0:12

And Alder Maguire.

0:13

Here.

0:14

Are there any correction of the June 22nd, 2026 minute?

0:23

So our first order of business is discussion and possible recommendation to common council approval of 2026 budget amendment.

0:33

This is administrator Rindy.

0:34

And so um putting a request before you to do a budget amendment to the 2026 budget to kind of put some context in history.

0:43

If you recall when we are creating the 2026 budget, um we also had a discussion on we had paid off some other non-geo debt.

0:52

Um and with waiting to seek the debt issuance or bond issuance in early 2026.

1:00

There was kind of that dip in our debt schedule.

1:03

And so there was a discussion and approval to make an adjustment so that the debt service schedule stayed kind of steady, so then there wasn't kind of a drop on the the tax bills for that, and then the next year having a sudden increase.

1:18

So we kind of um made a different allocation of that 136,000.

1:23

Um during our audit with the Department of Revenue for the expenditure restraint program.

1:29

It was noted that we had mistakenly allocated that to the capital fund, but it should be allocated to the debt service fund.

1:35

Um and it does have an impact.

1:37

They did grant us an extension.

1:39

Um so we'd be looking for a recommendation.

1:41

Uh it's not increasing or decreasing the overall budget at all, just changing where that 136 is not going to the debt serv or to the capital fund, but would be going to the debt service.

1:52

And so we have a recommendation to common council for uh them to consider that next week.

2:00

I'll make a motion that we recommend this to council.

2:04

Second.

2:06

Okay, we have a motion and a second.

2:08

Send this council any other discussion.

2:13

All right, we'll take a roll call vote, please.

2:17

Aye, older Tolman.

2:19

Aye, and Alder Maguire.

2:24

Uh our next order of business is uh uh closed bit and we will uh first we'll jump to business by members since we will we will adjourn out of our closed session since the last item on our agenda.

2:38

So we'll jump up and do business by members before we go into closed session.

2:44

Oh no business by members, so we will go into closed session.

2:52

Business closed under Wisconsin State Statute 9 19.851E, deliberating or negotiating the purchasing of public properties, the investing of public funds or conducting other specified public business whenever competitive or bargaining reasons require a closed session.

Discussion Items

  • 2026 Budget Amendment (Debt Service Allocation): City Administrator Rindy presented a budget amendment to correct an error identified by the Wisconsin Department of Revenue during the expenditure restraint program audit. Approximately $136,000 had been mistakenly allocated to the Capital Fund instead of the Debt Service Fund. The amendment transfers $136,000 from the Capital Fund to the Debt Service Fund to properly reflect the debt payment, with no net change to the overall budget. A motion to recommend approval to the Common Council was made by Richard Thoman, seconded by Dylan McGuire.

Key Outcomes

  • The motion to recommend the 2026 Budget Amendment to the Common Council passed 3-0 (Heidi Treuthardt, Richard Thoman, Dylan McGuire in favor; Matt Sheaffer absent).
  • The committee then moved into closed session at 5:35 PM under Wis. Stat. § 19.85(1)(e) to deliberate a letter of intent to purchase city property in the North Industrial Park. The motion to enter closed session passed 3-0. No action was taken in open session on this item.
  • The committee adjourned from closed session at 6:08 PM.
