The Monroe Board of Public Works met on Monday, July 13, 2026, at 5:10 PM in the Council Chambers. Members present in person were Craig Franke and Richard Thoman; Heidi Treuthardt arrived at 5:13 PM. Matt Sheaffer was absent. The board reviewed and recommended action on several infrastructure items, including park path repairs, water booster pump rebuilds, and odor control media replacement. All votes were unanimous.

- Correction of Minutes – June 22, 2026: Approved as presented. (Motion by Franke, second by Thoman; passed 2-0 with Treuthardt not yet present and Sheaffer absent.)

- Twining Walkway Repairs & Paving: Parks Supervisor Josh Trame reviewed quotes for repairing the walking path at Twining Park. The existing path, approximately 5–6 feet wide, has cracking, uneven spots, and trip hazards. Trame recommended awarding the project to Bartelt Paving under option three – an overlay with repairs – for $98,821. Bartelt owns a specialized trail paver suitable for narrow paths, unlike other contractors. The project also includes paving a connection to 11th Avenue via an existing easement, creating an ADA-accessible entry point. Funding of $100,000 was budgeted in the 2026 bond. The board recommended the Common Council approve the Bartelt quote for $98,821. (Motion by Franke, second by Treuthardt; passed 3-0.)
- Well #6 and Well #7 Booster Pump Rebuilds: Utilities Supervisor Mike Kennison reported that the booster pumps, installed in the mid-1970s, have never been rebuilt and are showing signs of wear (cavitation and seal leaks). Three quotes were obtained; the lowest was from Dorner Company at $16,822 per pump. The board recommended the Common Council approve the Dorner quote for a total of $33,644 ($16,822 per pump). (Motion by Treuthardt, second by Franke; passed 3-0.)
- Replacement of Wood Media for Odor Control System: Kennison explained that the odor control system at the wastewater treatment plant uses a wood-based media to absorb odors. Installed in 2019–2020, the media has reached its expected 6–7 year lifespan and is no longer effective. Two quotes were received; Kennison recommended purchasing replacement media from GES BioTek (Batavia, Illinois) for $79,000, delivered in bags so city staff can install it, reducing overall cost. The board recommended the Common Council approve the GES BioTek purchase for $79,000. (Motion by Treuthardt, second by Franke; passed 3-0.)

They'll stand in as um presented. C is viewing of bills. The first item or the only item is Whitney Tree Service Invoice. So with that, there's one invoice from June 15th. This is storm damage kind of cleanup and pickup. And the total is for $8,648. I guess I just need a motion to approve this, then motion for approval. I will second that. Any discussion. Discussion impossible recommendation of common council regarding requiring twining walkway repairs and paving. All right, good evening. Uh park supervisor Tremy here. Um, just bringing this item to you. Um, so this is something that's been on our capital plan for a few years now and finally uh come into fruition here. Um so those of you familiar with twinning park, there's the backside of the park. You have the map there that kind of explains or kind of shows the the walking trail that that goes back behind um at twinning park there. So that trail um has been there for quite some time and is due for some improvements. Um, as you kind of said, you could see in the um summary sheet that I had there. Um there's just some deteriorations in some areas. There's some you know, some cracking, some even spots, um, some trip hazards here throughout that that trail. Um, so with that, we were looking to explore some different options on that trail and how we can make those improvements and do it the most cost effective way. So we looked at a few different options, talked to some different different contractors just to get their opinions on it too, just to kind of see where things were at. Um so we explored some different options and and um as you can kind of see there in the quotes. You it's kind of the variety of different things out there. We looked at potentially doing you know some repairs with an overlay. Um, that was one of the things that was discussed uh in the proposal that we we were recommending.
