Our first order of business is discussion and possible recommendation to common council awarding contract to fire station two roof replacement project.

So we have two bids we put out.

So we originally bid this project for all of the city hall roof, which would be the roof above this portion of the building and then the fire station portion.

And those initially came back.

There were six people who showed interest originally.

I think two that actually came and did walk throughs, and one who actually submitted a bid.

And the bids ended up being well in excess of what was budgeted by a few hundred thousand dollars.

And that's because of all of the equipment that was at one point placed on the roof up here when they did the HVAC project.

So there was roof drains and things that need to be moved.

So we I just rejected them bids and rebid just the fire station portion because that's the portion that is in the worst amount of shape, worse shape.

Um and then when they came and were doing their walkthroughs, both of the companies that were bidding on that pointed out that that already has two roofs on it, and it needs they both need to be completely stripped.

So that kind of changed how that needed to be bid.

So there was an alternate that was put out because one of them did not bid one of bid that at all, and they both called with concern suggesting that we would do it a different way.

So we wrote an alternate in that bid, and we got two bids back.

One was fundamental designs for 173,000.

Um if you notice in the cover sheet that was included, he he has the not recommended base bid, and that that was the initial request.

But that both companies said don't do it this way.

The other company didn't even bid that.

They said we won't even try and bid that.

Um, but he put it in just because it was asked for and then said not recommended, but gave us an alternate of 173,000.

The let me see here where my note goes professional roofing was the other bidder, and they were 189,000 for um that same with the same alternate bid.

So it's a sixteen thousand dollar difference.

Um, I didn't find anything that was any different, and I sent it off to uh the architect who originally drew all the plans and put both the bid and the alternate together, and he agreed that um fundamental designs would be the bidder that's the lowest.

So I would just look for a recommendation to award that to them, and we do have money budgeted in capital for this fundamental designs.

Um the roof, the roofing company would be um uh Freeport Industrial Roofing, I believe is his subcontractor, but he's the general that put the bid together.

After original combined City Hall/Fire Station bids exceeded budget by hundreds of thousands of dollars, the project was rebid for Fire Station 2 alone, including an alternate for full tear-off. Two bids were received: Fundamental Designs at $173,000 (recommended) and Professional Roofing at $189,000. Both bids met the 20-year warranty specification and were otherwise identical. The project architect agreed with the recommendation. The committee voted 3-0 to recommend awarding the contract to Fundamental Designs for $173,000.

Max Fire Box Phase II Training System

  • Fire Chief Rufer requested approval to purchase the Max Fire Box Phase II training system for $19,953.57, funds already budgeted in the 2026 Capital Budget. The system is a complete package that includes single-story, two-story, and garage props, a four-hour train-the-trainer session, and instructional materials. It can be operated with as few as two people and has a lifetime warranty. The training will be used for ongoing fire behavior and thermal imaging training, replacing a more dangerous and labor-intensive flashover simulator. The committee voted 3-0 to approve the purchase.
