't know. They use the cleansing shelter, but there are fire the fire department does go and do inspections prior to events like this to confirm. Okay, because it wasn't very clear, so that's why I'm asking. And then on page two, um, it's they talk about there's no carnival, but then in the notes it says small children carnival.
