Monroe Board of Public Works Meeting - July 27, 2026
The Board of Public Works met on July 27, 2026. The agenda listed the meeting start time as 5:05 PM local time, while the transcript timestamp indicates 11:15 UTC (note discrepancy). The meeting addressed consent items and a partnership agreement with the School District of Monroe.
Consent Calendar
- Minutes of July 13, 2026: Approved as presented without correction.
- Whitney Tree Service Invoice: Approved an invoice for $2,094 for storm damage cleanup at Lincoln Park and Honey Creek Parks (work performed July 14). Motion and second carried unanimously.
Discussion Items
- Partnership Agreement with School District of Monroe Athletic Complex: Parks Supervisor Josh Trame presented a proposed one-year agreement (January 1, 2027 – December 31, 2027) formalizing a trade of services. The city’s Parks and Recreation Department will maintain the new high school baseball/softball complex (dragging, lining, brushing, rolling, infield repair, scoreboard setup, painting using the robotic painter, etc.) but will not handle mowing, trimming, fertilizing, or weed spraying. In exchange, the city will have continued use of school gym spaces for programming (e.g., volleyball, pickleball, after-school programs). Trame noted the city previously performed similar work for the school on a fee basis; the new agreement eliminates fees both ways. Board members asked clarifying questions: Trame confirmed the city is not taking on mowing, that the new complex provides additional practice capacity (especially for older age groups) without becoming the primary site, and that the city likely benefits slightly from the exchange. The board expressed support for the arrangement.
Key Outcomes
- Approval of Partnership Agreement: Motion made and seconded to approve the one-year agreement with the School District of Monroe. Vote: Alder Truehart aye, Alder Schaefer aye, Alder Tolman aye. Motion carried.
- Adjournment: Meeting adjourned by unanimous consent.

And Alder Schaefer. Hi. Okay. That motion passes item D, Park Supervisor. We have a discussion and possible approval of partnership agreement with school district of Monroe Athletic Complex. And I believe Josh is on the line here. All right, good evening, everyone. Parking supervisor Trayman here. Just wanted to uh bring this to you. This was something that's kind of been in the works for a little while here. Um last fall we kind of had briefly discussed this real brief when we were talking about the robotic painter and potentially some future stuff coming um you know with the school. So um wanted to bring this before the committee tonight and just kind of have a discussion on this and and and let us kind of proceed forward if if possible. Um obviously the school district and the city of Monroe, we've had a pretty good relationship, working relationship for for many, many years. And and a lot of the agreements that we had in the past were just um handshake agreements, you know, that we have said that we could do this or they could do that. Um so just wanted to have something a little bit more formal. Um, and we thought no better time than now with the transition to the new school for the high school um and the the facilities that they have there. So just a kind of a little bit of a background. The school has used a lot of our athletic facilities for high school softball, for tennis, um in the past. In turn, we've used the gyms for uh volleyball, pickleball, you know, Manalyssa use it for after school programs. Um so there's kind of been that reciprocal, you know, agreement, handshake agreement that we've had in the past. Um as we move forward, um, obviously with the facilities that they're moving to the athletic complex, everything will be on site there. So they won't have the need for um, you know, at the use at twinning park for softball or uh the tennis courts um you know for those things. So this after some discussions, you know, we felt uh that it was probably best for us to have something in writing and agreement that we could, you know, almost like trading services that we'll be able to continue to help provide and offer the services of maintaining the baseball softball complex. Um in turn, the city, the park and rec department will have the ability to continue to utilize all gym spaces for all of the gym spaces and and school spaces as needed for for the programming that we um offer.
